HIRBET QEIYAFA, Israel - An Israeli archaeologist has discovered what he believes is the oldest known Hebrew inscription on a 3,000-year-old pottery shard - a find that suggests Biblical accounts of the ancient Israelite kingdom of David could have been based on written texts.
A teenage volunteer discovered the curved shard bearing five lines of faded characters in July in the ruins of an ancient town on a hilltop south of Jerusalem. Yossi Garfinkel, the Israeli archaeologist leading the excavations at Hirbet Qeiyafa, released his conclusions about the writing Thursday after months of study.
He said the relic is strong evidence that the ancient Israelites were literate and could chronicle events centuries before the Bible was written. This could suggest that some of the Bible's accounts were based on written records as well as oral traditions - adding credence to arguments that the Biblical account of history is more than myth.
The shard was found near the stairs and stone washtub of an excavated home. It was later discovered to bear characters known as proto-Canaanite, a precursor of the Hebrew alphabet.
The Israelites were not the only ones using the proto-Canaanite characters, and other scholars suggest it is difficult - perhaps impossible - to conclude the text is Hebrew. However, Garfinkel based his identification on a three-letter verb from the inscription meaning "to do," a word he said existed only in Hebrew.
"That leads us to believe that this is Hebrew, and that this is the oldest Hebrew inscription that has been found," he said.
Hirbet Qeiyafa sits near the modern Israeli city of Beit Shemesh in the Judean foothills, an area that was once the frontier between the hill-dwelling Israelites and their enemies, the coastal Philistines. The site overlooks the Elah Valley, said to be the scene of the slingshot showdown between David and the Philistine giant Goliath, and near the ruins of Goliath's hometown in the Philistine metropolis of Gath.
Carbon-14 analysis of burnt olive pits found in the same layer of the site as the pottery shard helped archaeologists date it to between 1,000 and 975 B.C., the same time as the Biblical golden age of King David's rule in Jerusalem.
Archaeology has turned up only scant finds from David's time in the early 10th century B.C., leading some scholars to argue the Bible's account of the period inflates the importance of him and his kingdom. Some have even suggested his kingdom may not have existed at all.
But the fortified settlement where the writing was found contains indications that a powerful Israelite kingdom existed near Jerusalem in David's time, says Garfinkel.
If his claim is borne out, it would bolster the case for the Bible's accuracy by indicating the Israelites could record events as they happened, transmitting the history that was recorded in the Old Testament several hundred years later.
Modern Zionism has traditionally seen archaeology as a way of strengthening the Jewish claim to Israel and regarded David's kingdom as the glorious ancestor of the new Jewish state. As a result, finding evidence of his rule has importance beyond its interest to scholars.
The script, which Garfinkel suggests might be part of a letter, predates the next significant Hebrew inscription by between 100 and 200 years. History's best-known Hebrew texts, the Dead Sea scrolls, were penned on parchment beginning 850 years later.
The shard is now kept in a university safe while philologists translate it, a task expected to take months. But several words have already been tentatively identified, including "judge," "slave" and "king." The inscription was shown to other scholars at a peer presentation of the findings.
Some scholars are hesitant to embrace Garfinkel's interpretation, and his findings are already being wielded in the ongoing debate over whether the Bible - written hundreds of years after many of its events are supposed to have occurred - is more fact or legend. But the find is certain, at the very least, to prove useful in understanding the development of language and ancient alphabets.
Other prominent Biblical archaeologists warned against jumping to conclusions.
Hebrew University archaeologist Amihai Mazar said the inscription is "very important," but suggested that calling the text Hebrew might be going too far.
"The differentiation between the scripts, and between the languages themselves in that period, remains unclear," he said.
If the inscription is Hebrew, it would connect the Hirbet Qeiyafa settlement to the Israelites and make the text "one of the most important texts, without a doubt, in the corpus of Hebrew inscriptions," said Aren Maier, a Bar Ilan University archaeologist.
While the site is likely to add another "building block" to the historical record, archaeologist Israel Finkelstein of Tel Aviv University said the claims about it went beyond the strict boundaries of science.
Finkelstein, who has not visited the dig but attended a presentation of the findings, warned against what he said was a "revival in the belief that what's written in the Bible is accurate like a newspaper."

Health Insurance Bill of 1883
The first bill that had success was the Health Insurance bill, which was passed in 1883. The program was considered the least important from Bismarck’s point of view, and the least politically troublesome. The program was established to provide health care for the largest segment of the German workers. The health service was established on a local basis, with the cost divided between employers and the employed. The employers contributed 1/3rd, while the workers contributed 2/3rds . The minimum payments for medical treatment and Sick Pay for up to 13 weeks were legally fixed. The individual local health bureaus were administered by a committee elected by the members of each bureau, and this move had the unintended effect of establishing a majority representation for the workers on account of their large financial contribution. This worked to the advantage of the Social Democrats who – through heavy Worker membership – achieved their first small foothold in public administration.[12]
Accident Insurance Bill of 1884
Bismarck’s government had to submit three draft bills before they could get one passed by the Reichstag in 1884. Bismarck had originally proposed that the Federal Government pay a portion of the Accident Insurance contribution. Bismarck’s motive was a demonstration of the willingness of the German government to lessen the hardship experienced by the German workers as a means of weaning them away from the various left-wing parties, most importantly the Social Democrats. The National Liberals took this program to be an expression of State Socialism, which they were dead set against. The Center party was afraid of the expansion of Federal Power at the expense of States Rights. As a result, the only way the program could be passed at all was for the entire expense to be underwritten by the Employers. To facilitate this, Bismarck arranged for the administration of this program to be placed in the hands of “Der Arbeitgeberverband in den beruflichen Korporationen”, which translates as “The organization of employers in occupational corporations”. This organization established central and bureaucratic insurance offices on the Federal, and in some cases the State level to perform the actual administration. The program kicked in to replace the health insurance program as of the 14th week. It paid for medical treatment and a Pension of up to 2/3rds of earned wages if the worker was fully disabled. This program was expanded in 1886 to include Agricultural workers.[12]
Old Age and Disability Insurance Bill of 1889
The Old Age Pension program, financed by a tax on workers, was designed to provide a pension annuity for workers who reached the age of 70 years. At the time, the life expectancy for the average Prussian was 45 years. Unlike the Accident Insurance and Health Insurance programs, this program covered Industrial, Agrarian, Artisans and Servants from the start. Also, unlike the other two programs, the principle that the Federal Government should contribute a portion of the underwriting cost, with the other two portions prorated accordingly, was accepted without question. The Disability Insurance program was intended to be used by those permanently disabled. This time, the State or Province supervised the programs directly.[12]

THE DEVELOPMENT OF SOCIAL POLICY in Germany has followed a unique historical path. During a long process of growth and social experimentation, Germany combined a vigorous and highly competitive capitalist economy with a social welfare system that, with some exceptions, has provided its citizens cradle-to-grave security. The system's benefits are so extensive that by the 1990s annual total spending by the state, employers, and private households on health care, pensions, and other aspects of what Germans call the social safety net amounted to roughly DM1 trillion (for value of the deutsche mark--see Glossary) and accounted for about one-third of the country's gross national product (GNP--see Glossary). Unlike many of the world's advanced countries, however, Germany does not provide its citizens with health care, pensions, and other social welfare benefits through a centralized state-run system. Rather, it provides these benefits via a complex network of national agencies and a large number of independent regional and local entities--some public, some quasi-public, and many private and voluntary. Many of these structures date from the nineteenth century, and some from much earlier.
The legislation that established the basis of this system dates from the 1880s and was passed by imperial Germany's parliament, the Reichstag, with the dual purpose of helping German workers meet life's vicissitudes and thereby making them less susceptible to socialism. This legislation set the main principles that have guided the development of social policy in Germany to the present day: membership in insurance programs is mandated by law; the administration of these programs is delegated to nonstate bodies with representatives of the insured and employers; entitlement to benefits is linked to past contributions rather than need; benefits and contributions are related to earnings; and financing is secured through wage taxes levied on the employer and the employee and, depending on the program, sometimes through additional state financing.
These insurance programs were developed from the bottom up. They first covered elements of the working class and then extended coverage to ever broader segments of the population and incorporated additional risks. Over time, these programs came to provide a wide net of entitlements to those individuals having a steady work history.
By international standards, the German welfare system is comprehensive and generous. However, not everyone benefits equally. Women are more at a disadvantage than any other social group. This fact stems from the bias of German social insurance programs in favor of a male breadwinner model; most women receive social and health protection by virtue of their dependent status as spouse. Hence, despite the existence of a comprehensive interlocking social net, women face inequalities in accruing benefits in their own right because of periods spent rearing children or caring for an elderly parent. Divorced women also fare poorly because of the welfare system's provisions, as do widows, whose pensions are low.
In addition to these problems or shortcomings, Germany's social welfare and health programs have had to contend with the unification of the former West Germany and East Germany in 1990. West Germany's approach to social insurance, health insurance, unemployment insurance (which did not exist in the former GDR), accident insurance, and social aid and assistance has been applied to East Germany. This fact has meant that the complex and heterogeneous organizational and financial arrangements present in the former West Germany to deliver health and social services have had to be built up in the former East Germany, in many cases entirely from scratch.
The need for this extension of social welfare programs follows logically from the former East Germany's transition to a free-market economy in which employment, health care, and social insurance benefits have always been highly contingent upon each other. In the absence of an East German democratic tradition and attitudes supportive of the new institutions and, as well, of adequate private organizational resources and skilled manpower, Germany's attempt to integrate two entirely different systems of social protection, education, and health care purely by means of law, administrative provisions, and financial resources is bound to produce problems for years to come.
In the mid-1990s, representatives of Germany's political parties, businesses, unions, and voluntary social services agencies continued to wage a vigorous debate over social policy. At issue is the role to be played by state and/or nongovernmental voluntary charitable agencies, churches, and other social service providers and how to find a politically acceptable mix of public and private institutions. Ever since the nineteenth century, especially during periods of economic and social crisis, there has been a recurrent demand to shift from insurance-based programs to a universal flat-rate and tax-financed program in order to secure a minimum income for all. However, there has never been sufficient political support for eliminating insurance-based programs. In the postwar period, business groups and the Christian Democratic Union (Christlich Demo-kratische Union--CDU), with the exception of the left wing within the CDU, tended to support the continued segmentation of the labor force into separate insurance-based programs for various occupational groups. In contrast, the labor unions and the Social Democratic Party of Germany (Sozialdemo-kratische Partei Deutschlands--SPD) tended to support unitary programs for the entire labor force.
The great costs of unification have raised the possibility of ending the steady expansion of social welfare programs that had been going on for more than a century. The current conservative governing coalition has proposed reductions in benefits to finance unification. Other factors such as the increasingly competitive global economy and structural changes in the labor market have also raised questions about the continued affordability of German social policy. As a result, the government is increasingly listening to employers who insist that their share of employee benefit payments be reduced in order that German business remain competitive in a global economy.
The integration of the two entirely different education systems that emerged after the 1945 division of the country has also raised many controversial issues. No consensus has emerged on whether Germany should adopt the unified school system found in the former East Germany or the heterogeneous three-tiered system of the former West Germany. Nor is there consensus on whether to increase the number of school years by one year for students in eastern Germany or to reduce the thirteen years of schooling in western Germany to twelve years. A greater uniformity within the country's education system is also needed because the plethora of school tracks and the diversity of curricula and qualifying examinations might indeed endanger the mobility of students and teachers within Germany and within Europe in general.

The Democrat Party's philosophy appears to me to be one of converting our country from a capitalist or consumer economy to a socialist or communist economy.
In the entire world, those countries using a communist or socialist economic system are changing as fast as possible from that system to one embodying a consumer or semi-capitalist model. Russia dropped the communist system as fast as it could. China, although still exhibiting all the trappings and communist paraphernalia, is almost a capitalist economy. Smaller countries - Poland, Ukraine, Georgia - are all in the same category. They move to capitalism as fast as they can.
The most notable holdouts are Cuba and North Korea. Looking at those situations, one can see that China supports North Korea almost entirely. Because of its atomic weaponry, North Korea's position is deemed more important than is warranted. Cuba has no weapons and since Russia stopped supporting it several years ago, it is the slum of the Caribbean.
Is this what Sen. Barack Obama and the rest of the Democrats want? Is this what the American people want?
If Obama and the Democrats succeed and make us an oversized and impoverished Cuba, who will support us? France, Germany, Italy?
Will the red, left-wing trio of Obama, Speaker of the House Nancy Pelosi and Senate Majority Leader Harry Reid be able to sustain themselves in their present persona? After all, the tailor-made suits Obama wears overshadow those worn by the communist leaders of yesteryear. Khrushchev wore what looked like re-made potato sacks. Stalin and Mao wore either military garb or similar nondescript clothing.
With capitalism out of the way, members of government will have to tone down their thievery. Lobbyists' may become extinct. The bribes used in the past will either become less or nonexistent.
The population will depend on government transportation, buses or streetcars. Private autos will be allowed only to politburo members.
Hey, this may not be such a bad idea. I remember that politicians stealing from the state were shot or hanged in Soviet Russia!

Magnetic brain therapy gets US green light

It has been touted as a possible treatment for migraine, depression, and stroke, and is even said to have roused a patient from a coma.
Now transcranial magnetic stimulation (TMS) has received its first stamp of approval as a therapy by the US Food and Drugs Administration, which says TMS can be used to treat depression in adults who don't respond to anti-depressant drugs.
TMS involves holding an electromagnetic coil over the head and using it to stimulate the underlying brain tissue.
Rapidly changing magnetic fields induce weak electric currents in brain tissue, either exciting or inhibiting brain cells, and making it easier or harder for them to communicate with one another.
Several large trials have suggested TMS can be useful in treating depression, where it is used to excite cells in the areas of the brain involved in mood regulation.
In the latest trial, submitted to the FDA by Neuronetics of Malvern, Pennsylvania, which develops TMS devices, more than half of depressed patients showed an improvement in symptoms after receiving five 40-minute TMS sessions per week for four to six weeks. Remaining doubts
"I am delighted that patients with depression have a new treatment option without the side effects of medications," says Mark George of the Medical University of South Carolina, Charleston, who pioneered the use of TMS in depression during the mid 1990s.
However, he cautions that some scientists remain sceptical about the effectiveness of TMS, because participants in clinical trials can usually tell if they are getting a sham treatment or not.
George is currently conducting a trial which may solve the issue, as the sham treatment feels more similar to the real thing. "We will have what I hope will be the definitive statement about whether TMS really works," he says. The results are expected next year.
Others welcomed the FDA approval, but added that further studies were needed to establish the optimum dose, and which patients are most likely to benefit.
"Only some patients respond to TMS for depression, so part of the process for optimising it is to find ways of screening patients," says Vincent Walsh of University College London.
The FDA's approval may also open the floodgates for medical devices companies hoping to get TMS approved in other countries. "It is a very significant step forward," says Andrew Thomas of UK-based TMS company Magstim. Related Articles

Taliban rebuffs Karzai's negotiation offer President Hamid Karzai offered to meet with the Taliban leader and give militants a government position, but a spokesman for the militant group on Sunday said it will “never” negotiate with Afghan authorities until U.S. and NATO forces leave the country.Karzai made the offer only hours after a suicide bomber in army disguise attacked a military bus Saturday, killing 30 people — nearly all of them Afghan soldiers.
At the same time the Constitution of the Taliban Afghanistan has been released.
“Every Afghan has the right to express his feelings (no ideas, ehhh? only "feelings") through his views, writings or through other means in accordance with the law,” but also warns violators of Islamic thought “will be punished according to Sharia.”
And of course, if you are against Sharia, ... ehhh you know, "Obey Sharia or else".

Islamic Thought Contagion A FEW WEEKS AGO I searched Google to see if someone had written about Islam as a meme (if you don't know what a meme is, click here). I found several articles, but none were what I was looking for. Then I came across an excerpt from the book, Thought Contagion: When Ideas ACT Like Viruses. It was exactly what I was looking for. And I already owned the book and had even read it! But when I read it, the World Trade Center was still standing and the information was only mildly interesting. Things have changed, and I was reading it like it was the first time.
The author, Aaron Lynch, looked at several institutions in his book — families, politics, and religion — and in the religion section, he looked at most of the major religions. Including Islam.
What can memetics (study of memes) tell us about Islam and the trouble in the Middle East?
Memetically, Islam is a very successful memeplex (group of memes). Several embedded memes help make it so. For example:
If Muslims drift away from Mohammed's teachings, God will end the world. That makes converting others and promoting Islam a matter of survival. It also motivates Muslims, as Lynch points out, "to dissuade each other from losing faith."
It is a requirement of Islamic faith to make a public prayer five times a day. The unusual posture attracts attention, and the prayers can be heard by nearby people. This helps the religion spread. And the fact that the Muslim is repeating his prayers five times a day makes it very easy for him to stay focused on his religion. It would be almost impossible for him to forget his beliefs.
Islam different from other religions in at least one important way: It began at a time and in a place where no empire constrained its spread. In other words, if you start a religion within the Roman Empire, you're going to have certain limitations. The Romans would see any new religion — especially a militant or political religion — as a threat to its power and would make sure you stayed peaceful. A religion that preached tolerance and goodwill toward others might survive, but a violent or militant or political new religion would be quashed immediately.
But Islam had no such restriction when it began, so it could incorporate "conversion by warfare" into its memeplex, and it did. As Lynch wrote, "The faith provides for a jihad or holy war, which historically led to Islamic rule over whole societies." Once a country has been attained by war, pagans were given the choice: convert to Islam or die. If any members of the newly acquired country were Christian or Jewish, they were required to pay special taxes and become a second-class citizen, unless they wanted to convert.
This information answers a question I've had for a long time. Why are there "Muslim" countries? Do you see Buddhist countries? Hindu countries? Christian countries?
I know there are countries where these religions are in the majority, but has the religion taken over the government? No. But the way Islam was created, taking over the government is what the faithful will do. Not the extremist. Not the crazy ones. The faithful Muslims, if they follow the teachings of Mohammad, will take over the government, establish the religion as the national religion, and rule using Islamic law. These memes make Islam unique among religions, and obviously causes problems for non-Muslims.

According to the Koran, if you die while fighting for Islam, you are guaranteed eternal paradise. This meme not only encourages bravery in battle, but it encourages continual warfare against non-Muslim nations. You cannot die fighting for Islam if there is no fighting going on.
This answers another question I've had for a long time: Why can't the people in the Middle East just work out their differences and get on with their lives? My question assumes warfare is not desirable. I'm assuming war is a temporary break in an otherwise progressive, peaceful, productive life. But that is an assumption not shared by the writer of the Koran.
So continual warfare is part of the teachings of Islam.
And another meme has been added to reduce the costs of war. When men die, the ratio of women to men changes, of course, leaving widows childless or unable to take care of the children they already have. But the Koran says each man can marry up to four wives and encourages them to marry widows.
This makes the men more at ease with going to war (knowing their families will not be destitute), and makes sure warfare doesn't reduce the numbers in the next generation of warriors. In fact, even with lots of warfare and death, the numbers in the next generation can actually increase.
This is all very interesting in a detached, academic sort of way, but as you can easily surmise, this has profound implications.
How then, should the rest of the world interact with Muslim countries? The religion has slowly spread and taken over countries. Should they be stopped? How can you stop such a thing?

Al Sudairi Clan
Since Fahd's ascent to the throne in 1982, the most influential clan of the Al Faisal branch of the Al Saud family has been the Al Sudairi [Sudeiri], known by the patronymic of Fahd's mother [Hussa bint Ahmad Al Sudairi, known later as Umm Fahd]. Among the sons of Ibn Saud, the so-called Sudairi Seven (King Fahd along with princes Sultan, Abdel-Rahman, Nayef, Turki, Salman and Ahmed, who are full brothers) hold positions of significance, although neither Prince Abdel-Rahman nor Prince Turki hold formal office. Fahd had seven full brothers, including Minister of Defense Sultan, who was second in the line of succession, Minister of Interior Nayif, and Governor of Riyadh Salman. Sultan and Salman were considered to be Fahd's closest political advisers. In 1983 Fahd appointed one of Sultan's sons, Bandar, to be the Saudi ambassador to the United States. Another of Sultan's sons, Khalid, was the de facto commander of Saudi armed forces during the Persian Gulf War. At least once a week, the king and his full brothers met for a family dinner at which they shared perspectives about national and international politics. In addition to his full brothers, seven of Fahd's half brothers were sons of other Al Sudairi women whom his father had married. As the sons of Fahd and his brothers matured and assumed government responsibilities during the 1980s, some Saudis began to refer to the clan as Al Fahd instead of Al Sudairi.
Prince Sultan bin Abdul Aziz
Prince Sultan bin Abdul Aziz is Second Deputy Prime Minister and Minister of Defense and Aviation and Inspector General. Prince Sultan was born in Riyadh in 1928, and received his early education in religion, modern culture and diplomacy along with his brothers at the royal court. Prince Sultan was appointed Governor of Riyadh in 1947. Much of his time, however, was taken up in assisting his father in the setting up of a national administrative system based on justice and the implementation of Islamic Shari'ah law.
HRH Prince Sultan became Minister of Agriculture in 1953 and Minister of Communications in 1955. In 1982, on the accession of King Fahd, Prince Sultan was named Second Deputy Prime Minister. Prince Sultan began public service when he was appointed Governor of Riyadh in 1947. In 1953, when the Council of Ministers was formed, he became Minister of Agriculture. In 1955, he was appointed Minister of Communications in which position he made a major contribution to the development of the Kingdom's road and telecommunications networks. At that time, he also oversaw the construction of the Kingdom's rail link between Dammam and Riyadh.
In 1963, Prince Sultan was appointed Minister of Defense and Aviation, an appointment he still holds. In this role, Prince Sultan has presided over the development of Saudi Arabia's army, navy and airforce, providing the Kingdom with a modern, well-equipped and well-trained defense capability, based on a network of military cities across the Kingdom. Prince Sultan is also Chairman of the Board of Saudi Arabian Airlines, the Kingdom's national airline. In addition, Prince Sultan is Chairman of the Higher Council for Islamic Affairs, a recently-formed organization dedicated to the service of Muslims and Muslim minorities throughout the world.
One of Prince Sultan's sons, Bandar, holds the internationally prominent post of ambassador to the US, while another, Khalid, has been deputy defence minister since January 2002.
Prince Sultan denied the United States use of Saudi bases to stage military strikes on Afghanistan after the September 11 attacks, stating that his government “will not accept in [Saudi Arabia] even a single soldier who will attack Muslims or Arabs.” Years before, on the same way, Saudi Minister of Defense Prince Sultan stated his country would not permit allied aircraft to launch preventive or major retaliatory strikes against Iraq from bases in Saudi Arabia.
In November 2003 a U.S. District Court Judge has dismissed a lawsuit that was brought against certain members of the Saudi government. Judge Robertson said: "Plaintiff’s allegations that Prince Sultan or Prince Turki funded those who carried out the September 11th attacks would stretch the causation requirement … not only to the farthest reaches of the common law but perhaps beyond, to terra incognita.”
Prince Nayef bin Abdulaziz Al-Saud
Prince Nayef bin Abdulaziz Al-Saud, born in 1934, had an education that included studies in religion, diplomacy and security affairs. Positions held include: Governor of Riyadh, 1953-54; Deputy Minister of the Interior; Minister of State for Internal Affairs, 1970; President, Supreme Council for Information; Minister of the Interior since 1975. The Ministry of the Interior oversees public security, coast guards, civil defense, fire stations, border police, special security and investigative functions, including criminal investigation. Recent successes for Prince Nayef have included placing Mubathath (Interior Ministry) employees in all overseas embassies.
In December 1994 Prince Nayef directed the crackdown on fundamentalists and ordered hundreds of arrests. In doing so he had the active support of Prince Turki bin Faycal, head of the intelligence services.
Prince Nayef is the supervisor general of the Saudi Committee for the Al Quds Intifada, which helps the families of suicide bombers. A Saudi government press release from January 2001 notes that the "Saudi Committee for Support of the Al-Quds Intifada", headed and administered by Prince Nayef bin Abdulaziz, the kingdom's interior minister, had distributed $33 million to "deserving Palestinians"including "the families of 2,281 prisoners and 358 martyrs." Other releases from subsequent months detailed further payments to Palestinian "martyrs" totaling tens of millions of dollars. In July 2001 Prince Nayif Bin-Abd-al-Aziz, the minister of interior and the general supervisor of the Saudi committee for supporting Al-Quds intifadah (uprising) directed the committee to disburse an amount of SR5.57m [Saudi riyals] to help the needy people in Palestine. The financial assistance will be disbursed to 28 families of the martyrs, 248 injured people, 232 families whose houses were demolished by the Israeli occupying forces and 29 Palestinian charitable societies in charge of distributing food baskets to the needy people. The executive committee for supporting Al-Quds intifadah has started disbursing the money directly to the needy people in Palestine.
A decision to begin issuing women with identity cards was taken for the first time in November 2001. The Directorate of Civil Status issued the first identity cards to women on 3 November, thus making it much easier for women to carry out transactions - financial, legal and social - and is therefore considered a highly significant move. Previously Saudi women were registered on their husband's or father's identity cards. The move has the backing of Saudi Arabia's Interior Minister, Prince Nayef bin Abdulaziz Al-Saud, who had made a series of supportive comments. On March 16, 2002, fourteen girls wre killed and over 50 were injured due to a fire in a girls school in Mecca. The Religious Police ( Mutaween) did not allow the Fire Department to save the girls in the pretext that girls should be covered up and that Men can not enter a girls school. Prince Nayef, Minister of Interior, promised stiff action against these Mutaween.

Prince Turki bin Abdulaziz Al-Saud should not be confused with Prince Turki Al-Faisal bin Abd Al-Aziz Al Saud, who was head of the Department of General Intelligence between 1977 and 2001. Prince Turki Al-Faisal is a son of former Saudi King Faisal, who was assassinated in 1975.
Prince Salman Bin Abdul Aziz Al-Saud
Prince Salman bin Abdel Aziz, governor of Riyadh, arbitrates disputes among the 7,000 members of the royal family. Although he is the 16th eldest, and his brother Prince Sultan would be considered before him, succession is determined by family consensus, and Salman is probably on the short list. Many Saudi businessmen say their choice to succeed Abdullah would be Prince Salman, whose hard-working habits are legendary. Although western diplomats consider him a voice of reason, he was sued by the families of the victims of Sept. 11, who accused hime of supporting charities linked to terrorism. Salman is traditionally more favorable to an agreement with Wahhabit fundamentalists. Prince Salman maintained ties with their leaders, particularly those in the regions of Burayda and Durraya where he travels often. During the war in Afghanistan, he organized transportation for moudjahidines from different Arab countries to Pakistan to help back the most fundamentalist Afghan movements. During the mid-1990s his major opponent was the Minister of Interior, Prince Nayef who is also a Sudeiri.
Prince Ahmed bin Abdulaziz Al-Saud
Prince Ahmed bin Abdulaziz serves as Deputy Minister of Interior. The head of Saudi Arabian intelligence, prince Turki al Faisal, and the country's deputy interior minister, prince Ahmed Bin Abdulaziz, travelled to Islamabad on 10-12 July 1996 for talks with Pakistan's interior minister, Nasrallah Babr, as well as the chiefs of military intelligence. Prince Ahmed bin Abdulaziz Al-Saud should not be confused with Prince Ahmed bin Salman bin Abdulaziz [the first Arab owner to win the Kentucky Derby].
