TOO BAD ITS A HOAX
A friend sent this along to me. I can't think of a reason to disagree. I am sending this to virtually everybody on my e-mail list and that includes conservatives, liberals, and everybody in between. Even though we disagree on a number of issues, I count all of you as friends. My friend and neighbor wants to promote a "Congressional Reform Act of 2010." It would contain eight provisions, all of which would probably be strongly endorsed by those who drafted the Constitution and the Bill of Rights.
I know many of you will say "this is impossible." Let me remind you, Congress has the lowest approval rating of any entity in Government. Now is the time when Americans will join together to reform Congress - the entity that represents us. We need to get a Senator to introduce this bill in the US Senate and a Representative to introduce a similar bill in the US House.
These people will become American heroes.

1. Term Limits.

4. Congress can purchase their own retirement plan, just as all Americans do.
5. Congress will no longer vote themselves a pay raise. Congressional pay will rise by the lower of CPI or 3%.
6. Congress loses their current health care system and participates in the same health care system as the American people.
7. Congress must equally abide by all laws they impose on the American people.

The American people did not make this contract with Congressmen. Congressmen made all these contracts for themselves. Serving in Congress is an honor, not a career.

Though the U.S. State Dept. has labeled Iran the "premier state sponsor of international terrorism," it is in good company along with Cuba, Iraq, Libya, North Korea, Sudan and Syria. In 1997 when Hussein turned 60, he reportedly became obsessed with his own mortality ordering scientists to make a Saddam clone.
8 Thankfully this feat is a little more difficult than cloning sheep, cattle or pigs. We are edging ever closer this year to Saddam's dream of the Frankenstein technology by probing public psyches on cloning human embryos. Saddam had better hustle along his cloning process as reports surfaced three weeks ago that he has advanced lymphatic cancer. Stan and I are having a hard time mustering much sympathy. Suddam Hussein is more than capable of fighting dirty. His own countrymen know that fact best.

High on the Bush administration's list of justifications for war against Iraq are President Saddam Hussein's use of chemical weapons, nuclear and biological programs, and his contacts with international terrorists. What U.S. officials rarely acknowledge is that these offenses date back to a period when Hussein was seen in Washington as a valued ally.
Among the people instrumental in tilting U.S. policy toward Baghdad during the 1980-88 Iran-Iraq war was Donald H. Rumsfeld, now defense secretary, whose December 1983 meeting with Hussein as a special presidential envoy paved the way for normalization of U.S.-Iraqi relations. Declassified documents show that Rumsfeld traveled to Baghdad at a time when Iraq was using chemical weapons on an "almost daily" basis in defiance of international conventions.
The story of U.S. involvement with Saddam Hussein in the years before his 1990 attack on Kuwait -- which included large-scale intelligence sharing, supply of cluster bombs through a Chilean front company, and facilitating Iraq's acquisition of chemical and biological precursors -- is a topical example of the underside of U.S. foreign policy. It is a world in which deals can be struck with dictators, human rights violations sometimes overlooked, and accommodations made with arms proliferators, all on the principle that the "enemy of my enemy is my friend."
Throughout the 1980s, Hussein's Iraq was the sworn enemy of Iran, then still in the throes of an Islamic revolution. U.S. officials saw Baghdad as a bulwark against militant Shiite extremism and the fall of pro-American states such as Kuwait, Saudi Arabia, and even Jordan -- a Middle East version of the "domino theory" in Southeast Asia. That was enough to turn Hussein into a strategic partner and for U.S. diplomats in Baghdad to routinely refer to Iraqi forces as "the good guys," in contrast to the Iranians, who were depicted as "the bad guys."
A review of thousands of declassified government documents and interviews with former policymakers shows that U.S. intelligence and logistical support played a crucial role in shoring up Iraqi defenses against the "human wave" attacks by suicidal Iranian troops. The administrations of Ronald Reagan and George H.W. Bush authorized the sale to Iraq of numerous items that had both military and civilian applications, including poisonous chemicals and deadly biological viruses, such as anthrax and bubonic plague.
Opinions differ among Middle East experts and former government officials about the pre-Iraqi tilt, and whether Washington could have done more to stop the flow to Baghdad of technology for building weapons of mass destruction.
"It was a horrible mistake then, but we have got it right now," says Kenneth M. Pollack, a former CIA military analyst and author of "The Threatening Storm," which makes the case for war with Iraq. "My fellow [CIA] analysts and I were warning at the time that Hussein was a very nasty character. We were constantly fighting the State Department."
"Fundamentally, the policy was justified," argues David Newton, a former U.S. ambassador to Baghdad, who runs an anti-Hussein radio station in Prague. "We were concerned that Iraq should not lose the war with Iran, because that would have threatened Saudi Arabia and the Gulf. Our long-term hope was that Hussein's government would become less repressive and more responsible."
What makes present-day Hussein different from the Hussein of the 1980s, say Middle East experts, is the mellowing of the Iranian revolution and the August 1990 invasion of Kuwait that transformed the Iraqi dictator, almost overnight, from awkward ally into mortal enemy. In addition, the United States itself has changed. As a result of the Sept. 11, 2001, terrorist attacks on New York and Washington, U.S. policymakers take a much more alarmist view of the threat posed by the proliferation of weapons of mass destruction.
U.S. Shifts in Iran-Iraq War
When the Iran-Iraq war began in September 1980, with an Iraqi attack across the Shatt al Arab waterway that leads to the Persian Gulf, the United States was a bystander. The United States did not have diplomatic relations with either Baghdad or Tehran. U.S. officials had almost as little sympathy for Hussein's dictatorial brand of Arab nationalism as for the Islamic fundamentalism espoused by Iran's Ayatollah Ruhollah Khomeini. As long as the two countries fought their way to a stalemate, nobody in Washington was disposed to intervene.
By the summer of 1982, however, the strategic picture had changed dramatically. After its initial gains, Iraq was on the defensive, and Iranian troops had advanced to within a few miles of Basra, Iraq's second largest city. U.S. intelligence information suggested the Iranians might achieve a breakthrough on the Basra front, destabilizing Kuwait, the Gulf states, and even Saudi Arabia, thereby threatening U.S. oil supplies.
"You have to understand the geostrategic context, which was very different from where we are now," said Howard Teicher, a former National Security Council official, who worked on Iraqi policy during the Reagan administration. "Realpolitik dictated that we act to prevent the situation from getting worse."
To prevent an Iraqi collapse, the Reagan administration supplied battlefield intelligence on Iranian troop buildups to the Iraqis, sometimes through third parties such as Saudi Arabia. The U.S. tilt toward Iraq was enshrined in National Security Decision Directive 114 of Nov. 26, 1983, one of the few important Reagan era foreign policy decisions that still remains classified. According to former U.S. officials, the directive stated that the United States would do "whatever was necessary and legal" to prevent Iraq from losing the war with Iran.
The presidential directive was issued amid a flurry of reports that Iraqi forces were using chemical weapons in their attempts to hold back the Iranians. In principle, Washington was strongly opposed to chemical warfare, a practice outlawed by the 1925 Geneva Protocol. In practice, U.S. condemnation of Iraqi use of chemical weapons ranked relatively low on the scale of administration priorities, particularly compared with the all-important goal of preventing an Iranian victory.
Thus, on Nov. 1, 1983, a senior State Department official, Jonathan T. Howe, told Secretary of State George P. Shultz that intelligence reports showed that Iraqi troops were resorting to "almost daily use of CW" against the Iranians. But the Reagan administration had already committed itself to a large-scale diplomatic and political overture to Baghdad, culminating in several visits by the president's recently appointed special envoy to the Middle East, Donald H. Rumsfeld.
Secret talking points prepared for the first Rumsfeld visit to Baghdad enshrined some of the language from NSDD 114, including the statement that the United States would regard "any major reversal of Iraq's fortunes as a strategic defeat for the West." When Rumsfeld finally met with Hussein on Dec. 20, he told the Iraqi leader that Washington was ready for a resumption of full diplomatic relations, according to a State Department report of the conversation. Iraqi leaders later described themselves as "extremely pleased" with the Rumsfeld visit, which had "elevated U.S.-Iraqi relations to a new level."
In a September interview with CNN, Rumsfeld said he "cautioned" Hussein about the use of chemical weapons, a claim at odds with declassified State Department notes of his 90-minute meeting with the Iraqi leader. A Pentagon spokesman, Brian Whitman, now says that Rumsfeld raised the issue not with Hussein, but with Iraqi foreign minister Tariq Aziz. The State Department notes show that he mentioned it largely in passing as one of several matters that "inhibited" U.S. efforts to assist Iraq.
Rumsfeld has also said he had "nothing to do" with helping Iraq in its war against Iran. Although former U.S. officials agree that Rumsfeld was not one of the architects of the Reagan administration's tilt toward Iraq -- he was a private citizen when he was appointed Middle East envoy -- the documents show that his visits to Baghdad led to closer U.S.-Iraqi cooperation on a wide variety of fronts. Washington was willing to resume diplomatic relations immediately, but Hussein insisted on delaying such a step until the following year.
As part of its opening to Baghdad, the Reagan administration removed Iraq from the State Department terrorism list in February 1982, despite heated objections from Congress. Without such a move, Teicher says, it would have been "impossible to take even the modest steps we were contemplating" to channel assistance to Baghdad. Iraq -- along with Syria, Libya and South Yemen -- was one of four original countries on the list, which was first drawn up in 1979.
Some former U.S. officials say that removing Iraq from the terrorism list provided an incentive to Hussein to expel the Palestinian guerrilla leader Abu Nidal from Baghdad in 1983. On the other hand, Iraq continued to play host to alleged terrorists throughout the '80s. The most notable was Abu Abbas, leader of the Palestine Liberation Front, who found refuge in Baghdad after being expelled from Tunis for masterminding the 1985 hijacking of the cruise ship Achille Lauro, which resulted in the killing of an elderly American tourist.
Iraq Lobbies for Arms
While Rumsfeld was talking to Hussein and Aziz in Baghdad, Iraqi diplomats and weapons merchants were fanning out across Western capitals for a diplomatic charm offensive-cum-arms buying spree. In Washington, the key figure was the Iraqi chargé d'affaires, Nizar Hamdoon, a fluent English speaker who impressed Reagan administration officials as one of the most skillful lobbyists in town.
"He arrived with a blue shirt and a white tie, straight out of the mafia," recalled Geoffrey Kemp, a Middle East specialist in the Reagan White House. "Within six months, he was hosting suave dinner parties at his residence, which he parlayed into a formidable lobbying effort. He was particularly effective with the American Jewish community."
One of Hamdoon's favorite props, says Kemp, was a green Islamic scarf allegedly found on the body of an Iranian soldier. The scarf was decorated with a map of the Middle East showing a series of arrows pointing toward Jerusalem. Hamdoon used to "parade the scarf" to conferences and congressional hearings as proof that an Iranian victory over Iraq would result in "Israel becoming a victim along with the Arabs."
According to a sworn court affidavit prepared by Teicher in 1995, the United States "actively supported the Iraqi war effort by supplying the Iraqis with billions of dollars of credits, by providing military intelligence and advice to the Iraqis, and by closely monitoring third country arms sales to Iraq to make sure Iraq had the military weaponry required." Teicher said in the affidavit that former CIA director William Casey used a Chilean company, Cardoen, to supply Iraq with cluster bombs that could be used to disrupt the Iranian human wave attacks. Teicher refuses to discuss the affidavit.
At the same time the Reagan administration was facilitating the supply of weapons and military components to Baghdad, it was attempting to cut off supplies to Iran under "Operation Staunch." Those efforts were largely successful, despite the glaring anomaly of the 1986 Iran-contra scandal when the White House publicly admitted trading arms for hostages, in violation of the policy that the United States was trying to impose on the rest of the world.
Although U.S. arms manufacturers were not as deeply involved as German or British companies in selling weaponry to Iraq, the Reagan administration effectively turned a blind eye to the export of "dual use" items such as chemical precursors and steel tubes that can have military and civilian applications. According to several former officials, the State and Commerce departments promoted trade in such items as a way to boost U.S. exports and acquire political leverage over Hussein.
When United Nations weapons inspectors were allowed into Iraq after the 1991 Gulf War, they compiled long lists of chemicals, missile components, and computers from American suppliers, including such household names as Union Carbide and Honeywell, which were being used for military purposes.
A 1994 investigation by the Senate Banking Committee turned up dozens of biological agents shipped to Iraq during the mid-'80s under license from the Commerce Department, including various strains of anthrax, subsequently identified by the Pentagon as a key component of the Iraqi biological warfare program. The Commerce Department also approved the export of insecticides to Iraq, despite widespread suspicions that they were being used for chemical warfare.
The fact that Iraq was using chemical weapons was hardly a secret. In February 1984, an Iraqi military spokesman effectively acknowledged their use by issuing a chilling warning to Iran. "The invaders should know that for every harmful insect, there is an insecticide capable of annihilating it . . . and Iraq possesses this annihilation insecticide."
Chemicals Kill Kurds
In late 1987, the Iraqi air force began using chemical agents against Kurdish resistance forces in northern Iraq that had formed a loose alliance with Iran, according to State Department reports. The attacks, which were part of a "scorched earth" strategy to eliminate rebel-controlled villages, provoked outrage on Capitol Hill and renewed demands for sanctions against Iraq. The State Department and White House were also outraged -- but not to the point of doing anything that might seriously damage relations with Baghdad.
"The U.S.-Iraqi relationship is . . . important to our long-term political and economic objectives," Assistant Secretary of State Richard W. Murphy wrote in a September 1988 memorandum that addressed the chemical weapons question. "We believe that economic sanctions will be useless or counterproductive to influence the Iraqis."
Bush administration spokesmen have cited Hussein's use of chemical weapons "against his own people" -- and particularly the March 1988 attack on the Kurdish village of Halabjah -- to bolster their argument that his regime presents a "grave and gathering danger" to the United States.
The Iraqis continued to use chemical weapons against the Iranians until the end of the Iran-Iraq war. A U.S. air force intelligence officer, Rick Francona, reported finding widespread use of Iraqi nerve gas when he toured the Al Faw peninsula in southern Iraq in the summer of 1988, after its recapture by the Iraqi army. The battlefield was littered with atropine injectors used by panicky Iranian troops as an antidote against Iraqi nerve gas attacks.
Far from declining, the supply of U.S. military intelligence to Iraq actually expanded in 1988, according to a 1999 book by Francona, "Ally to Adversary: an Eyewitness Account of Iraq's Fall from Grace." Informed sources said much of the battlefield intelligence was channeled to the Iraqis by the CIA office in Baghdad.
Although U.S. export controls to Iraq were tightened up in the late 1980s, there were still many loopholes. In December 1988, Dow Chemical sold $1.5 million of pesticides to Iraq, despite U.S. government concerns that they could be used as chemical warfare agents. An Export-Import Bank official reported in a memorandum that he could find "no reason" to stop the sale, despite evidence that the pesticides were "highly toxic" to humans and would cause death "from asphyxiation."
The U.S. policy of cultivating Hussein as a moderate and reasonable Arab leader continued right up until he invaded Kuwait in August 1990, documents show. When the then-U.S. ambassador to Baghdad, April Glaspie, met with Hussein on July 25, 1990, a week before the Iraqi attack on Kuwait, she assured him that Bush "wanted better and deeper relations," according to an Iraqi transcript of the conversation. "President Bush is an intelligent man," the ambassador told Hussein, referring to the father of the current president. "He is not going to declare an economic war against Iraq."
"Everybody was wrong in their assessment of Saddam," said Joe Wilson, Glaspie's former deputy at the U.S. embassy in Baghdad, and the last U.S. official to meet with Hussein. "Everybody in the Arab world told us that the best way to deal with Saddam was to develop a set of economic and commercial relationships that would have the effect of moderating his behavior. History will demonstrate that this was a miscalculation."

T]he most worrisome news to come out the diplo doc dump is that North Korea secretly gave Iran 19 powerful missiles with a range of 2,000 miles. The missiles, known as the BM-25, are modified from Russian R-27s, which were submarine-based missiles carrying nuclear weapons. “If fired from Iran,” the New York Times notes, a missile with that range could “let its warheads reach targets as far away as Western Europe, including Berlin.” The BM-25, unveiled in a North Korean military parade last month, may be North Korea’s longest-range missile yet. Ares’ David A. Fulgham observed that its design “is showing second-stage and nose-cone design characteristics associated with Iran’s Shahab 3 missile,” indicating growing missile ties between the two rogue states.
No wonder why European leaders are suddenly so keen on missile defense.

First, some person or persons unknown introduced what Siemens is describing as “the most refined type of malware ever developed,” the Stuxnet worm, which attacks Supervisory Control And Data Acquisition (SCADA) systems used to control and monitor industrial processes into Iran’s nuclear facilities’ computers.
Stuxnet has the the capability to reprogram the programmable logic controllers (PLCs) which control the entire facility’s operation and monitor its safety and hide the changes.
So sophisticated was the new worm that it is believed it could only have been produced by a state defense organization.

Now, the Internet Mossad-mouthpiece, Debkafile is gleefully reporting that last Tuesday Iran lost most of its ballistic missile launchers in a series of mysterious blasts.
A top-secret Iranian military installation was struck by a triple blast Tues. Oct. 12 the day before Iranian president Mahmoud Ahmadinejad arrived in Lebanon. debkafile’s military and intelligence sources report the site held most of the Shehab-3 medium-range missile launchers Iran had stocked for striking US forces in Iraq and Israel in the event of war – some set to deliver triple warheads (tri-conic nosecones).
The 18 soldiers officially reported killed in the blasts and 14 injured belonged to the Revolutionary Guards (IRGC) main missile arm, the Al-Hadid Brigades.
The Imam Ali Base where the explosion occurred is situated in lofty Zagros mountain country near the town of Khorramabad in the western Iranian province of Lorestan. This site was selected for an altitude which eases precise targeting and the difficulty of reaching it for air or ground attack. It lies 400 kilometers from Baghdad and primary American bases in central Iraq and 1,250 kilometers from Tel Aviv and central Israel. Both are well within the Shehab-3 missile’s 1,800-2,500-kilometer operational range.
Our Iranian sources report that Tehran spent hundreds of millions to build one of the largest subterranean missile launching facilities of its kind in the Middle East or Europe. Burrowed under the Imam Ali Base is a whole network of wide tunnels deep underground. Somehow, a mysterious hand rigged three blasts in quick succession deep inside those tunnels, destroying a large number of launchers and causing enough damage to render the facility unfit for use.
In its official statement on the incident, Tehran denied it was the result of “a terrorist attack” and claimed the explosion “was caused by a nearby fire that spread to the munitions storage area of the base.” In the same way, the regime went to great lengths to cover up the ravages wrought to their nuclear and military control systems by the Stuxnet virus – which is still at work.
In actual fact, debkafile’s military sources report, Iran’s missile arsenal and the Revolutionary Guards have also suffered a devastating blow. Worst of all, all their experts are a loss to account for the assailants’ ability to penetrate one of Iran’s most closely guarded bases and reach deep underground to blow up the missile launchers.
The number of casualties is believed to be greater than the figure given out by Tehran.
The Israeli intelligence service has apparently scored a second major devastating blow to Iran’s strategic capabilities.

The United States, Israel, and their Western allies have, so far, failed to take military action to destroy Iran’s nuclear weapon development program, but Eli Lake explains that does not mean that covert operations intended to at least slow production have not been underway behind the scenes.
Efforts to steer defective products toward Iran have taken a number of forms. For instance, according to a former Mossad operations officer who goes by the alias Michael Ross, in 1998, the Mossad and the CIA developed a plan to sell a supposedly helpful chemical substance—which would, in fact, gum up centrifuges over time—to Iran on the black market.
Then, there was the odd case of the Tinners, a Swiss family of engineers long believed to be a cog in the network of nuclear proliferators organized by Pakistani scientist A.Q. Khan. In 2008, Urs Tinner admitted that he had been a CIA asset. And it turns out that he may have played a crucial role in an effort to sabotage Iran’s nuclear program. According to The New York Times and other sources, the Tinners sold high-quality vacuum pumps to the Iranians and Libyans. The pumps are crucial for uranium enrichment because centrifuges must operate inside a vacuum seal. David Albright—the president of the Institute for Science and International Security and the author of a new history of Iran’s illicit procurement of nuclear technology, Peddling Peril—explains that, while the pumps that ended up in Iran and Libya were produced in Germany, they were also worked on by the Oak Ridge and Los Alamos laboratories. These labs, he says, modified the pumps “to bug them or to make them break down under operational conditions. If you can break the vacuum in a centrifuge cascade, you can destroy hundreds of centrifuges or thousands if you are really lucky.” (A senior intelligence official confirmed Albright’s information to me. It should be noted that not everyone agrees that the Tinners were the ones who sold these pumps to the Iranians and Libyans; Albright, for one, isn’t sure.) ...
But do sabotage efforts work? In late 2008 and early 2009, the iaea began to see a drop in the amount of low-enriched uranium (LEU) being produced at Natanz, the facility that lies at the center of Iran’s known nuclear weapons program. In the fall of 2008, its centrifuges were producing 90 kilograms a month of LEU. By the end of the year, however, the same centrifuges were producing 70 kilograms of LEU. To be sure, that number was back up to 85 kilograms per month at the close of 2009, and it has been climbing since, to around 120 kilograms a month; but those increases came after the installation of more centrifuges—all of which suggests that at least some of the machines were less efficient than they should be.
Ivan Oelrich, a nuclear scientist and the vice president of the strategic security program at the Federation of American Scientists, estimated in a study this year that the centrifuges are operating at 20 percent efficiency. “We know the average efficiency of the centrifuges is dismal. We don’t know whether it is because of the quality of the individual centrifuges or how they are linked together,” he explains. “We can’t rule out sabotage as one factor leading to these inefficiencies.” Greg Jones, a nuclear analyst at the rand Corporation, says the Iranians “are operating just under four thousand machines, but they have installed about eight thousand five hundred. Those nonoperating machines have been installed for many months. Why they are not operating is not clear.”
Among people I spoke to, there seemed to be a broad consensus that sabotage was, at the very least, slowing Iran’s quest for a nuclear weapon. A senior administration official told me that there was evidence the Iranians are experiencing delays due to “a combination of reasons—some inherent to the nature of the infeasibility of the design and the machines themselves, and some because of actions by the United States and its allies.” Explains David Kay, “History says that these things have done more to slow programs than any sanctions regime has or is likely to do.”
However, the biggest payoff from these efforts may not come from the sabotage itself, but from the psychological effect it could have on Iran’s government. At the most general level, there are probably benefits to keeping Iranian intelligence officials paranoid and off-balance, simply because it can cause them to waste valuable time and resources. This appears to be happening. In 2007, for example, Iran’s state-run news service reported that the national police had arrested a cell of spy squirrels. The next year, Iran reportedly arrested a group of spy pigeons.
But the specific benefit of sabotage is that it makes countries wary of purchasing crucial materials on the black market.

Gulf News (Bahrain), in English, passed along a report from its sister Arabic paper, describing a US/Israeli military build-up in preparation for a possible attack on Iran’s nuclear facilities.
Israel is massing warplanes in the Caucasus for an attack on Iran, it was revealed yesterday.
Preparations are underway to launch the military attack from Azerbaijan and Georgia, reports our sister paper Akhbar Al Khaleej, quoting military sources.
Israel was, in fact, training pilots in Turkey to launch the strike and was smuggling planes into Georgia using Turkish airspace, they said.
However, Turkey was unaware of Israel’s intention of transferring the planes to Georgia, the sources said.
The unexpected crisis between Israel and Turkey following an Israeli commando raid on an aid flotilla bound for Gaza Strip hit Israeli calculations.
Azerbaijan-based intelligence units, working under the cover of technicians, trainers and consultants, have helped with the preparations, the sources said.
Military equipment, mostly supplied by the US, was transported to a Georgian port via the Black Sea.
Georgian coastguard and Israeli controllers are co-operating to hide the operations from Russian vessels, said the sources.
They point out that according to Israel, it will not be in a position to launch a strike on Iran without using bases in Georgia and Azerbaijan due to the limited capabilities of its nuclear submarines stationed near the Iranian coast.
Meanwhile, Iran’s Press TV reported that a very large contingent of US ground forces had massed in Azerbaijan, near the Iranian border. The independent Azerbaijani news website Trend confirmed the report.
Those reports came just days after the Pentagon confirmed that an unusually large fleet of US warships had indeed passed through Egypt’s Suez Canal en route to the Gulf. At least one Israeli warship reportedly joined the American armada.

Iran has declared a state of war on its northwestern border, DEBKAfile’s military and Iranian sources report. Iranian Revolutionary Guards Corps men and equipment units are being massed in the Caspian Sea region against what Tehran claims are US and Israeli forces concentrated on army and air bases in Azerbaijan ready to strike Iran’s nuclear facilities. ...
Other Iranian sources report that in the last few days, Israel has secretly transferred a large number of bomber jets to bases in Azerbaijan, via Georgia, and that American special forces are also concentrated in Azerbaijan in preparation for a strike.
DEBKAfile also notes that the US has stationed a third carrier group in the vicinity of Iran.
Debkafile’s military sources report that Washington has posted a third carrier opposite Iran’s shores. It is supported by amphibious assault ships and up to 4,000 Navy and Marine Corps personnel, bringing the total US strength in these waters to three carriers and 10,000 combat personnel.

It is very difficult to picture the Obama Administration reaching an internal consensus allowing it to initiate a preemptive military strike on another country. If Barack Hussein astonishingly ate his Wheaties one morning and suddenly experienced an attack of testosterone, any attempted serious US action would almost certainly be preceded by tearful resignations, leaks to the Washington Post and New York Times, and aggrieved editorials on FireDogLake. But… life is strange, human nature is unpredictable, one never really knows.

Much like the Emperor in the fairy tale who had no clothes, Barack Obama has received a wake-up call in the form of a secret memo from his own Secretary of Defense warning that his administration has no strategy for coping with a nuclear Iran.
Of course, in this case, it is the United States, her civilian population and her allies, who are naked and embarrassed by exposure to the threat of nuclear blackmail or actual attack by surrogates of the fanatical Iranian regime.
New York Times:
Defense Secretary Robert M. Gates has warned in a secret three-page memorandum to top White House officials that the United States does not have an effective long-range policy for dealing with Iran’s steady progress toward nuclear capability, according to government officials familiar with the document.
Several officials said the highly classified analysis, written in January to President Obama’s national security adviser, Gen. James L. Jones, came in the midst of an intensifying effort inside the Pentagon, the White House and the intelligence agencies to develop new options for Mr. Obama. They include a set of military alternatives, still under development, to be considered should diplomacy and sanctions fail to force Iran to change course.
Officials familiar with the memo’s contents would describe only portions dealing with strategy and policy, and not sections that apparently dealt with secret operations against Iran, or how to deal with Persian Gulf allies.
One senior official, who like others spoke on the condition of anonymity because of the sensitive nature of the memo, described the document as “a wake-up call.” But White House officials dispute that view, insisting that for 15 months they had been conducting detailed planning for many possible outcomes regarding Iran’s nuclear program.
In an interview on Friday, General Jones declined to speak about the memorandum. But he said: “On Iran, we are doing what we said we were going to do. The fact that we don’t announce publicly our entire strategy for the world to see doesn’t mean we don’t have a strategy that anticipates the full range of contingencies — we do.”
But in his memo, Mr. Gates wrote of a variety of concerns, including the absence of an effective strategy should Iran choose the course that many government and outside analysts consider likely: Iran could assemble all the major parts it needs for a nuclear weapon — fuel, designs and detonators — but stop just short of assembling a fully operational weapon.
In that case, Iran could remain a signatory of the Nuclear Nonproliferation Treaty while becoming what strategists call a “virtual” nuclear weapons state.
According to several officials, the memorandum also calls for new thinking about how the United States might contain Iran’s power if it decided to produce a weapon, and how to deal with the possibility that fuel or weapons could be obtained by one of the terrorist groups Iran has supported, which officials said they considered to be a less-likely possibility.

An unnamed (presumably liberal) official working in non-proliferation comments with indignation about Iran’s refusal to stop building nukes despite futile efforts by the current administration to bribe and cajole them into cooperating. The new CIA Weapons Intelligence, Nonproliferation and Arms Control Center 721 report makes it clear that they are ignoring the Obama Administration, the UN, and bien pensant liberals everywhere and going right ahead with developing all the WMD and delivery systems they can. Members of the comfortable and contented Western haute bourgeois establishment consistently indulge in the fallacy of supposing that foreign adversaries of the United States are at heart reasonable, well-meaning people like themselves who underneath it all really just want to get along with everyone. Of course, despotic totalitarian regimes don’t want to get along, they want to win.

Iran is poised to begin producing nuclear weapons after its uranium program expansion in 2009, even though it has had problems with thousands of its centrifuges, according to a newly released CIA report.
“Iran continues to develop a range of capabilities that could be applied to producing nuclear weapons, if a decision is made to do so,” the annual report to Congress states.
A U.S. official involved in countering weapons proliferation said the Iranians are “keeping the door open to the possibility of building a nuclear weapon.”
“That’s in spite of strong international pressure not to do so, and some difficulties they themselves seem to be having with their nuclear program,” the official said. “There are powerful incentives for them to close the door completely, but they are either purposefully ignoring them or are tone deaf. You almost want to shout, ‘Tune in Tehran.’” ...
During the first 11 months of last year, the main uranium-enrichment facility at Natanz produced about 1.8 tons of low-enriched uranium hexafluoride, compared with about half a ton the previous year.
The number of centrifuges at Natanz increased from about 5,000 to 8,700 last year, although the number reported to be working is about 3,900, indicating the Iranians are having problems with the machines. The centrifuges enrich uranium gas by spinning it at high speeds.
Last year, Iran disclosed it is building a second gas-centrifuge plant near the city of Qom that will house an estimated 3,000 machines. U.S. officials have said the Qom facility, which was discovered in 2007, is a clear sign Iran’s nuclear program is geared toward producing weapons, because the facility is too small for nonmilitary uranium enrichment.
Iran also continued work last year on a heavy water research reactor.
On missiles, the report said Iran is building more short- and medium-range ballistic missiles and stated that “producing more capable medium-range ballistic missiles remains one of its highest priorities.”
Three test flights of a new 1,240-mile-range Sejil missile were conducted in 2009, the report said, noting that assistance from China, North Korea and Russia “helped move Iran toward self-sufficiency in the production of ballistic missiles.”
The report also said that Iran has the capability of producing both chemical and biological weapons, and Tehran continued to seek dual-use technology for its bioweapons program.

The World Tribune reports that the Obama Administration is punishing Israel by denying it the necessary tools to serve as America’s surrogate in destroying Iran’s nuclear capability. How absolutely brilliant.
The United States has diverted a shipment of bunker-busters designated for Israel.
Officials said the U.S. military was ordered to divert a shipment of smart bunker-buster bombs from Israel to a military base in Diego Garcia. They said the shipment of 387 smart munitions had been slated to join pre-positioned U.S. military equipment in Israel Air Force bases.
“This was a political decision,” an official said.
In 2008, the United States approved an Israeli request for bunker-busters capable of destroying underground facilities, including Iranian nuclear weapons sites. Officials said delivery of the weapons was held up by the administration of President Barack Obama.
Since taking office, Obama has refused to approve any major Israeli requests for U.S. weapons platforms or advanced systems. Officials said this included proposed Israeli procurement of AH-64D Apache attack helicopters, refueling systems, advanced munitions and data on a stealth variant of the F-15E.
“All signs indicate that this will continue in 2010,” a congressional source familiar with the Israeli military requests said. “This is really an embargo, but nobody talks about it publicly.”
Obama’s recent creation of a relations crisis with Israel is, of course, yet another flagrant example of the open and insolent implementation of precisely the kind of hard-left ideological policy agenda that he assured the voting public back in 2008 played no part in his future governing intentions. Good-bye, moderation once again.

A British nuclear expert taking part in disarmament talks with Iran has died in mysterious circumstances at a UN building in Austria.
Timothy Hampton, 47, plunged to his death from the 17th floor and was found in a stairwell just hours before high-level discussions were due to resume in Vienna.
Investigators said they have not ruled out murder or suicide, but local sources said no suicide note was found.
Police are also investigating the death of another Brit who fell from the same building four months ago.
The third such incident will be very hard to take for just another accident.

Mossad leak channel Debkafile says that Western irresolution has given the mullahs enough time for their recent furious buildup in nuclear development activity to bring Iran within imminent reach of its ambitions.
Tehran has (taken) the longest strides towards its objective than at any time since its program was surreptitiously launched.
The progress confirmed by our sources consists of four major steps:
1. Iran has succeeded in secretly combining uranium processing, airborne high-explosive tests and work on designing a missile cone to fit a nuclear warhead, according to Western intelligence updates.
2. The conflicting reports on the amount of uranium enriched and number of fast centrifuge machines in operation obscure the following hard facts: The Iranians have doubled the number of ever faster centrifuges that are working at their enrichment plants.
They are moreover completing tests on a more advanced homemade centrifuge, the IR4, which will halve the time taken for converting low-grade enrichment uranium into weapons-grade material.
3. By February 2010 – and some say sooner – Tehran will have stocked enough high-grade enriched uranium for two nuclear bombs.
4. Iran has also gone into home production of nuclear fuel rods for plutonium.

DEBKAFile’s latest rumor ought to be alarming to people residing in Manhattan.
Israel’s AMAN military intelligence director, Maj. Amos Yadlin updated the Knesset foreign affairs and security committee on the state of Iran’s nuclear progress Wednesday, March 25. He reported that although Iran is only months away from a capacity to make a nuclear bomb and has attained a warhead capability, Tehran has decided not to cross the threshold so as to avoid provoking Western retaliation.
DEBKAfile’s military sources report this is not Tehran’s true rationale. The Iranians are held back by two more compelling motives:
1. They will not be satisfied with a single nuclear bomb, but would rather build up an arsenal of 10 to 12 bombs and warheads for which they are short of enough enriched uranium at the moment.
2. Tehran is no longer deterred by fear of an American or European attack, Yadlin explained in his briefing Wednesday. Its leaders are standing by to see what rewards are on offer from US president Barack Obama for improving Washington-Tehran and how they may profit in strategic, diplomatic and economic terms. If the American incentives fall short, Tehran can push ahead with its nuclear weapon. ...
Until now, both Western and Israeli experts maintained Iran has not yet acquired the technology for mounting nuclear warheads on missiles. 2 Where Have You Gone Joan Rivers? by Terry Smith Listening to conservative commentator Ann Coulter’s performance at this month’s Conservative Political Action Conference (CPAC ) reminded me of a poor man’s Joan Rivers–a wannabe comedienne who makes a sensible audience shake their heads rather than laugh. But the audience at CPAC, intoxicated with racial and political bile, was anything but sensible. The mainstream media has reported ad nauseam on Coulter’s reference to Democratic presidential candidate John Edwards as a faggot. The lack of outrage over these comments says much about the media and the American public whose attitudes the media often reflect.
In describing Bill Clinton as "the first black president," Coulter remarked that he was "half white,half trash." What does Coulter think of black Republicans? She patronizingly opines, "Our blacks are so much more impressive than their blacks. . . . Who do they [Democrats] have–Maxine Waters?"
Surprisingly, she doesn’t care much for the Republican National Committee because "the RNC . . .they criticize the catch an illegal alien game, so I don’t have a lot of respect for them."
Her advice to college Republicans who want to engage in political activism? Play the catch an illegal alien game and "another great idea, the affirmative action bake sale." The affirmative action bake sale is a conservative spoof on affirmative action in which cookies are sold to different customers at different prices depending on their race and gender. One could argue that the bake sale isn’t racist if he adopts the position that opposition to affirmative action is not racially motivated. Any such conclusion, however, would require an amnesia of history and suspension of common sense views about human motive–affirmative action requires whites to internalize some of the cost of historical discrimination and to forego some ill-gotten generational advantage.
At another point in her presentation, Coulter exclaimed, "Democrats don’t even like blacks." (I suppose Coulter and her CPAC cult are our best friends.) In another contortion of reason, Coulter claimed that white liberalism was to blame for conservative college students offering whites-only scholarships. (Don’t even bother scratching your heads.)
I’m not certain if it’s truly news that Coulter is anti-black-and-Latino and anti-gay. This, after all, appears to be the way she makes her living. But why the media hasn’t dissected the racism of her statements as much as the statements’ homophobia is a story in itself.

Prince Turki al Faisal, Saudi ambassador to Great Britain, also the former Saudi intelligence chief who unexpectedly resigned twelve days before September 11 on 31 August 2001, said today that America is a colonial power; that all this stuff about democracy for Iraq is horsefeathers; that the (regrettably endlessly corrupt) Abu Ammar, Chairman Arafat, is a living martyr.
It was Prince Turki who recruited the group that later became al Qaeda to fight the Soviets in Afghanistan from 1979 to 1989. At war's end, Prince Turki certainly didn't want the soldiers to come home to Saudi Arabia, so he started paying the group $300 million a year to keep them elsewhere. A dozen years later, New York got the picture. Prince Turki al Faisal's remarks, impolitic by most standards, probably advance the widely-held notion that one faction of the House of Saud has always utterly loathed the United States and considers Americans to be servants.

The plan calls for, among other things, the staging of terrorist incidents that would provide "pretexts" and "justifications" to attack Cuba. It outlined how Cuba would first be "demonized" in the eyes of the world and in the eyes of the United Nations. It is exactly the same script being utilized against Iraq. It provided ways by which Cuba would be seen as "rash", "irresponsible", "unpredictable", and a "threat" to the peace of the Western Hemisphere.
Among some of the specific "staged" terrorist incidents the plan proposed were to "blow up" a U.S. ship in Guantanamo Bay and blame Cuba, attack the U.S. Guantanamo base with "fake" Cubans, and use fake MIG type aircraft piloted by U.S. pilots to attack US surface ships and passenger airlines. One proposal made by the Northwoods Project, and this may explain the "phantom" AA passenger airline that supposedly hit the Pentagon on September 11, was to provoke the Cuban government to shoot down a U.S passenger airline that the CIA would substitute with a "drone." In addition, the plan called for producing U.S. citizen casualty lists in Florida and Washington D.C. that would be published in the media thus generating "indignation" by the American public.

Saudi Envoy, Turki Al-Faisal: Iraq War Was 'Colonial' and About Oil

DUBLIN (Reuters) - The U.S.-led invasion of Iraq was a colonial war and
there were some in the United States who saw it as a means of getting their
hands on Iraqi oil, a senior Saudi ambassador was quoted as saying Monday.
Prince Turki al-Faisal, ambassador to Britain and Ireland, told the Irish
Independent newspaper Washington's stated aims in going to war in Iraq
masked a more cynical reality.
"No matter how exalted the aims of the U.S. in that war, in the final
analysis it was a colonial war very similar to the wars conducted by the
ex-colonial powers when they went out to conquer the rest of the world ...,"
Prince Turki said.
"What we have heard from American sources they were there to remove the
weapons of mass destruction which Saddam Hussein was supposed to have
acquired."
Saudi Arabia, a key U.S. regional ally, opposed the war despite tensions
with Iraq since its 1990 invasion of Kuwait.
"What we read and hear from our commentators in America and sometimes
congressional sources, if you remember going back a year ago, there was the
issue of the oil reserves in Iraq and that in a year or two they would be
producing so much oil in Iraq that, as it were, the war would pay for
itself," the envoy said.
" indicated that there were those in America who were thinking in those
terms of acquiring the natural resources of Iraq for America." Prince Turki
said U.S. pledges to bring freedom and democracy to Iraq remained "still
just aims."
"The individual Iraqi, until he can actually declare that his government is
truly representative of his wishes and aspirations must still consider
himself occupied," he said.
On the wider conflict in the Middle East, Prince Turki described Palestinian
leader Yasser Arafat as "a living martyr," persecuted by an Israel "that is
ruthless and generally devoid of any human considerations (toward the
Palestinians)."
Critics of Saudi Arabia, cradle of Islam and the birthplace of Osama bin
Laden and 15 of the September 11 hijackers, have accused it of allowing
religious militancy to flourish.
The envoy described bin Laden's al Qaeda network as "not so much an
organization as a cult with a cult leader and a cult philosophy...."
"One of the main drawbacks of the operations in Afghanistan is that bin
Laden has not been caught," he said. "To bring bin Laden to justice will go
a long way to removing some of his mystique."

(CBS) - Some 600 relatives who lost loved ones in the Sept. 11 terrorist
attacks have filed a $100 trillion lawsuit against the Sudanese government
and Saudi officials, banks and charities, claiming they helped finance Osama
bin Laden's network.
However, lead attorney Ron Motley said Friday that the $100 trillion
complaint was being amended and would likely be scaled down asking for
damages in excess of $1 trillion in future filings.
"It's not the money. We want to do something to get at these people," said
Irene Spina, whose daughter, Lisa L. Trerotola, 38, died in the World Trade
Center in New York City. "There's nothing else we can do."
"This is the right thing to do," said Matt Sellito, father of Matthew Carmen
Sellito, 23, who also died at the World Trade Center. "If the odds are
stacked against us, we will beat them."
The 15-count federal lawsuit seeks to cripple banks, charities and some
members of the Saudi royal family as a deterrent to terrorist financing
schemes.
The suit was filed Thursday in U.S. District Court in Alexandria, Va., on
behalf of the families. The complaint charges the defendants with
racketeering, wrongful death, negligence and conspiracy.
Motley said the money likely would come largely from assets held by the
defendants in the United States. He said the plaintiffs were after more
institutions than those whose assets already have been frozen by the U.S.
and other governments. Another attorney in the case, Allan Gerson, said Friday that one aim of the
lawsuit was to choke off the financial support for terrorist networks.
"Until now, sponsoring terrorism has been a cost-free operation," Gerson said on CBS News' "The Early Show." He said "we intend to stop that."
The lawsuit is likely to cause post 9-11 friction between the U.S. and Saudi Arabia, reports CBS News Chief Washington Correspondent Bob Schieffer.
The Bush administration has been careful not to blame the Saudi government
for the attacks in its drive to build a coalition for its war against
terrorism. But the relatives' lawsuit bluntly accuses Saudi officials and
institutions of supporting terrorists.
"That kingdom sponsors terrorism," Motley told reporters. "This is an
insidious group of people."
The complaint names more than seven dozen defendants, including the
government of Sudan, seven banks, eight Islamic foundations and three Saudi
princes.
Those listed include Prince Mohammed al-Faisal, former intelligence chief
Prince Turki al-Faisal, Saudi Defense Minister Prince Sultan, Khalid bin
Salim bin Mahfouz of the National Commercial Bank and the Faisal Islamic
Bank.
Officials from the Saudi Embassy did not return a call for comment.
Prince Saud al-Faisal, the Saudi foreign minister, said last week that the
70-year-old U.S.-Saudi alliance was as solid now as before the Sept. 11
attacks on the United States.
He said bin Laden, who was stripped of Saudi citizenship and is accused of
directing the al Qaeda attacks, had intended to drive a wedge between the
two countries when he chose 15 Saudi citizens to be among the 19 hijackers.
Several plaintiffs, fighting tears, said they would dedicate the rest of
their lives to punishing those who financed the hijackings and crashes of
four U.S. commercial jets on Sept. 11.
"We will succeed because we have the facts and the law on our side," said
Thomas E. Burnett Sr., whose son, Thomas E. Burnett Jr., led a passenger
revolt against the hijackers of United Airlines Flight 93 and died when it
plummeted to the ground in a southwestern Pennsylvania field.
"We have justice and morality on our side," he added.
Burnett's mother, Deena, said her son told her in a phone call that he was
"putting a plan together that he and others were going to take back the
airplane."
"And he said, 'You know Deena, I think we can do it. It's up to us,' she
said. "Those words resonate in my mind. And I think we're going to do
something, too. And this is a good start."
