From the Ayn Rand Institute's website, which is responsible for maintaining her ideas, they
summarize the basic principles of Rand's Objectivism:

Metaphysics
"Reality, the external world, exists independent of man's consciousness, independent of any
observer's knowledge, beliefs, feelings, desires or fears." Thus Objectivism rejects any belief
in the supernatural—and any claim that individuals or groups create their own reality.

Epistemology
"Reason is man's only means of acquiring knowledge." Thus Objectivism rejects mysticism
(any acceptance of faith or feeling as a means of knowledge), and it rejects skepticism (the
claim that certainty or knowledge is impossible).

Human Nature
Reason, as man's only means of knowledge, is his basic means of survival. But the exercise of
reason depends on each individual's choice. Thus Objectivism rejects any form of determinism,
the belief that man is a victim of forces beyond his control (such as God, fate, upbringing, genes,
or economic conditions).

Ethics
"Reason is man's only proper judge of values and his only proper guide to action. Rationality is
man's basic virtue, and his three fundamental values are: reason, purpose, self-esteem. Hence,
Objectivism rejects any form of altruism—the claim that morality consists in living for others or
for society.

Politics
"The basic social principle of the Objectivist ethics is that no man has the right to seek values from
others by means of physical force—i.e., no man or group has the right to initiate the use of physical
force against others. Men have the right to use force only in self-defense and only against those who
initiate its use. Men must deal with one another as traders, giving value for value, by
free, mutual consent to mutual benefit. Thus Objectivism rejects any form of collectivism, such as
fascism or socialism. It also rejects the current "mixed economy" notion that the government should
regulate the economy and redistribute wealth.

Esthetics
"Art is a selective re-creation of reality according to an artist's metaphysical value-judgments." The
purpose of art is to concretize the artist's fundamental view of existence."

Oil Will Hit $100 a Barrel Within 6 Months, Boone Pickens Says

Crude oil prices are likely to reach $100 a barrel within six months as global demand exceeds
supply, Boone Pickens, chairman of Dallas-based BP Capital LLC, said today.

Alternative Energy And The Pollyanna Principle

The problem of explaining "peak oil" does not hinge on the issue of peak oil as such, but rather on that
of "alternative energy."Most people now have some idea of the concept of peak oil, but it tends to be
brushed aside in conversation because of the common incantation: "It doesn’t matter if oil runs out,
because by then everything will be converted to [whatever] power." Humanity’s faith in what might be
called the Pollyanna Principle — everything will work out right in the end — is eternal.

The critical missing information in such a dialogue, of course, is that "alternative energy" will do little to

jump starting & shepherding the venture or making it a privet non profit venture or something...

Human Feces Powers Rwandan Prison

Imagine eating food that was cooked using natural gas generated from your own human waste.
Thousands of prisoners in Rwanda don't have to imagine it -- they live it.

Prisoners' feces is converted into combustible "biogas," or methane gas that can be used for cooking.

It has reduced by 60 percent the annual wood-fuel costs which would otherwise reach near
$1 million, according to Silas Lwakabamba, rector of the Kigali Institute of Science, Technology
and Management, where the technology was developed.

Last month, the Rwandan prison biogas facilities received an Ashden Award for sustainable energy.
The award, which comes with a prize worth nearly $50,000, is given by the Ashden Trust, a
British charity organization that promotes green technologies.
"It's turning a negative social situation in terms of the Rwandan genocide into something that can
benefit local people in the local area," said Corrina Cordon, spokeswoman for the Ashden Awards.
Many of Rwanda's 120,000 prisoners are incarcerated because of the genocidal campaign.
The prisons are overcrowded by a factor of 10, Lwakabamba said.

He added that prison overpopulation has created a situation where the facilities have significantly
increased energy needs. The overcrowding also leads to large amounts of human waste that the
prisons cannot adequately process.

Lwakabamba said that prior to the construction of biogas facilities at a prison situated atop a hill at
Cyangugu in southwestern Rwanda, some human waste was being thrown down the hill, near natural
bodies of water such as Lake Kivu.

"It got started when we went to these prisons and we realized that so much human waste was going
into these rivers and we had to try something," he said.

The university rector said that the Rwandan biogas facilities, which are currently in half of the 30 prisons
around the country, now contribute half of the energy needs for cooking and lighting in each location.
Rwanda's biogas facilities are among the most ambitious in the world, given their size and scope.

They range up to 1,000 cubic meters in something resembling a beehive shape.

The process requires putting a given amount of human or other animal waste into a "digester," which
ferments it using bacteria to release methane gas that can be captured and then burned as fuel. Attached
is a "compensating chamber" that replenishes the supply of bacteria to keep the operation self-sustaining.
The lead engineer on the project, Ainea Kimaro, says that within four weeks, 100 cubic meters of waste can
be transformed into 50 cubic meters of fuel.

Biogas is being used around the world, including in homes in Nepal and to power trains in Sweden.
Kimaro said that while waste smells bad initially, the biogas that is produced has no foul odor. He added that
the Rwandan prisoners are not put off by the idea of using the byproduct of human waste to cook.
"Our people are very adaptive," he said. "They see it working; they want to use it."

Once the methane is produced, the remaining waste is used as an odor-free fertilizer for the gardens at the prison.

Martin Wright, an Ashden Awards judge who traveled to Rwanda and visited the prison at Cyangugu, got down
on his hands and knees to take a whiff of the manure. "I've sniffed the residue and there is no smell at all," he said.

As remarkable as the odorless fertilizer is, Wright said that he was even more impressed by the idea that the
new energy project involves people being held on charges of genocide in Cyangugu, just across the border from
the volatile civil war raging in the Democratic Republic of the Congo.

"(That) they've become the site for this amazing pioneering project means that you're taking something that's
a consequence of human misery and producing something hopeful out of it," he said.

SYNTHETIC BIOLOGICAL AGENTS

There are two things about the biological agent field I would like to mention.
One is the possibility of technological surprise. Molecular biology is a field
that is advancing very rapidly and eminent biologists believe that within a period
of 5 to 10 years it would be possible to produce a synthetic biological agent, an
agent that does not naturally exist and for which no natural immunity could have
been acquired.

MR. SIKES. Are we doing any work in that field?

DR. MACARTHUR. We are not.

MR. SIKES. Why not? Lack of money or lack of interest?

DR. MACARTHUR. Certainly not lack of interest.

MR. SIKES. Would you provide for our records information on what would be required, what
the advantages of such a program would be. The time and the cost involved?

DR. MACARTHUR. We will be very happy to. The information follows:

The dramatic progress being made in the field of molecular biology led us to investigate
the relevance of this field of science to biological warfare. A small group of experts
considered this matter and provided the following observations:

1. All biological agents up the the present time are representitives of naturally occurring
disease, and are thus known by scientists throughout the world. They are easily available
to qualified scientists for research, either for offensive or defensive purposes.

2. Within the next 5 to 10 years, it would probably be possible to make a new infective
microorganism which could differ in certain important aspects from any known disease-causing
organisms. Most important of these is that it might be refractory to the immunological and
therapeutic processes upon when we depend to maintain our relative freedom from infectious disease.

3. A research program to explore the feasibility of this could be completed in approximately
5 years at a total cost of $10 million.

4. It would be very difficult to establish such a program. Molecular biology is a relatively new
science. There are not many highly competent scientisis in the field., almost all are in university
laboratories, and they are generally adequately supported from sources other than DOD. However,
it was considered possible to initiate an adequate program through the National Academy of
sciences - National Research Council (NAS-NRC, and tentative plans were made to initiate the
program. However decreasing funds in CB, growing criticism of the CB program., and our reluctance
to involve the NAS NRC in such a controversial endeavor have led us to postpone it for the past
2 years.

It is a highly controversial issue and there are many who believe such research should not be
undertaked lest it lead to yet another method of massive killing of large populations. On the
other hand, without the sure scientific knowledge that such a weapon is possible, and an
understanding of the ways it could be done. there is little that can be done to devise defensive
measures. Should an enemy develop it there is little doubt that this is an important area of
potential military technological inferiority in which there is no adequate research program.

Silverlight 1.1 Carbon Offset Calculator is out!

I've written about some Silverlight work lately,
but couldn't really talk about it until now.

Well, I can finally talk about it officially :)

The Silverlight 1.1 alpha Carbon Calculator that I and Steve Suing from Applied Information Sciences
built was released into production last night, just in time for Live Earth. We're still doing a little bit
of shake-out (and video editing and uploading), but it's out there, usable and fully functional, all on
an alpha platform.

The Carbon Offset Calculator is a tool that calculates your impact on the environment,
specifically your carbon dioxide output. This is affected by things such as the type and amount
of energy in your home, your car and all the way down to the diet you eat. The science behind
it is pretty solid, supported by government data.

There are a number of calculators out there, some in HTML/AJAX, some in Flash, some in plain
old HTML with JavaScript. This is the first of its kind in Silverlight, though. It's also one of th
first real production Silverlight
1.1 applications out there.

If you click on "Explore Madagascar" you can see how we also integrated Virtual Earth into the solution.

The colors could still use a little updating, as we scrambled at the last minute to restyle this for
a white page. Originally it was all set up for a black page. The map page still uses the color
scheme set up for the black page, as it really looks best that way.

I will blog later about a lot of the specific details of the implementation. In the mean time, here
is some high-level information:

Some Details

Two developers, two months doing everything on the project except for coming up with the
specific language to show up on the screens
Almost all test descriptions and calculator data is served up from various MOSS (SharePoint) lists
All filmstrip images come from MOSS
All videos are served up from MOSS
The geodata for the map points is also served up from MOSS
Silverlight is sitting over a layer holding the Virtual Earth map. We show and hide that layer
as necessary. The shapes are placed on the map by converting lat/long data into real Silverlight
coordinates.
The calculator itself is hosted in a regular old html page and surfaced via a page viewer web
part (iframe) in a SharePoint page. This eliminated having to tackle building a web part on such
a short project.
We couldn't pop up web pages using Silverlight, as popup blockers aren't yet aware of it like they
are Flash. For that reason, the donation process takes over the iframe. This is far from ideal,
but the best approach for now, as the donation pages change regularly.

Code Metrics

VS Analyzer doesn't yet understand agclr-hosted assemblies, so I did a quick count of files by hand
(good old DIR /S), ignoring the test projects

The UI layer project has 87 XAML files, 93 .cs files and 5 .js files, not counting the sample
silverlight controls I modified
The business layer project has 28 .cs files
The web service layer project has 38 .cs files and 2 .asmx files

Tools Used

Visual Studio Orcas Beta 1 for all development, and some xaml tweaking

All in all, while the project had a lot of long days, this was very enjoyable, and we both learned
a ton. LINQ and the other .NET 3.5 additions were a great bonus to our learning on this project,
and turned out to be extremely useful for navigating the objects we created from the SharePoint
data.

Lamont Harrington at Microsoft (the person who owned this project on the Microsoft side) has a

SUPER-EFFICIENT ELECTROLYSIS

Water can be broken into Hydrogen and Oxygen using electricity. Standard chemistry books claim that this
process requires more energy than can be recovered when the gases are recombined. This is true under
normal circumstances, but it is not true under ALL circumstances. When ordinary tap water is hit with a series
of high voltage impulses, using a system developed by Stan Meyer (USA) and again more recently by Xogen
Power (Canada), it splits into Hydrogen and Oxygen gas with significantly less electrical input.

Even ordinary electrolysis can be made more efficient by using different electrolytes (additives that make the
water conduct electricity better). For instance, Potassium Hydroxide works better than Sodium Hydroxide. It
is also known that certain geometric structures and surface textures on the electrodes work better than others.
Stan Meyer used concentric tubes with very close tolerances instead of the standard practice of parallel flat
plates.

The implication is that unlimited amounts of Hydrogen fuel can be made to drive engines (like in your car) for
the cost of water. Even more amazing is the fact that a special metal alloy was patented by Freedman (USA)
in 1957 that spontaneously breaks water into Hydrogen and Oxygen, with no outside electrical input and
without causing any chemical changes in the metal itself. This means that this special metal alloy can make
Hydrogen from water for free, forever.

"The Alternative"

by Dennis Lee, published August, 1994

This is the true story of how I experienced the "dirty tricks" of the powerful political forces at play in our
society as they attempted to stop me from delivering energy technologies that could provide unlimited,
"free" energy to the world.

I have spent over a decade of my life fighting these powerful forces to provide energy alternatives to the
American people and because I persevered in the fire I have been able to come out with the evidence of
a conspiracy - not only against me and my technologies, but against our very way of life.

This book will open your eyes to the true "ruling aristocracy" of America, who in partnership with the
government, has effectively eliminated the "justice system" as we know it, and has replaced it with the
"just-us" system.

Through wealth and financial manipulation, they have gained control over every facet of our life. Their
long arms of control extend over the entire judicial system, law enforcement, legislation, major media,
and even the major communications corporations like the phone companies, and mail carriers. I will
present irrefutable proof to you of the way the legal system and the media is used to abuse Americans
to favor their benefactors.

As you witness how the system was abused in an attempt to destroy me, you'll see how the system is used
to that same end on a regular basis, in a conspiracy to erode and eliminate the freedoms of all Americans.

One of the greatest weapons used by the "ruling aristocracy" to protect their financial interests and advance
their power agenda is to use little known civil laws that can make felons out of most any law abiding citizen.
Without the knowledge that you have violated a law, and with no intent to commit a crime, you can be
convicted as a felon and imprisoned at their whim. These laws are written by our legislators, and enforced
by our government in treasonous partnership with this aristocracy. Once accused, there is no legal defense
against these statutes.

I have become one of the first of this new breed of criminals in this country, that I call "accidental felons".
I was sentenced to a three year prison term for the civil code misdemeanor of not filling out a form the
government claims I should have filled out. I had no warning, no knowledge, no intent to do harm, and have
to this day never even been convicted. Yet, I served both a jail term as an innocent man, and a prison term
as an "accidental felon". If you think that is impossible, this book will challenge many of the myths you may
have embraced about the system.

My real crime was to dare to produce energy technologies that could eliminate the harmful, but lucrative
fossil fuels industry, and sever the monopoly the electric suppliers have in delivering their vital commodity.
In 1988
I set up a research lab in Southern California, dedicated to saving the environment and building a better
world. Here, with world class scientists and our own private machine shop, we developed and built technologies
that could change the way that energy is produced technologies that require little or no cost to operate them,
and produce no pollution. I brought to the table, the world's most efficient heat pump and we quickly added
other technologies.

We built a technology that could provide "free electricity" (1) independent of the grid, by coaxing energy
from the air, day or night, even in the middle of a snowstorm. The unit to power a home and supply all of
its energy needs would cost me only a few thousand dollars to build and install. That home would never
pay an oil, gas, or electric bill again over the life its mortgage.

Another device we built could replace the engine in any vehicle with an engine that runs in a closed loop
and operates with NO condenser and NO exhaust, eliminating the need for gasoline, diesel, or batteries
. For a cost of approximately $ 1,000 to build, a car could be retrofit with a new engine that could power
it for the rest of its useful life with no cost for fuel. We also developed the world's most efficient Thermal
storage device, which we called "The Hot Box, and the Adiabatic Bicoannular Reactor, the world's most
efficient combustor that can burn almost anything smokeless to provide energy for any need, including
wet grass, garbage, old tires, even toxic waste. At last testing it burned black coal at efficiencies of well
over 90%. This device would cost approximately $1500 to build and install in a home, and could eliminate
the garbage and landfill problems forever.

The technologies we produced were safe, clean, practical, and cost nothing to operate! They could provide
100% of all the energy needs of society, for the individual, as well as for the bigger needs of industry.
Any family could become totally independent of the central energy supply and disconnect from the electric
company, the oil and gas company, and even gas stations ... The energy could be produced with no noise,
no pollution and no negative environmental impact at all!

These technologies were so practical that to totally power an average home (lights, heat, power, air
conditioning, hot water, etc.), to modify two automobiles to run without gasoline, and to eliminate the
need for another garbage pickup, would cost well under $10,000 for me to supply and install.

While I held the answers to pollution, energy shortages, foreign oil dependence and a healthy economy
for America, the system worked hard to destroy everything I owned and had worked 20 years to build,
and threw me in prison because I had failed to file a registration form. It is obvious who my alleged
crime was against. EconomY and EnergY both begin and end the same, as do the list of people who
control both. Energy is economy.

There is no one who doesn't need it and who doesn't use it. We are all tied to the power companies'
monopolistic apron strings, and are forced to forfeit a percentage of our paychecks every month to
their continued profit. It's not hard to imagine why over 50% of Wall Street's portfolio and the wealth
of the financial institutions is invested in utilities and fossil fuel related industries with bonds that are
guaranteed a profit and stocks in the lifeline of every activity.

Rich and powerful financial institutions control the existing energy technologies today, and their worth
is directly connected to the value of these investments. But it is not only about money, it is also about
control. The public's dependence on the power grid is an equally important factor to anyone wanting to
exert and maintain control. Electricity has become a lifeline for the individual in our modern society.
Cut off a family's electricity and they will be tendered almost helpless, even more so if cars are converted
to electric cars, as they are planning on doing.
I believe that fossil fuels will be outlawed at a point in the near future and nuclear powered central supply
will dictate supply and control. Anyone who could provide clean, safe, cheap, independently produced
energy could not be allowed to succeed.

While I hold the answers to pollution, garbage overflow, and energy shortages, our environment stands
at risk. How many other answers are there out there that have been suppressed like mine. Cancer cures?
AIDS cures? Alternative health benefits? When the citizenry are abused for someone's bottom-line profit,
the veil of our liberty has been pierced and our very way of life is at risk. What I want you to know as
you read this book and review the documentation, is that what they have done to me today, they may
very well do to you tomorrow. You, as an American citizen, are at risk.

If, after witnessing the abuse in my story with firsthand documentation, you realize that you have been
abused right along with me, then I want you to consider the simple solution I present in this book.
There is a painless way for each reader to actually participate in eliminating the potential for such
abuse to continue in the future. The plan outlined in this book does not require a public outcry or march
on the seat of government, but reveals how to put these technical solutions out into the environment
in a way that will benefit everyone and give those who think it is time to stop these abuses a means
of financing civil resistance.

If you are interested in becoming completely energy independent, then we will also try to advance an
alternative to your current energy supplier. The interested reader will be invited to get additional
information, reviewed by hundreds of engineers, scientists, and other technical professionals, that
explains the technical concepts and even shows videotaped demonstrations of the technology given
before audiences of hundreds. There is a lot of material and documentation available to prove to the
reader, and/or their technical consultants, that the technology is real. In addition to the avalanche of
scientific proof, there is also days of court testimony by world class scientists and affidavits that
resulted in the dismissal of criminal charges for fraud against the author of this book, proving the
viability of my claims on a court record.

I have lived through all the events chronicled herein. Everything in this story is true. Because most
of us are never exposed to the dirty tricks of this conspiracy, we assume it doesn't exist. I pray that
you take the time to study the documentation and become convinced beyond a shadow of a doubt.
We will put the exhibits at the end of each chapter that document the more important statements
made. We don't have room to document everything so we are only salting this book with a "sampling"
of the mountain of evidence we have, but enough is documented to make our point. So, I encourage
you to take the time to study the documentation at the end of each chapter.

Only when the darkness is brought to light can it be extinguished. I stand ready to go forward with
"alternatives" if the voice of the people dictates it.

( 1 ) When the author refers to "free electricity" he means electricity that is produced without any cost
for fuel. A "free electricity" machine is one that produces electricity with no cost to operate. There
is a cost for the machine itself.

Technology Tidbits

This newspaper article reprinted from 1876, tells of how Alexander Graham Bell was arrested for
peddling telephones on the street to ignorant people foolish enough to believe that you could
actually transmit voice over wires. They said that such an invention was IMPOSSIBLE. The article
went on to say that even if it worked such an invention would be useless.

Contrary to the way government-school history has painted him, Edison exploited the talents
of others, putting his name on their work.

Did you know that 100 years ago, J-Pierpont Morgan suppressed Tesla's technology and chose
to fund Edison's clumsy and dangerous by-wire power transmission method because he knew
it would keep the masses enslaved to him indefinitely.

If you could have known you would have supported Tesla's idea of using his Tesla coil and
receiving all of your electricity for free from transmitters Tesla would build, to transmit power
he tapped into from the ionosphere.

Stanley Meyers
Stanley's life was terminated because he developed the technology to run cars (and planes) on
water, but made the unfortunate mistake of believing that the government was his friend.

Dennis Lee and Stanley Meyers drove a water-fuel-cell powered car from California to New
York burning only the hydrogen in 28 gallons ofwater using Stanley's super productive hydrogen
separator.

For the web - I'm the source of the video gone viral now with footage of Stanley's water powered
dune buggy on the news. The news story was aired only once on a California television station,
before Meyers was snared in the government fish net and sworn to secrecy for the "safety of
national security".

Dennis tried to convince Stanley that the government (or shadow government) wasn't his
friend, but Stanley trusted them anyway.

After the "Gov" pretended to support his research by building for him an institute for the
research of water power technology, Stanley was poisoned and died at the institute dinner
commemoration event.

If your government and the elite had your best interests in mind, Stanley Meyers would
be a household name by now, and you wouldn't be fretting about how much gasoline is costing.

WHAT DID THEY KNOW AND WHEN DID THEY KNOW IT, THAT BIN LADEN WAS DEAD

Do not be fooled. Osama Bin Laden died three years ago in Pakistan from kidney failure.
Intelligence services have already DNA-ed him. Today?s leaked story aka the French
Intelligence report taken from Saudi Intelligence sources actually finger U.S. CIA
in trying to define a phony time line aka the death of Bin Laden.

The Saudi source alleges Bin Laden died last month when in fact as reported here at
stewwebb.com the only real truth-in-news is he died three years ago of kidney failure
not typhoid fever.

For Bin Laden to have died of Typhoid Fever, it is clear he would have needed a new set
of kidneys. (Bin Laden got CIA Dialysis treatments in the UAE in July 2001).

This dovetails to the activities of Richard Armitage and his role in 9-11Obstruction of
Justice activity and the outing of Valerie Plame.

Connect the dots.

It was January 2002, that the Valerie Plame team aka French Interpol, had discovered a plot
vis a vis Pakistan, Turkey and Saudi Arabia to plant WMD in Iraq so as to give a pretense
for a Bush-Blair invasion of Iraq.

Valerie Plame-Brewster Jennings team had connected Richard Armitage and elements of Gary
Best Inc. (Gary Best Iran Contra-9-11 Bush Goon) as the delivery team with Chalibi?s
Mossad stooges in Iraq, itself, as the wide receivers.

Turkey refused to allow the use of it's country to invade Iraq since Turkey had become
aware that their country was being used as a staging area to plant WMD IN IRAQ!

We continue to connect the dots. The liaison for the WMD project to plant WMD in Iraq
was none other than Spelezio, the US government asset, that was originally captured with
Khalid Muhammed in Pakistan aka links to the 9-11 attack itself.

Again, Spelezio was allowed to go free despite objections by U.S. CIA and FBI.

Who wanted him free? Well none other than Richard Armitage.

So Valerie Plame knew too much. She knew about the WMD plant operation in Iraq. She knew
the secrets of 9-11 linked to Richard Armitage and Spelezio. She knew, as did Pakistani
President Musharraff that Bin Laden had been dead since Jan. 2002.

It is clear that Musharraff needs a lot of body guards because he knows too much as well.

P.S. The Saudi leaked French intelligence Report claims that Bin Laden died of typhoid fever.
This of course is not true. The Pakistani Secret Intel agencies had the DNA analysis and can
categorically prove that Bin Laden died of kidney failure and not typhoid fever, and died
in January 2002.

Colin Powell knows of this and may have leaked this limited hangout to French Intelligence
for the purpose of covering his own ass. At the same time Colin Powell has put the finger
directly on none other than Richard Armitage who seems to be up to his neck in all of this

Because the Nixon Center likes to make mischief

My light sparring with Danielle Pletka apparently intrigued a lot of people in Washington. As a result,
I have a short piece at the National Interest online about the foreign policy divide withi the GOP between
realists and neoconservatives:

This year's presidential campaign has highlighted the divide in Democratic foreign-policy
circles between hawks and doves. My run-in with Pletka, however, reveals a split within the
GOP as well, between realists and neoconservatives. It was not always so. When George W. Bush
ran for president in 2000, he evinced a largely realist policy platform. His chief foreign-policy
spokesperson, Condoleezza Rice, wrote a realpolitik essay in Foreign Affairs entitled “Promoting
the National Interest.”

Bush governed differently than he campaigned, however. The September 11 terrorist attacks led
to a rethink of foreign-policy priorities. Neoconservative ideas—particularly democracy
promotion—were placed at the heart of the Bush administration's grand strategy. By early 2008,
Pletka's statement might very well be true. John McCain's foreign-policy team has not been
terribly friendly towards GOP realists—which says something about the Republican Party's
foreign-policy transformation.

The realist tradition in American public opinion -- published

A few years ago, I responded to a Patrick Belton post at OxBlog thusly:

[There is] a thesis that I've been cogitating on for the past few
months: despite claims by international relations theorists --
including most realists -- that the overwhelming majority of
Americans hold liberal policy preferences, it just ain't so.
Even if those beliefs are extolled in the abstract, when asked
to prioritize among different foreign policy tasks, the realist
position wins.

From this germ of an idea, a conference paper emerged.

And, a short three-and-a-half years after the original idea,
"The Realist Tradition in American Public Opinion" is out at Perspectives
on Politics. The abstract:

For more than half a century, realist scholars of international
relations have maintained that their world view is inimical to
the American public. For a variety of reasons—inchoate attitudes,
national history, American exceptionalism—realists assert that
the U.S. government pursues realist policies in spite and not
because of public opinion. Indeed, most IR scholars share this
“anti-realist assumption.” To determine the empirical validity
of the anti-realist assumption, this paper re-examines survey
and experimental data on the mass public's attitudes towards
foreign policy priorities and world views, the use of force, and
foreign economic policy over the past three decades. The results
suggest that, far from disliking realism, Americans are at least
as comfortable with the logic of realpolitik as they are with
liberal internationalism. The persistence of the anti-realist
assumption might be due to an ironic fact: American elites are
more predisposed towards liberal internationalism than the rest
of the American public.

The New York Times goes Vizzini on "deterrence"

This blog has an occasional series on "Vizzini" moments.

It now appears that Eric Schmitt, Thom Shanker, and the editors at the New York Times do not know what the word "deterrence" means:

In the days immediately after the attacks of Sept. 11, 2001, members of President Bush’s war cabinet
declared that it would be impossible to deter the most fervent extremists from carrying out even
more deadly terrorist missions with biological, chemical or nuclear weapons.

Since then, however, administration, military and intelligence officials assigned to counterterrorism
have begun to change their view. After piecing together a more nuanced portrait of terrorist organizations,
they say there is reason to believe that a combination of efforts could in fact establish something
akin to the posture of deterrence, the strategy that helped protect the United States from a Soviet
nuclear attack during the cold war.

Interviews with more than two dozen senior officials involved in the effort provided the outlines of
previously unreported missions to mute Al Qaeda’s message, turn the jihadi movement’s own weaknesses
against it and illuminate Al Qaeda’s errors whenever possible.

A primary focus has become cyberspace, which is the global safe haven of terrorist networks. To counter
efforts by terrorists to plot attacks, raise money and recruit new members on the Internet, the government
has mounted a secret campaign to plant bogus e-mail messages and Web site postings, with the intent to sow
confusion, dissent and distrust among militant organizations, officials confirm.

Read the whole thing. The article chronicles a variety of tactics designed to impair Al Qaeda's strengths on the
web and in the hearts and minds of Muslims.

It's good stuff. But it's not "deterrence" in the Cold War sense of the word.

Successful deterrence of Al Qaeda would be taking place if the organization decided not to take action because
they feared retaliation by the United States against assets that they held dear. Deterrence works if an actor
refrains from attack because they calculate that the cost of the adversary's response would outweigh any
benefit from the initial strike.

But that's not in the U.S. strategy. Instead, what U.S. officials appears to be doing is decreasing the
likelihood of a successful attack -- by sowing confuson, interdicting logistical support, and reducing sympathy
for the organization. The closest one could come to deterrence is if one defined Al Qaeda's reputation as a
tangible asset that would face devastating consequences after a successful attack. Even here, however, the U.S.
strategy is primarily to weaken Al Qaeda by increasing the odds of an unsuccessful attack.

The more appropriate word to use here is "containment." The United States is trying to sow divisions within
the jihadi movement -- much like Kennan urged the United States to do among communists of different
nationalities. The United States is applying counter-pressure in areas where Al Qaeda is trying to gain
supporters and symathizers -- much like Kennan urged the application of "counter-force" in areas where the
Soviets tried to advance their interests.

This is all to the good. But it's not deterrence. Indeed, this is one of those rare moments when the headline
-- "U.S. Adapts Cold-War Idea to Fight Terrorists" -- is more accurate than the lead of the story.
