Wind power cheaper than nuclear, says EU climate chief


The Helix Wind Savonious 2.0 is a 2kW rated turbine that can be tower-mounted between 14 and 35 feet or roof mounted just 2 feet above roof line. The rotor measures 6ft by 4ft (1.8m by 1.2m) and utilizes long helical blade scoops to maximize energy performance in turbulent, gusty or multi-directional wind conditions.

The capabilities of the rotor to spin in any wind make it ideal for urban settings. The combination of lower height and quieter action make Helix’s turbine more neighbor and zoning commission friendly. As far as noise, the Helix Savonious 2.0 operates at less than 5 decibels above background noise.

And there’s good news for the bird lover in all of us – the Helix is safer for wildlife. The rotor spins at much slower speeds than horizontal turbines and both birds and bats recognize the rotor as a solid object. Bird-blade collisions are mostly a concern in “big” wind but the fact that the Helix rotor doesn’t fatally confuse our feathered friends is a big plus.

At present, the Helix Savonious 2.0 is undergoing evaluation for UL and cUL listings to make it eligible for rebates under all state Renewable Energy Programs. The base price for the Helix Savonious 2.0 is $6,500 before tower and installation. A low wind version starts at $8,500 and a larger 5kW model starts at $16,500

UK government unveils plans to slash solar feed-in tariffs

The government has unveiled plans to slash by almost 75% financial incentives for larger solar power schemes on the grounds the feed-in tariff (Fit) was in danger of being hijacked by City speculators.

The move is expected to deal a death blow to low-carbon projects such as a plan put forward this week by Toyota and British Gas to provide low-carbon electricity for the Burnaston car plant near Derby.

Subsidies for 5 megawatt schemes such as Toyota's will be cut from 30.7p per kilowatt (kW) hour to as little as 8.5p – although schemes of up to 50kW for the average domestic homeowner will remain the same.

Greg Barker, the climate change minister, said the proposals out for consultation aimed at rebalancing a subsidy scheme introduced last April in an effort to prevent larger scale solar projects "soaking up" all the cash.

"The Fits scheme was never designed to be a profit generator for big business and financiers. Britain's solar industry is a vital part of our renewables future and our growing green economy. The new tariff rates we're putting forward today for consultation will provide a level of support for all solar PV and ensure a sustained growth path for industry," he said.

The Renewable Energy Association described the cutbacks as "appalling" and said every scheme over 50kW was likely "dead".

Gaynor Hartnell, chief executive of the Renewable Energy Association added: "Larger PV (solar) projects are cheaper and have a major role in driving down costs. We don't want boom and bust in this sector, either, but pulling the rug out from under the feet of those that have ventured into this market was precisely the wrong response. The UK will return to the solar slow-lane. It's as good as a retrospective change and that does untold damage to investor confidence. It's not acceptable and we will fight it."

Howard Johns, chairman of the Solar Trade Association, said: "The solar industry is one of the genuine good news stories in the UK today, providing both jobs, a new green industry and importantly some hope. Crushing it at this time is a serious strategic mistake but inevitable when it appears to be Treasury, not the Department of Energy and Climate Change, dictating energy policy."

The feed-in tariff is paid for through a levy on customer bills rather than by government coffers. The government partly justifies its decision on the basis that solar equipment prices have fallen.

Sweden's carbon-tax solution to climate change puts it top
of the green list
Buses and lorries running on dead
cows and a train station using commuters' body warmth to heat an office block are two innovative solutions to lowering carbon emissions that have put Sweden top of an environmental league table.

If there's a paradise for environmentalists, this Nordic nation of 9.2 million people must be it. In 2007 Sweden topped the list of countries that did the most to save the planet - for the second year running - according to German environmental group,
Germanwatch. Between 1990 and 2006 Sweden cut its carbon emissions by 9%, largely exceeding the target set by the Kyoto Protocol, while enjoying economic growth of 44% in fixed prices.

Under Kyoto, Sweden was even told it could increase its emissions by 4% given the progress it had already made. But "this was not considered ambitious enough," explains Emma Lindberg, a climate change expert at the Swedish Society for Nature Conservation.

"So parliament decided to cut emissions by another 4% [below 1990 levels]. The mindset was 'we need to do what's good for the environment because it's good for Sweden and its economy'."

The main reason for this success, say experts, is the introduction of a carbon tax in 1991. Swedes today pay an extra 2.34 kronor (20p) per litre when they fill the tank (although many key industries receive tax relief or are exempted). "Our carbon emissions would have been 20% higher without the carbon tax," says the Swedish environment minister, Andreas Carlgren.

"It was the one major reason that steered society towards climate-friendly solutions," reckons Lindberg. "It made polluting more expensive and focused people on finding energy-efficient solutions."

"It increased the use of bioenergy," concurs Professor Thomas B Johansson from the University of Lund, a former director of energy and climate at the UN Development Programme. "It had a major impact in particular on heating. Every city in Sweden uses district heating [where steam and hot water are piped to a building in a particular area]. Before, coal or oil were used for district heating. Now biomass is used, usually waste from forests and forest industries."

Another reason is that, paradoxically, energy consumption remained relatively stable at a time of high economic growth. "Non-energy-intensive industries, such as the service sector, grew more in Sweden, compared to energy-intensive industries, such as paper mills," states Johansson.

Sweden also became conscious of its dependency on fossil fuels early on, after the oil shocks of the 70s. "The country switched in the 80s to direct electric heating and in recent years increasingly uses heat pumps, which uses two-thirds less electricity to heat. People were also helped with subsidies to substitute," says Johansson.

And Swedes were perhaps environmentally aware at an earlier time than most. "The general public concern in terms of climate change really arose in the mid-80s. The authorities were very active in the creation of the Intergovernmental Panel on Climate Change in 1988," reckons Johansson.

"There was a real wish to turn Sweden into a leading environmental country," agrees Lindberg. "And Swedes are proud that their country is leading on environmental issues."

Today, environmental measures are common throughout the country. Take Linköping, Sweden's fifth biggest city, which is running its fleet of buses and rubbish lorries, a train line and some private taxis on biogas, from methane produced from the entrails of slaughtered cows.

Similarly, Stockholm's central station is planning to harness the body warmth of 250,000 daily commuters to produce heating for a nearby office block. The body heat would warm up water that would in turn be pumped through pipes over to a new office block. And King Carl Gustaf XVI last month had all the lights at royal castles turned off for an hour to back an energy efficiency campaign.

But not all is fine and dandy. Swedes are in love with their gas-guzzling estate cars, and are among the worst vehicle polluters in the EU. Environmentalists are also concerned that the authorities' green enthusiasm is waning. "[Swedish PM] Fredrik Reinfeldt is pushing within the EU for more emphasis on flexibility, ie that a larger proportion of carbon cuts should be done outside of the EU than inside," says Lindberg which, she argues will not help the EU decrease its emissions enough to meet the target of limiting the Earth's temperature to less than two degrees Celsius.

The environment minister dismisses the claim, arguing that flexibility is the most-efficient way to reduce emissions at the European level and that it will help technology transfers to developing countries.

More broadly, is there anything Britain could learn from Sweden? "Homes have virtually no insulation in Britain. You could do a lot just by doing more of that," says Johansson. "When a building is renovated in Sweden, it can be properly insulated and renovated, cutting energy consumption by at least half."

"Impose a carbon tax," suggests Lindberg. "You would make it more attractive financially to go for green solutions than for carbon options."
"A carbon tax is the most cost-effective way to make carbon cuts and it does not prevent strong economic growth," adds Carlgren.

Cutting carbon emissions Swedish-style

• Swedes get a 10,000 kronor (£860) rebate when they buy a green car, ie a car that consumes less petrol, or runs on biofuels or natural gas.

• Stockholm introduced congestion charging last year. Cars going into or out of the inner city zone pay 10, 15 or 20 kronor, depending on the time of the day (the busier it gets, the more you pay).

• The government hiked the carbon tax by 2.6% in January to 2.34 kronor per litre.

• A climate change bill will be presented in September, which could include measures to promote freight transport by rail at home and a possible increase to the green car rebate. "We will be focusing on the transport sector," says the Swedish environment minister, Andreas Carlgren. In Sweden, most oil and gas is used for transport.

• Sweden gets all its electricity either from hydroelectric power or nuclear plants.

• The Swedish government concluded last week a 1bn kronor (£84m) contract with China to develop wind power there.

i-Cool Solar: Trucks to get solar-powered air conditioning system in 2012

ICL Co Ltd, Mitsubishi Chemical Corp and Nippon Fruehauf Co joined forces to develop a system that provides air conditioning for trucks using solar energy. After the “i-Cool,” ICL is now gearing up to release the “i-Cool Solar”, an idling-stop air conditioning system. The i-Cool Solar is made by using Nippon Fruehauf’s mount to install Mitsubishi Chemical’s PV cell modules on the container of the truck, which are then combined with the i-Cool.

The i-Cool Solar traps solar energy, stores it in a battery while the truck is moving, and uses this green energy when the truck’s engine is not operational. It is capable of saving nearly 1.8L of light oil per hour when the truck is not moving and reduce fuel consumption by about 1% when the truck is moving, meaning the air conditioning system can save about 1,500L of light oil annually. The air conditioning system increases the life of the battery by reducing the overdischarge of the storage battery. The company plans to conduct system’s field tests as soon as possible, so that it can be commercialized by spring 2012.

    I've heard that solar water heating is very efficient, almost all the radiation of the sun on the panel is turned into heat.

    Also heard Stirling cycle generators (where heat flow from hot to cold is turned into mechanical motion and hence into electricity) are also quite efficient. Though by no means as efficient as solar water heaters.

    So what happens if you put the two together to produce electricity? You could use the stored hot water in the night too. It must be quite low-cost, certainly the solar panels and water tanks are mass-produced already, the cost is in the Stirling engine.

    Anyone thought about this?

    New LED Light Bulbs Can Replace 100W Incandescents

    I recently had the chance to test two state-of-the-art LED light bulbs from EarthLED. LED bulbs have many advantages over incandescents and compact fluorescent: they use very little power, they last 10 years or more, and they contain no hazardous substances. They are also tough: they can be dropped and turned off and on repeated without damage, they can operate in very cold or warm temperatures.

    LED bulbs can also save you money in the long term, because an incandescent bulb requires about $300 worth of electricity over ten years of use. The LED bulbs cost $40 (for the 60 watt equivalent Zetalux) and $50 (for the 100 watt equivalent Evolux), and their cost to run over ten years is about $38.

    The Zetalux

    The first EarthLED bulb I tested was the ZetaLux LED (pictured above). This bulb produces a pleasing warm white light.

    Until recently, LED bulbs were only capable of producing a stark, cool white light, so I was happy about the color temperature of this bulb (it’s rated at 3000K).
    The bulb didn’t need to warm up like a compact fluorescent, and there was no flickering at all.

    The Zetalux uses a CREE LED engine and features a high CRI or Color Rendering Index (75 for cool white and 80 for warm white). The bulb is rated at 7 watts. However, when I tested it with a Kill-A-Watt meter it was drawing only 5 watts.

    The warm white version of the Zetalux produces 350 lumens, and the cool white produces 450 lumens. Comparing LED bulbs and other bulb solely on lumens is tricky because LED bulbs tend to make better use of their lumens in recessed fixtures (see this page for more details). EarthLED says the bulbs are equivalent
     to a 50-60 watt incandescent bulb.

    The Zetalux currently sells for $40. The bulb costs about $2 per year to run, assuming it’s left on 8 hours a day and the cost of electricity is $.10 per KWh.

    The second bulb I tested was a cool white Evolux. This 13 watt bulb produces 1075 lumens, and according to EarthLED is equivalent to a 100 watt incandescent. This bulb is definitely bright — it illuminates my garage quite well.

    EarthLED says the Zetalux and Evolux will become the first FCC and Underwriter’s Laboratory (UL) listed LED light bulbs on the market at the end of 2008. Both
    bulbs are RoHS compliant.

    EarthLED will be releasing a dimmable version of the ZetaLux, and a new version of the Evolux in early 2009.

    We just featured the
    largest wind turbine in the world, now here’s something at the opposite end of the spectrum: a household wind turbine. In the last few years, we’ve seen a lot of mini-wind turbines that haven’t turned out to be very useful. But the Windspire turbine from Mariah Power sounds interesting. The Windspire has a propeller-free vertical-axis design, and is expected to produce about 1800 kilowatt hours per year in 11 mph average wind conditions. That amount of wind power is roughly 25% of a typical household’s energy (or much more if you are particularly energy efficient).

    The Windspire is 30 feet tall with a two foot radius, sized below typical residential zoning restrictions. Guidelines for installation sites are generally half an acre of land and relatively windy locations. The Winspire has just passed the ETL safety certification, which means it’s ready to go to market. It is expected to be released this spring, and priced at $3,995.

    Windspire features a fully integrated, plug ‘n produce design, including a high efficiency generator, integrated inverter, and wireless performance monitor. The integrated design allows for simple installation (estimated to cost around $1,000). It incorporates a slow speed giromill rotor for virtually silent operation and improved safety and durability. It connects to the household power supply, offsetting electricity use and at times running the electricity meter backwards.
