Cardiopulmonary resuscitation was started, and he was taken by ambulance to Kadlec Regional Medical Center in Richland, Wash., but he could not be revived.
The nuclear waste treatment plant is being built to convert highly radioactive waste into a safe form for permanent disposal.

Sunday, September 05, 2010 On Assignment: Armed with Preconceptions Planning ahead is a good thing, and I always try to pre-think a job before I head out. It gives me ideas to fall back on if nothing jumps out at me at the location. But you can pre-plan things too far. So much that they blind you to better ideas and leave you banging your head against the front windshield even as you drive away from the assignment. That's exactly what happened to me last week when I was assigned to shoot one of the coolest pieces of tech I have ever seen. __________
You are looking at a real, prosthetic limb in the photo above. But not just any prosthetic limb, as this limb has quite a bit of special sauce. For one thing, much like your own mostly-dark-meat arm it can move in 22 different ways -- brushless motors everywhere. It has a ton of processing power inside the hand. Not a lot of space there, but you want the thing to be modular with the smarts at the end. That means you can attach it to partial limbs. Much like Popeye, this thing has its power in the forearm. That is where the user-replaceable, rechargeable battery is. And it has power to burn. It can curl 50 lbs. That's more than my arm will do. Oh, and did I mention it is designed to be controlled by the human brain? Just like in Firefox, where Clint Eastwood has to think in Russian to fly the advanced fighter jet he just stole. It gets impulses from the brain and provides neural feedback so your brain kinda knows what is going on with it. My first thought when I saw it: Where is the rest of the cyborg it was attached to, and where do you have to shoot it to kill it. (People always aim for the head in the movies, but this thing has its brain in the hand. So it pays to ask.) The folks at the Johns Hopkins Applied Physics Lab hate it when people write stuff like that, because they really are not trying to hatch a T-virus. (Of course, that's also what SkyNet said.) They just want to give high-level function back to people who have lost a limb. And they are doing it, too. Live, clinical trials within a year with these things, thanks to a $34 million dollar DARPA grant. Sorry, Steve Austin. $6MM doesn't really cut it anymore. So you can probably already tell how stoked I was when I got the assignment to shoot this thing for a local biz pub. Wise, perhaps, since I can't imagine there's a good way to spin this. Meanwhile, the State Department, which has harbored internal concerns about ArmorGroup's performance for years but still renewed its embassy contract this summer, says it is taking POGO's allegations very seriously. State Department spokesman Ian Kelly told reporters yesterday that the matter has been referred to the agency's inspector general. In the coming weeks, the agency is going to have some serious explaining to do. Not only concerning its contractor oversight, but about why a top State Department official told Congress in June that ArmorGroup's "performance on the ground... has been and is sound."

It looks like these guys are off duty; i dont think they can be drinking and being naked on duty at the embassy; the pics are taken somewhere else; that doesn't mean i am defending them at all; if they were abusing subordinates or Afganis; they should be subject to dismissal and termination and flown back to their respective countries right away; but whatever they were doing while they were off duty at a secured camp ( not in public ) i think is their own business ! Remember one thing people; these guys are security personel; that means they are absolutely nothing; they are not cops that are supposed be " the pillars of their communities " even when they are off duty; or military personel that are also required to have a code of conduct on or off duty; Our goverment tells us security officers that we are not law enforcement and that we are just another civilian that why when we say something to somebody they just send us to hell and end of the story ! Um, it was Bush & his cronies that hired these whack jobs in the first place. The work they are doing used to be done by US armed forces, but Bush needed to "cut goverment spending" and spread some largess, so he forced the State Dept to buy mercenaries for guards. This is the product of all those no-bid defense contracts from the Dumya-Vader Junta. This is to be expected from placing under qualified, ungodly over compensated civilians in a position intended to be staffed by adequately trained United States Marines. What we have is a PARTY OVER HERE!!!
And, the tax payers are funding this useless ignorance, all while dickering over what should be discluded in an insuranced legislated public healthcare option.
Sending the Corp back to work in these jobs we're overpaying privateers to staff this poorly would certainly be a whole lot cheaper, and would free up some tax dollars for other worthwhile and much needed domestic programs. You obviously have no clue. If you think the individuals hired on to these jobs come straight from civilian lifestyles untrained, you are sorely mistaken. The job listing/requirements for most contracts worth a crap are usually only given to ex special operations forces ie. Special Forces, Rangers
(scrolled not just tabbed), Seals, CAG, Marine Recon, etc...
I'd say a good 90% of these guys come from those areas. If this is completely mindblowing to some of you clowns then I'd hate to see what you would say about some of the hazing in the military. Oh and by the way you might want to let social security sink our ship before you throw the gasoline (healthcare) on the fire. The numbers being thrown around that will compound over the years of cost are staggering.

I don't get it The article hints at plenty of things to be shocked and outraged by but does not deliver. I see a bunch of grown men acting like frat boys. Nobody's been teabagged or even sharpied. Pics don't prove they were drinking alcohol, but if they were that's not a big deal. They're off duty civilians, therefore (probably) not subject to General Order 1B. When I was in Iraq most of the FOBs had the contractors in their own (fenced off) living areas where the booze flowed freely.
Yes, they look like idiots. Their company and the State Department ought to be embarrassed. But the pictures are nothing illegal.
By the way, coconut skirts and the like aren't hard to get over there. If you have internet (which they should in Kabul, embassy schmucks) go to Amazon.com and pony up the shipping cost. In these pages, everyone seems to be having a good time. And if the fellow in the last picture [with the blue lei around his neck] is the hazing "victim," then he looks awfully happy in other pictures.
What proof do we have that hazing occurred here? Or that men were forced to participate against their will? It will be interesting to see what investigations reveal, whether this was a hazing or just some gay boys having fun. Go start a garden, start eating REAL food instead of factory made substitutes, join a co-op, get to know your neighbor (and get to know your neighbor's CULTURE if they are different from you), start going to the library and read books written before you were born (it's amazing how wise some of of those old dusty books are! AND they help your vocabulary!!), stop judging others, etc, etc, etc. I'm not telling you WHAT to read or how to think, but it's time we start learning to do these things on our own. Ambassadors Finally someone got it right. When we are outside of the U.S. we are ambassadors for our country. I have been an EXPAT for 10 years now and have never done anything remotely close to that. I am a military contractor and I have been deployed in 3 war zones since 2003. I was a manager on a contract in Qatar and one of my employees was threatening the guards in our compound and following women to the pool acting all stupid. I got him out of there as soon as I could. He even threatened me when he was drunk after he found out he was being fired. I was going to add "severe shame on Mother Jones for not specifying the allegations include hazing/duress/forced participation." But the MJ article above does mention this, at least briefly.
I guess, less severe shame on Mother Jones for titling the piece "Gone Wild" -- it seems to have incorrectly emphasized in readers' minds that these pictures show uncoerced voluntary behavior.

Drunken brawls, prostitutes, hazing and humiliation, taking vodka shots out of buttcracks— no, the perpetrators of these Animal House-like antics aren't some depraved frat brothers. They are the private security contractors guarding the US embassy compound in Kabul.
These allegations, and many more, are contained in a letter sent to Secretary of State Hillary Clinton on Tuesday by the Project on Government Oversight, which has been investigating the embassy security contract held by ArmorGroup North America (a subsidiary of Wackenhut, which is in turn owned by the security behemoth G4S). The contractor was the subject of a congressional probe earlier this summer that found serious lapses in the company's handling of the embassy security contract, which internal State Department documents said left the embassy compound "in jeopardy." Nevertheless, the government opted to extend the company's 5-year, $189 million contract for another year. Advertise on MotherJones.com Underscoring the scope of the problems within ArmorGroup's Afghanistan operation, POGO says that nearly a tenth of the company's 450-man embassy security force contacted the watchdog group to "express concerns about and provide evidence of a pattern of blatant, longstanding violations of the security contract, and of a pervasive breakdown in the chain of command and guard force discipline and morale."
In the letter to Clinton, POGO executive director Danielle Brian writes:
This environment has resulted in chronic turnover by U.S./ex-pat guards. According to the State Department, "nearly 90% of the incumbent US/Expats left within the first six months of contract performance." According to POGO sources, the U.S./ex-pat guard turnover may be as high as 100 percent annually. This untenable turnover prevents the guard force from developing team cohesion, and requires constant training for new replacement recruits. The guards have come to POGO because they say they believe strongly in the mission, but are concerned that many good guards are quitting out of frustration or being fired for refusing to participate in the misconduct, and that those responsible for the misconduct are not being held accountable.
Brian's letter suggests that Wackenhut Vice President Sam Brinkley, who testified before a Senate panel in June about ArmorGroup's performance of the embassy contract, may have misled Congress.
Despite Wackenhut Vice President Sam Brinkley's sworn Senate testimony that "…the Kabul contract has been fully-staffed since January 2009…" the truth is that chronic understaffing of the guard force continues to be a major problem. And evidence suggests Mr. Brinkley knew that. Around March, according to numerous participants, he was confronted by some 50 guards at Camp Sullivan who complained to him directly about a severe, ongoing guard shortage. Then, in an April 2009 memo to a State Department official, U.S. Embassy Kabul guard force Commander Werner Ilic reported that guard shortages had caused chronic sleep deprivation among his men. He described a situation in which guards habitually face 14-hour-day work cycles extending for as many as eight weeks in a row, frequently alternating between day and night shifts. He concluded that "this ultimately diminishes the LGF's [Local Guard Force's] ability to provide security." The contract with the State Department specifies that guards may not be on duty for longer than 12 consecutive hours. Interviewees and documents reveal that short-staffing frequently results in the denial of contractually guaranteed leave and vacation, and that those who do not comply are threatened with termination or actually fired.
But criticisms of failing to meet manpower obligations are nothing compared to the bacchanalian activities ArmorGroup's personnel were allegedly engaged in.
Guards have come to POGO with allegations and photographic evidence that some supervisors and guards are engaging in near-weekly deviant hazing and humiliation of subordinates. Witnesses report that the highest levels of AGNA management in Kabul are aware of and have personally observed—or even engaged in—these activities, but have done nothing to stop them. Indeed, management has condoned this misconduct, declining to take disciplinary action against those responsible and allowing two of the worst offending supervisors to resign and allegedly move on to work on other U.S. contracts. The lewd and deviant behavior of approximately 30 supervisors and guards has resulted in complete distrust of leadership and a breakdown of the chain of command, compromising security.
Numerous emails, photographs, and videos portray a Lord of the Flies environment. One email from a current guard describes scenes in which guards and supervisors are "peeing on people, eating potato chips out of [buttock] cracks, vodka shots out of [buttock] cracks (there is video of that one), broken doors after drnken [sic] brawls, threats and intimidation from those leaders participating in this activity…." Photograph after photograph shows guards—including supervisors—at parties in various stages of nudity, sometimes fondling each other. These parties take place just a few yards from the housing of other supervisors.
Multiple guards say this deviant hazing has created a climate of fear and coercion, with those who declined to participate often ridiculed, humiliated, demoted, or even fired. The result is an environment that is dangerous and volatile. Some guards have reported barricading themselves in their rooms for fear that those carrying out the hazing will harm them physically. Others have reported that AGNA management has begun to conduct a witch hunt to identify employees who have provided information about this atmosphere to POGO.
These allegations raise serious questions about why ArmorGroup has been allowed to retain this important contract, which gives the company the responsibility for protecting the lives of the hundreds of diplomats, officials, and others who work within the embassy compound. Also in question is the State Department's ability to provide adequate oversight of contractors under its jurisdiction. It should at least be able to ensure that its embassy doesn't provide the backdrop for a Contractors Gone Wild video.
POGO is calling on the State Department to launch an independent investigation of the Kabul embassy contract and to "consider initiating suspension and debarment proceedings against the companies ArmorGroup North America." As for the State Department officials who were supposed to be providing oversight, the watchdog says they, too, should be held accountable. Perhaps as punishment they ought to be forced to watch the buttcrack vodka shot video.

The Marines at our embassies are in charge of internal defense and protection of classified information. Local guards protect our perimeters and guard our facilities. Is there something else driving this pattern? Is there a core cadre of hazers and veteran mercs driving away newcomers? Is there some sort of financial incentive among the hazers or management that encourages turn over? Or is stress or PTSD driving some of these negative behaviors? re: this is what happens I don't think it's constructive to just say "These guys are animals". We know about this because many of them have complained. What it points to is a lack of leadership and discipline on behalf of supervisors. These guys are living in a stressful environment where it's crucial to have a structure in place. There's no structure in place, therefore they're going crazy, because there's nobody in charge. This is not because they're animals. or because they're stupid, it's because their commanders are incompetent, and have created an "every man for himself" atmosphere. This could be by design, because frankly, I'm a lot more scared by a bunch of trigger happy berserkers with state of the art weaponry than I am of soldiers that are reasonable and responsible. But if I have an issue with reasonable soldiers, I'll be more likely to try to talk to them, whereas I'd probably opt for trying to blow up berserkers. It depends what the people at the top are going for- do they want the rest of the world to see the US as an ally that's there to help those in need, or do they want them... Armor Group I am not surprised by this at all.
As a security professional it appears that honesty and integrity are being judged in the wrong area's. Most of these culprits will appear on other job with other contracts. I applied for this position and was shortlisted last year. Even though I didn't get the job, I am now very thankful that I didn't get the job. The entire profession of contract security has been turned over to a bunch of thugs who are bullying their way around the world. Having lived out of the USA since the early 2000's I can say that this is why we are hated around the world. The profession needs a thorough cleaning. Will it be done? Camp Sullivan Most of the losers are from the U.S. The majority of the Brits/South Africans/Australians, etc. are very professional. If you haven't been in this camp yourself, you don't know and don't have any business making allegations. Been there, seen it. It has been going on for some time and just finally came to light. One of the upper-level management was continuously covering up for the "chosen ones" who could do no wrong, even though they did wrong on a regular basis. That just led to more of the same instead of nipping it in the bud. As usual, it all comes to light sooner or later. Poor leadership is no substitute for professionalism. The same shift "forgot" two of the armored vehicles transporting the bulk of the guards during shift change early one morning after a "late night" of "partying". Magically enough, they had to make a third trip because they "forgot" one of the two originally left behind, on the second trip. All the while the "unprofessional" Nepalease guards were sitting in the back of these trucks waiting to go. Does it mater that some -if not most - of the "contractors" were prior military? No not really. Professionaly these photos do no good for the "contracting" profession nor the "Military" at large. They need to remember that civilians "back home" want to think their warriors go to church every sunday, and kill "bad" people the rest of the time.; anything out side this preception will get head lines. Does it not mater that these contractors were closest to a major IED attack in Kabul- a week or 2 prior to these PHOTOS being released? This was bound to happen Did you all just look at the pictures or did you actually read the documents that are linked on this page? These men were pushed to the brink. Sleep deprivation (14 hr work days for up to eight weeks in a row, flipping from day shift (3 days in a row) to night shift (another 3 days in a row) does strange things to a persons mental health and stability. Supervisors working even longer hours to handle the administrative needs. Yeah, they were supposed to have 3 days off after the grueling 6 day rotation, but that didn't happen. They had to cover for the shortage of guards that was supposed to have been (as the government called it) "cured" some time ago.
These guys didn't have time to eat, sleep, deal with personal matters, or do their laundry. I'd want to go naked too if I had been wearing the same clothes for months.
Our Government and the Bosses from the security company were ALL aware of this situation for quite some time and did nothing about it until somebody posted pictures for the whole world to see.

Excuses I see several posts here suggesting that those who're incensed at these activities have "never been there." Well, I've been there. Several times. I don't care if you work 16 hour days. Nor do I care that there is a pervasive stress that follows your every living moment- thinking it could very well be your last. I don't care about the heat, or explosions, or blood, or any number of horrors that you eventually become rather desensitized to. There is no excuse- none!- for this behavior. There is a fine line between letting off steam (an absolute must) and running amok. Professionals know the difference and act accordingly. These aren't professionals, but- in fact- mercenaries, "soldiers" who's loyalty is to a paycheck, and not necessarily to any moral or idealogical principle. This is the result of privatizing war. And regardless of whether those who've hired on are expatriots from other countries, or American citizens, these organizations represent the United States and, so, the United States can carry the responsibility of how these images make us look. First take of Gordon v. ArmorGroup At its heart, this case is an employment dispute. The bulk of the sixty-six page complaint alleges a multitude of violations by the various defendants. It inventories an impressive array of transgressions by invoking the False Claims Act (FCA), the International Traffic in Arms Regulations (ITAR), prohibitions against human trafficking, obstruction of justice, fair labor practices, lying to government personnel, lying to Congress, breach of contract, and so on. One is led to wonder why this is not a sealed complaint under the Qui Tam provisions of the False Claims Act. After all, if the allegations are true, it would seem that the U.S. government is the true victim and Mr. Gordon would therefore have no legal standing to sue outside of the "whistleblower" (Qui Tam) provisions of the FCA.
It is starting on page 56 that the complaint details the real causes of actions: unlawful retaliation against Gordon's "whistleblowing," tortious interference with contractual relations, wrongful discharge in violation of public policy, and common law conspiracy. Afghanistan Armor Group The fact is that there is no need to fire this band of idiots. They will ultimately sign over with the company that will relieve Armor Group. These people generally jump from contract to contract. Today Armor Group next week someone else. These people have a security clearance. This means that they are vetted to the highest degree. Read about the secret clearance process. To get through that process is gruelling and time consuming. These people are recruited because they have an unblemeshed background. So they say in the advertisement for the jobs.
I am in the industry and can see how this situation works. It is like a bunch of gypsies moving around from contract to contract. I had been shortlisted for the job and end th end didn't get it. Thanks God I didn't as what they had to endure for a job is not worth the money they pay to do the job.

The U.S. Embassy at Kabul Well it sounds like a good time was had by all.
I personally have been hearing all kind of "interesting" stories of large gatherings of gay folks at Kabul and their online networking through a gay internet organization which is geared to not only Afghanistan, but most other military installations throughout the world. Therefore, none of this surprises me--one bit.

DREAZEN WASHINGTON -- Security lapses by the contractor hired to protect the mammoth U.S. embassy in Kabul were so severe that they left the compound "in jeopardy," according to internal State Department documents.
The documents were collected as part of a Senate probe into the way Virginia-based ArmorGroup North America Inc., a unit of Wackenhut Services Inc., has handled a five-year, $189 million contract to secure the embassy buildings and grounds.
Wackenhut said the problems had been fixed.
The probe found evidence that the company left guard posts at the embassy vacant, hired contractors who didn't speak English, and failed to properly train their personnel on how to repel attacks.
In a written report, the majority staff of the Senate Homeland Security and Governmental Affairs Committee's contracting oversight panel said the company's performance on the contract "has been deficient since the start of the contract in July 2007."
"The Kabul embassy contract can be viewed as a case study of how mismanagement and lack of oversight can result in poor performance," the Democratic staffers concluded.
In a hearing Wednesday before the panel, Samuel Brinkley, a Wackenhut vice president, acknowledged the company's performance had been deficient, but said the problems have been fixed. "To our knowledge, at no time was the embassy not secure," Mr. Brinkley testified.
That assessment appeared to conflict with the State Department documents, though an official from the State Department agreed with it.
In July 2007, for example, the department sent the company a formal notice that it had failed to fulfill major portions of the contract. "The contract deficiencies addressed below endanger performance of the contract to such a degree that the security of the U.S. Embassy in Kabul is in jeopardy," the department wrote.
The following September, the department told the company that it was thinking of terminating the contract because its failure to provide enough trained guards "gravely endangers performance of guard services in a high-threat environment such as Afghanistan."
As recently as this March, State Department personnel conducting an unannounced inspection of the embassy found 18 vacant guard posts, some left unmanned for several hours.
However, despite the lapses, William Moser, the State Department's assistant secretary of state for logistics management, testified that the security of the embassy was never compromised.
Mr. Moser told the panel the company had failed to fulfill all the terms of its contract but had done an adequate job protecting embassy facilities and personnel. He said the government would exercise its option to renew the contract with ArmorGroup for an additional year.
The decision to renew the contract "wasn't really a close call," he said.
The Kabul embassy contract has been under public scrutiny since April 2008, when two former ArmorGroup North America employees sued the company, alleging they had been fired after raising concerns about the security of the embassy. A third former employee has also been sharing information with the Senate investigators.
Most of the problems highlighted in the lawsuits and the State Department's own records concern the contract security force hired to protect the embassy grounds. The Gurkha personnel, who were from India or Nepal, were paid $800 a month, or roughly $5.35 an hour. According to the documents, many of the Gurkhas spoke little or no English and hadn't received proper equipment or training.
In an August 2008 letter to the company, the State Department said it had "serious concerns regarding AGNA's ability to respond in the aftermath of a mass casualty incident" because the firm didn't employ enough trained guards.
Mr. Brinkley, the Wackenhut executive, acknowledged that "staffing was a major problem," but said the company had instituted new recruiting, screening and training procedures to ensure the guards spoke English and had received the necessary instruction.
In his testimony, Mr. Brinkley noted that Wackenhut had bid for the initial contract, only to be undercut by ArmorGroup North America, which it later acquired. He said Wackenhut was "incurring huge losses as a result of AGNA's unreasonably low price," estimating the losses at $1 million a month.
"We feel we can safely say that adequate guard services for the Kabul embassy cannot be provided for the contract price," he said.
