Sometimes I wonder what planet the President and Vice President are living on. We’ve got to the point where
they’re not just arguing what the definition if “is” is, but that black is white, yes means no, and the Vice President
isn’t legally part of the Executive Branch.

I spent a good amount of time this last week metaphorically ripping the Vice President a new orifice by pointing out that his
office actually does have to adhere to the Executive Orders regarding the protection of national secrets. And this morning,
I discovered that the President believes that his own Executive Order (EO) exempts both the White House and the Office of
the Vice President from security provisions oversight even though EO13292 clearly and obviously includes everyone and
everything that comes into contact with classified information.

RCMP A/Commr David Gork has a unique view into the shady world of illegal weapons and drug deals, passport fraud, and money-laundering schemes-all of which potentially fund and facilitate terrorist plots.

Intelligence experts believe terrorist groups such as Al Qaeda are financing and facilitating the trafficking of heroin, much of which is derived from opium fields in Afghanistan.

It’s a chilling view that few people have or would even want. But for Gork, who is currently serving a three-year term as Interpol’s director of specialized crime in Lyon, France, it’s critical to probe deep into this world to rout out those who run it.

Doing so means re-visiting some all-important questions: To what extent are terrorist groups funding their operations through organized crime? To what extent do terrorist and organized crime groups co-operate? And how can intelligence-sharing efforts best uncover these potential links?

Members of Interpol’s Fusion Task Force (FTF), which falls under Gork’s jurisdiction and seeks to assist member countries with their terrorism-related investigations, believe a large portion of the world’s terrorist activities are indeed funded, to some extent, by organized criminal enterprises. According to the FTF, these activities include drug trafficking, money laundering, extortion, ransoms from kidnappings, revolutionary taxes, and weapons trafficking.

Support for this view lies in Central Asia: a region that is regarded by many anti-terrorism investigators as the global hotspot for terrorist activities-not least because of the possibility that proceeds from drug sales are funding terrorist groups.

The Islamic Movement of Uzbekistan (IMU)-whose umbrella group aims to overthrow Uzbekistan’s secular government and replace it with an Islamic theocracy-is one such terrorist group that has been closely associated with using drug profits to fund its activities, says James Callahan, the UN Office on Drugs and Crime (UNODC) regional representative for Central Asia who is based in Tashkent, Uzbekistan.

Significantly, he says the Taliban has also capitalized on drugs during its reign over Afghanistan-a country that supplies an estimated 87 percent of the world’s opium and floats roughly one thousand tons of the drug over its borders each year.

"[Today,] the Taliban continues to reap some benefits from the opium trade," agrees Insp Paul Richards of the RCMP’s Criminal Intelligence Directorate in Ottawa.

And, it appears, so does Al Qaeda. In 2002, former U.S. Drug Enforcement Administration Director Asa Hutchinson said the DEA had "received multi-source information that [Al Qaeda leader] Osama bin Laden himself has been involved in the financing and facilitation of heroin- trafficking activities."

While it may be documented that terrorist groups in such regions as Central Asia are employing organized crime to fund their operations, another story emerges when it comes to terrorist groups partnering with organized criminal groups to carry out operations together.

A recent Canadian study cited by Alex Schmid, former head of the UNODC’s terrorism prevention branch in Vienna, asked 40 countries about the level of co-operation and just over half did not report the presence of any. However, 13 respondents said they had observed some form of co-operation. The study concluded that "the nature of the links between the two groups seemed to be primarily logistical and financial, denoting the presence of alliances of convenience."

It has yet to be proven, however, that terrorist groups are in constant collusion with organized crime groups, says Richards. It is something the intelligence community continues to investigate.

Intelligence breakthroughs

To address the drug front, the UNODC is currently working with Interpol to integrate the latter’s I-24/7 communications system into what some observers are hailing as a breakthrough for intelligence-sharing by five Central Asian countries, Russia and Azerbaijan. Last February, a decision was made by these nations to set up the Central Asia Regional Information Coordination Centre (CARICC) in Kazakhstan to fight drug trafficking.

Meanwhile, the terrorist link to organized crime was likely on the minds of Central Asian representatives of Project Kalkan last winter. One of four sub-projects of Interpol’s Fusion Task Force, the project’s 13 member countries met in Baku, Azerbaijan in early 2006. Members include "the stans", such as Kygyzstan, Kazaksthan, Pakistan, Uzbekistan, Tajikistan, and Afghanistan, as well as Turkey, Iraq, China, Russia, and Georgia.

The good news is that information-sharing on Kalkan has "taken off like a rocket", Gork says from Interpol’s French headquarters after returning from the Baku meeting. "In many respects, this area has been the cornerstone of some of the terrorism that has transpired. There has been a significant effort from the Kalkan [countries] to deal with this. Cooler heads have prevailed, along with the recognition that Interpol can provide value to the work in this area."

The region is also catching the attention of outside nations, including Australia, the United Kingdom and several Scandinavian nations. Representatives of these countries were also present in Baku.

Getting results

Initial results from Project Kalkan have been promising. In the past year, the project has generated 14 new profiles of terrorist groups, including IMU and the East Turkistan Liberation Organization (ETLO). ETLO, which claims it will use "all means necessary" to fight against the Chinese government, has had links to Al Qeada and bin Laden.

Since late 2004, the work of Kalkan-affiliated intelligence officers has resulted in the identification of over 1,000 terrorists with links to the project’s member countries. These new profiles have been added to an Interpol database that contains records on over 9,500 terrorists or suspected terrorists. At the same time, project members design charts on the ongoing evolution of Al Qaeda so they can easily keep track of where cells are cropping up, as well as who the offshoot affiliate groups are.

Only by working with intelligence officers on the ground in Kalkan countries can Interpol do such work, experts agree. Interpol’s headquarters must be in constant contact with such partners as the special investigation group of Pakistan’s Federal Investigation Agency and Interpol’s Afghanistan office. Strong collaboration is critical to the sharing of up-to-date, timely information, says Ali Shah Pakhtiawal, director of Interpol’s office in Afghanistan.

Results from such ties have culminated in Project Kalkan issuing 1,181 notices and diffusions to member countries. These bulletins have provided details on individuals wanted for serious crimes, possible threats and criminals’ modus operandi, among other things.

Significantly, Interpol was in the process last winter of receiving an additional 770 blue notices from Afghanistan, which aimed to collect additional information about Al Qaeda members suspected of illegal activities. These are all individuals who, before the fall of the Taliban, were issued passports. When the Taliban fell, these people disappeared, explains Gork.

Interpol subsequently created a database for its member countries that can detect fraudulent travel documents. The Stolen & Lost Travel Documents (SLTD)-which contains over 10 million entries on stolen or lost passports and visas-is now being rolled out to border agencies. Switzerland, for example, has already connected to it and received 618 positive hits since it was implemented there last December. It’s the only global database of its kind.

Confronting challenges

While Interpol’s member countries are having some success in the tracking of terrorist funds and making links between those groups and the illegal sale of drugs and weapons by organized criminals, Gork stresses this ongoing effort requires a continual supply of dedicated people who are charged with analyzing incoming information from wire transfers, banks, and financial intelligence units.

Such intelligence can only help ongoing weapons-tracing efforts such as those pursued by Interpol and the UN in such places as Africa and South America, adds Gork.

"What are the routes and corridors they’re moving along?" he asks. "We can start … correlating the aspect of who’s moving weapons and [where] the money transfers [are taking place]. The linkages are there. The information is out there."

There are also many hurdles involved in information-sharing between nations, such as the reluctance to send sensitive information over national borders. However, such concerns can always be addressed through the art of negotiation, says Callahan.

"Such a relationship may start with the sharing of strategic intelligence, such as information on [drugs or weapons] seizures, statistics on arrests, and trafficking routes," says Callahan. "But the sharing of more specific operational information, such as telephone numbers, names of suspects, those targeted by operational investigations, covert sources of information, this will be more difficult and require a lot more effort."

Richards says such intelligence-sharing efforts will go far in catching and dismantling terrorist groups-especially if they begin at the preliminary planning stages of an attack.

"This is when they are most vulnerable," he says. At this stage, authorities must be prepared to co-ordinate and share the results of Internet-surveillance and phone intercepts.

"This requires co-operation and interoperability among government agencies and police forces, such as the RCMP and Interpol. At the same time, we must take advantage of all the venues, such as G8 meetings, where we can discuss these things at the highest levels."

NBC’s medical drama ER included more anti-war speeches last night, as the show’s writers killed off
a character who used to work as a doctor at the Chicago hospital but has lately been serving as a
National Guard medical officer in Iraq. One doctor railed against how the “whole war smell[s]...
of right-wing cronyism,” while another complained the U.S. was spending “$6 billion a month in a war
all the way across the world to kill a few more of the other kids who actually get to make it to
their teens!” (See video)

Earlier this season, “Dr. Neela Rasgotra” railed against the war in a March 16 episode, as Brent
Baker noted in an earlier post on NewsBusters. Her character had married “Dr. Michael Gallant” after

the re-growth of Warne's hair," it said. "If Shane Warne was used in future ads for AHS-FP, the ad should do
no more than suggest that the advertised treatment had a cosmetic effect."

Prometheus Nemesis Book Company Of the four aspects of strategic analysis and definition,
it is the structural engineering role -- architechtonics -- that reaches the highest development
in these Rationals, and it is for this reason they are aptly called the "Architects.
" Their major interest is in figuring out structure, build, configuration -- the spatiality
of things.

As the engineering capabilities the Architects increase so does their desire to let others know
about whatever has come of their engineering efforts. So they tend to take up an accomodating
role in their social exchanges. On the other hand they have less and less desire, if they ever
had any, to direct the activities of others. Only when forced to by circumstance do they allow
themselves to take charge of activities, and they exit the role as soon as they can without
injuring the enterprise.

The Architects' distant goal is always to rearrange the environment somehow, to shape, to construct,
to devise, whether it be buildings, institutions, enterprises, or theories. They look upon the
world -- natural and civil -- as little more than raw material to be reshaped according to their
design, as a formless stone for their hammer and chisel. Ayn Rand, master of the Rational character,
describes this characteristic in the architect Howard Roark, her protagonist in The Fountainhead:

He was looking at the granite. He did not laugh as his eyes stopped in awareness of the earth around
him. His face was like a law of nature-a thing one could not question, alter or implore. It had high
cheekbones over gaunt, hollow cheeks; gray eyes, cold and steady; a contemptuous mouth, shut tight,
the mouth of an executioner or a saint. He looked at the granite. To be cut, he thought, and made
into walls. He looked at a tree. To be split and made into rafters. He looked at a streak of rust
on the stone and thought of iron ore under the ground. To be melted and to emerge as girders against
the sky. These rocks, he thought, are here for me; waiting for the drill, the dynamite and my voice;
waiting to be split, ripped, pounded, reborn, waiting for the shape my hands will give to them.

Many regard this attitude as arrogant, and Architects are likely, especially in their later years,
after finding out that most others are faking an understanding of the laws of nature, to think of
themselves as the prime movers who must pit themselves against nature and society in an endless
struggle to define ends clearly and adopt whatever means that promise success. If this is arrogance,
then at least it is not vanity, and without question it has driven the design engineers to take the
lead in molding the structure of civilization.

Solar World: Europe's solar week

Two important announcements for the solar energy industry came this week from Europe, already
a world leader in the market.
Norway's Hydro, an oil and gas firm, and Belgium's Umicore, a materials technology group, this
week announced they will jointly open a new subsidiary called HyCore, to produce silicon for
use in solar energy technology.
"The demand for high-purity silicon has increased significantly in recent years and we expect
the market to continue to grow in the years to come. Consequently we have great expectations
regarding our investment," Einar Glomnes the head of Hydro's solar division, said via an Umicore
statement.
HyCore will be headquartered in Porsgrunn, Norway, and it won't be Norway's first solar silicon
manufacturer. Renewable Energy Corp., one of the world's top silicon dealers, is also a Norwegian
company.
"Metallurgical silicon is found in abundance, but the demand for solar-grade purity has risen
substantially, in line with the growth of the photovoltaics industry," the Umicore statement
explained. "Economical limitations of the traditional conversion technology have led to a
shortage of solar-grade silicon, which has spurred the development of new technologies."
"HyCore will utilize proprietary technology that Hydro and Umicore have developed for the
conversion of metallurgical silicon to solar-grade silicon," the statement said.
The highly refined silicon is also expected to remain in short supply until at least 2008
because of skyrocketing consumer demand.
"Probably the demand (from solar companies for silicon) is twice the current supply," Erik
Thorsen, Renewable Energy Corp.'s president and chief executive officer, told UPI.
Thorsen said there is no immediate way to ramp up high-grade silicon purification, because
"it takes two to three years to build a plant like that."
"HyCore's first step will be to construct a pilot plant ... which will be completed in 2008.
(It) will have an annual capacity of around 20 tons of solar-grade silicon," the statement said.
"Provided the pilot program proves successful, the intention is to construct a larger facility ...
with the capacity to produce industrial-scale volumes by 2010."
A spokesman for Hydro did not immediately respond to a requests for comment.
Also this week, the European Photovoltaic Industry Association warned that although feed-in tariff
programs are proven to nurture solar energy development, the EU's harmonization efforts might hinder
solar feed-in progress.
"The EPIA debate stressed that correctly designed feed-in tariffs are needed to promote PV electricity,
but warned that EU harmonization could give negative effects," the statement from the Brussels-based
organization said.
The organization on Wednesday held a roundtable debate "on the future of support mechanisms for
renewable energies and in particular solar photovoltaic electricity."
Feed-in tariffs are the premiums electric companies pay their renewable energy-producing customers
for the extra energy they "feed" onto the grid. Generally, this is the retail price that customers
pay for fossil fuel-driven electricity, and not the wholesale price -- a difference of several cents
per kilowatt hour.
This way, consumers see a return on their investment sooner, a measure which has been shown in many
markets to encourage the demand for and development of solar energy, most notably in Germany.
"Feed-in tariffs are the cheapest and most effective option to promote solar photovoltaic electricity,"
Claude Turmes, the vice-president of the European Parliament, said in the debate, according to the EPIA.
"Alternatives such as green certificates give no guarantee to investors, as a well designed feed-in
scheme does."
The debaters concluded this about the EU's harmonization's effect on solar: "Countries (other than Germany)
such as France, Spain, Italy (and) Greece have already chosen to promote solar PV electricity through
feed-in tariff schemes. However, administrative barriers in terms of paperwork or request of permits
considerably slow down the process in several countries and increase the price of installed systems
compared to Germany."

COINTELPRO is an acronym for the FBI's domestic "counterintelligence programs" to
neutralize political dissidents. Although covert operations have been employed throughout
FBI history, the formal COINTELPRO's of 1956-1971 were broadly targeted against radical
political organizations.

The origins of COINTELPRO were rooted in the Bureau's operations against hostile foreign
intelligence services. Counterintelligence, of course, goes beyond investigation; it refers to
actions taken to neutralize enemy agents.
"Counterintelligence" was a misnomer for the FBI programs, since the targets were
American political dissidents, not foreign spies.

In the atmosphere of the Cold War, the American Communist Party
was seen as a serious threat to national security.

Over the years, anti-Communist paranoia extended to civil rights,
anti-war, and many other groups.

As John Edgar Hoover, longtime Director of the FBI, put it The forces which are most
anxious to weaken our internal security are not always easy to identify. Communists
have been trained in deceit and secretly work toward the day when they hope to replace
our American way of life with a Communist dictatorship.
They utilize cleverly camouflaged movements, such as peace groups and civil rights
groups to achieve their sinister purposes.
While they as individuals are difficult to identify, the Communist party line is clear.
Its first concern is the advancement of Soviet Russia and the godless Communist
cause.
It is important to learn to know the enemies of the American way of life.
Although today this may sound ridiculous, the implications were deadly serious for the
thousands of people who became COINTELPRO targets.
After many years of investigating and disrupting these groups, the Bureau could not find
evidence that any of them were foreign-controlled.
These programs were exposed to the public following an unsolved break-in into the FBI's
Media, PA resident agency, separate lawsuits by NBC correspondent Carl Stern and the
Socialist Workers' Party, and then a US Senate investigation led by Senator Frank Church.
Although the FBI's COINTELPRO's officially ended in 1971, there have been many
examples of counterintelligence-type operations against political dissidents since.
The logic of COINTELPRO, as evidenced in this excerpt from a 1976 document
concerning the basis for an "investigation" of AIM and its supporters. Note the
mention of the deliberate fostering of "paranoia" among AIM leaders through the
use of informers, and insistence that the right of government to suppress dissent
outweighs the rights of citizens to "privacy and free expression."

Lewis "Scooter" Libby was pardoned today in a surprise announcement by President George W. Bush. Libby,
who had been indicted on five felony counts for perjury, false statements and obstruction of justice,
and one misdemeanor charge involving an altercation with two lesbian cheerleaders, said "Yeah. Like I
didn't see that one coming." President Bush stated that he had decided to pardon Libby, whose case has
yet to come to trial, preemptively in order that "the nation can get back to its real business,"
declining to elaborate on what that business is other than to hint it includes "reapportionment of capital
from the less to the more deserving, as determined by wealth".

Lewis Libby's pardon immediately raised speculation that additional presidential pardons may be handed out
for other high-profile Bush administration members and insiders currently under indictment or investigation,
including Vice President Dick Cheney, presidential advisor Karl Rove, Congressman Tom DeLay, Senator Bill
Frist, lobbyist Jack Abramoff, former procurement officer David Safavian, and a host of others.

"We got to erode this culture of persecution," said President Bush, who wore a symbolic black and white
"prison stripes" outfit for the occasion of the announcement this morning in the White House Rose Garden.
"I'm starting with a blanket pardon for Scooter Libby, who I know is a real hard worker and who probably
didn't do anything wrong, and if he did, I'm sure he's learned his lesson and I'm going to forgive him and
the American people should, too. Merry Christmas, Scooter. You come on home now."

Lewis "Scooter" Libby, who was immediately reinstated as chief of staff for Vice President Cheney following
Bush's announcement, is currently being held by the Metro Police under suspicion of having robbed a liquor
store on his way back to the White House early this afternoon.

"I think the pardon is supposed to apply to that, too," Mr. Libby said, speaking by cell phone from the
Washington, D.C. 2nd Police District station.

Libby's pardon raised the hackles of special prosecutor Patrick Fitzgerald, who led the two-year
investigation that resulted in Libby's indictment.

"It's complete horse excreta," said the blunt-spoken prosecutor, "but frankly, I would have been more
surprised if the lying rat-bastard brown-noser didn't get off the hook. At least the Chicago criminals
have a little dignity."

A team of Republican senators led by Senate Majority Leader Bill Frist is now attempting to have Patrick
Fitzgerald arrested for "sustained harassment and pestering" of Mr. Libby. A civil suit has also been
filed against the special prosecutor by lawyers for Mr. Libby seeking damages for "emotional stress and
foot trauma" associated with the exposure and subsequent reprinting of Mr. Libby's widely derided fictional
novel, The Apprentice.

Libby's novel, which he claims is not autobiographical, features incest, a hunter who considers whether to
engage in an act of bestial necrophilia with a freshly killed deer before it gets cold, and a girl who is

Commentary: The Use of Race Ratios in America’s Schools Helps Encourage Stereotypes, Not Real Diversity

Most Americans favor diversity. However, very few among us would endorse a policy wherein the local
government determined where a citizen could live based on their race -- even if such a policy was
instituted for the intent of ensuring diversity. “Sorry Mr. Smith, we have reached our limit of white
families in this particular neighborhood.” “Too bad Mr. Jones. I realize your wife has her heart set
on this house, but there are too many black families in the district already.” Yet that was exactly
the policy of the Seattle School District, at least according to the plaintiffs in Community Schools
v Seattle School District Number 1.

In an effort to address a history of de facto school segregation due to residential patterns, the Seattle
school system scrapped its neighborhood schools program and moved to a system of choice. Students are now
allowed to attend any school in the district, however, when there are too many applicants for the available
desks at a particular school, the district has resorted to using race as one criterion in deciding admission.

The Supreme Court recently decided correctly that the rights of individuals do not disappear because they
make decisions that end up in conflict with the social goals of government. The decision in Community Schools,
as well as in Meredith v Jefferson County School District, gives us an opportunity to question why we wish to
continue the use of race ratios, which actually reinforce the very stereotypes that prevent real diversity.

In support of the respondents in the Seattle case, The NAACP touted social science that purports to demonstrate
that black children perform better in integrated schools. One of the underpinnings of pluralism is that
differences in race or ethnicity do not confer worth. This, however, seems to scream black intellectual
inferiority. Are we seriously staking out the position that the less black kids are around other black kids
the better they do in school? Why then would anyone want to go to school with black children? The truth
is that many don’t, and I suspect that is what the school district is truly fearful of.

Lest we fool ourselves into believing that objections to the use of race in admissions only rest with a
handful of WWP’s (whiny white people), it is worth noting that one third of the plaintiffs in Community
Schools were black parents. In 1966, black parents were prevented from sending their children to certain
schools due to discrimination. Forty years later, black parents are
