Psychological Operations or PSYOP

PSYOP are planned operations to convey selected information and indicators to audiences
to influence their emotions, motives, objective reasoning, and ultimately the behavior of
organizations, groups, and individuals. Used in all aspects of war, it is a weapon whose
effectiveness is limited only by the ingenuity of the commander using it.
A proven winner in combat and peacetime, PSYOP is one of the oldest weapons in the
arsenal of man. It is an important force protector/combat multiplier and a non-lethal
weapons system.
Psychological Operations (PSYOP) or Psychological Warfare (PSYWAR) is simply
learning everything about your target enemy, their beliefs, likes, dislikes, strengths,
weaknesses, and vulnerabilities. Once you know what motivates your target, you are
ready to begin psychological operations.
Psychological operations may be defined broadly as the planned use of
communications to influence human attitudes and behavior ... to create in target
groups behavior, emotions, and attitudes that support the attainment of national
objectives. The form of communication can be as simple as spreading information
covertly by word of mouth or through any means of multimedia.
A psychological warfare campaign is a war of the mind.

November 23, 2006 An Assassin Speaks -- Now Henry Kissinger is saying "victory in Iraq is no longer possible under the conditions the Bush administration hopes to achieve", according to CNN. Yet this same Dr. Kissinger in August 2005 wrote in The Washington Post that "victory over the insurgency is the only meaningful exit strategy." Should he apologize to all the people whose kids were killed in the last year trying to achieve what he advocated a year ago, but now says is impossible? I love the way the establishment media likes to pawn these old criminals off on the public as if they are respectable authorities whose words should be taken very seriously, but never explains that they are criminals, or even gives any historical background. Gordon Liddy, Oliver North and many other great right wing thugs are now respected elders of the political culture.

Kissinger, as a criminal, makes these guys look small time. ThisThis also stretches what's left of my brain or what ever this is that keeps me awake blab
blab blab. I have turned off the TV for the most part and guess what? The multi-personality
is back regurgitating and misspelling stuff, poised to say something inappropriate in public

ONCE UPON A TIME: Like the time I was popping off to an ex-Nazi at a Bachelor party that my
  fiancée of   3 years set up with a bunch of her Boss's Corporate cronies or hers (or more likely
my Dad's and/or her Dad's, Swiss Westmoreland Kissinger types, real geezers), we arrive by cab
and are directed to separate entrances as though we were planning to split up at this party.
Two matron types whisk her away at the top of the steps as a this very liveried dude, the butler
or the owner of this town house, carriage house, practically shoves me to this heavily studded,
over large wooden sort of fortres side door: "The gentleman's entrance, Sir." It opens easily and
once inside he turns on his heels and scurries away chattering orders to two much younger
attendants as though finally relieved of the ordeal of our encounter.

I enter the immediate long hall and peer tenuously into the first room just off the main hall way. It is empty except for a pale, gaunt, black-haired man wearing a Black bow tie and tux, smoking a French cigarette with it's typical acrid, bluish smoke curling up in invented, spiraling rivulets toward the dark, sculpted ceiling. This guy says, "So, Mr. Mingus, what would you have us do about the impending riots?" in a thick, but polished, German accent, and I say, trying to get a rise out of him, something
like a ferocious fantasy of a modern Madison Ave Psycho Fascist capitalist Tool, you know, tongue in cheek
like a Lenny Bruce bit, almost in dialect, but clearly sarcastic and heavily ironic, very Jules Fifer.
( as if this guy really was Kernel Kiink) "Well, you take the T.P.F. busses with the windows made of bullet proof glass and deploy all that (I was guessing) barbed wire we (the city of New York) just bought and cordon off the main points of the Lower East Side and Harlem cutting off the rioters in the there neighborhoods, and then "we" announce an Amnesty on TV & Radio for all those giving up thereweapons. Then and we put all of the school-aged kids in the abandoned Army barracks in New Jersey. If the holdouts refuse to give up, we'll we make another public offer of amnesty but first turn off the water. Then “we” turn on some gas and any one stupid enough to still hold out will gas themselves. I laid this on pretty heavy and Herr. Corn-ball Kernel kink buys it!!!

He leaps to his feet as it to beguin a standing ovation & rushes over to me and does a Hitler salute &
clicks his heals two times Klack! Klack! (how do they do that ?), saying what he construed to be the
highest complement that he probably gave any one in his entire life, conceding he was a real Nazi X,
or otherwise he's standing super serious, gushing and grabbing for my hand warmly. I reach up in reflex
and he clasps my hand with both of his as he says "Had HITLER Met YOU he would never have killed
a single Jew!!"

Meaning Jews, in his estimation, are "naturally superior to Blacks so they were (also) misjudged by
him and by Hitler because, as far as cruelty and efficiency and economy,I had described a perfect
final solution, albeit off the cuff, and so more's the reason to"honor me with his appraisal and praise."
“You must meet my dearest friend,” he says, sweeping me in to the room of hovering, tuxedoed
super rich geezers sucking on Havanas, nipping some very expensive Napoleon brandy and idly
fingering various delicacies as drone like servants scurried about them in a ballet of cigar ash
catching as they talked through there clenched teeth. Get it? This guy blurts out, “Gentleman,
you must meet Herr Mingus !!!

But first let's have Pierre (not his real name ) tell us all the story of how WE first met.

Thereby hangs a tale. This Guy Pierre is French old school right out of Casablanca, a cross between
Peter Lory and Pierre Salinger in a rumpled Sears Roebuck navy blue blazer and a old Bertie on top
of his balding comb over. In a cackling gurgle, dignity mustered as if this hopefully will be the last time
in his life he ever has to say this, yet with some strain of pride and gratitude, he says "Politics make
strange bed fellows.
" As he is saying this, a door to the dining room opens briefly casting him, so to speak, in a sort of
spot light. “Would you believe it? This Man,” pointing to Herr. Shickelbuddy, “this man executed my
entire family right in front of me.

Of course I was a mere child at the time... And That was War...

"He went into all of the details in turn, telling us of this hideous deed, somehow detaching himself
as he spoke in an even voice, his heavy accent almost melting away as if insulating himself with
tones of humor returning to him like he was much practiced at it.

And then the X-Nazi Oil magnate says "What ever," brushing him aside with a sweeping theatrical
Bull fighting gesture and continues “And now I want to introduce you to the brilliant Mr. Mingus”
I fainted dead away on the spot where I stood and spent the entire evening in a torpor from the Guzzled Napoleon. I can only dimly recall eating an entire Chocolate Tortere??????????? Cake.

Most all of the evening is a blank. A mind wipe names and location. It did happen in Manhattan.
These people are all real and probably still alive albeit old, old, old, but still powerful, so powerful
they think that they are part of global leadership, unbroken by time, concreted to the so-called
Holy Roman empire and other so called high places.
In my weakest attempt at a self mocking bravado I say “Fuck'em if they can't take a joke.

Another early elitist who served as Director of the CIA from 1953 to 1961 was Allen Dulles, a senior partner at the Wall Street firm of Sullivan and Cromwell, which represented the Rockefeller empire and other trusts, corporations, and cartels.

Starting in the early days of the Cold War (late 40's), the CIA began a secret project called Operation

Mockingbird, with the intent of buying influence behind the scenes at major media outlets and putting reporters on the CIA payroll, which has proven to be a stunning ongoing success. The CIA effort to recruit American news organizations and journalists to become spies and disseminators of propaganda, was headed up by Frank Wisner, Allen Dulles, Richard Helms, and Philip Graham (publisher of The Washington Post). Wisner had taken Graham under his wing to direct the program code-named Operation Mockingbird and both have presumably committed suicide.

Media assets will eventually include ABC, NBC, CBS, Time, Newsweek, Associated Press, United Press

International (UPI), Reuters, Hearst Newspapers, Scripps-Howard, Copley News Service, etc. and 400

journalists, who have secretly carried out assignments according to documents on file at CIA headquarters, from intelligence-gathering to serving as go-betweens. The CIA had infiltrated the nation's businesses, media, and universities with tens of thousands of on-call operatives by the 1950's. CIA Director Dulles had staffed the CIA almost exclusively with Ivy League graduates, especially from Yale with figures like George Herbert Walker Bush from the "Skull and Crossbones" Society.

Many Americans still insist or persist in believing that we have a free press, while getting most of their news from state-controlled television, under the misconception that reporters are meant to serve the public. Reporters are paid employees and serve the media owners, who usually cower when challenged by advertisers or major government figures. Robert Parry reported the first breaking stories about Iran-Contra for Associated Press that were largely ignored by the press and congress, then moving to Newsweek he witnessed a retraction of a true story for political reasons. In 'Fooling America: A Talk by Robert Parry' he said, "The people who succeeded and did well were those who didn't stand up, who didn't write the big stories, who looked the other way when history was happening in front of them, and went along either consciously or just by cowardice with the deception of the American people."

Major networks are primarily controlled by giant corporations that are obligated by law, to put the profits of their investors ahead of all other considerations which are often in conflict with the practice of responsible journalism. There were around 50 corporations a couple of decades ago, which was considered monopolistic by many and yet today, these companies have become larger and fewer in number as the biggest ones absorb their rivals.

This concentration of ownership and power reduces the diversity of media voices, as news falls into the hands of large conglomerates with holdings in many industries that interferes in newsgathering, because of conflicts of interest. Mockingbird was an immense financial undertaking with funds flowing from the CIA largely through the Congress for Cultural Freedom (CCF) founded by Tom Braden with Pat Buchanon of CNN's Crossfire.

Media corporations share members of the board of directors with a variety of other large corporations including banks, investment companies, oil companies, health care, pharmaceutical, and technology companies. Until the 1980's, media systems were generally domestically owned, regulated, and national in scope. However, pressure from the IMF, World Bank, and US government to deregulate and privatize, the media, , and new technology resulted in a global commercial media system dominated by a small number of super-powerful transnational media corporations (mostly US based), working to advance the cause of global markets and the CIA agenda.

The first tier of the nine giant firms that dominate the world are Time Warner/AOL, Disney/ABC, Bertelsmann,

Viacom/CBS, Rupert Murdoch's News Corporation/Fox, General Electric/NBC, Sony, Universal/Seagram,

Tele-Communications, Inc. or TCI and AT&T. This is just the head of the octopus which has its second and third tier tentacles working together in unison or feigned division. This would include The Washington

Post/Newsweek, The New York Times/Weekly Standard, Tribune Co., US News, Gannett/USA Today, Dow

Jones/Wall Street Journal, Washington Times, Knight-Ridder, etcetera. CNN aired "Valley of Death" in June of 1998

and Time magazine (both owned by Time-Warner)

ran a story about a secret mission called Operation Tailwind

Journalists Carl Bernstein and Bob Woodward broke the stories on Watergate (late 70's) in the Washington Post, having gained access to what the CIA was trying to keep from congress about its program of using journalists at home and abroad, in deliberate propaganda campaigns. It was later revealed that Woodward was a Naval intelligence briefer to the White House and knew many

insiders including General Alexander Haig. A high-level source told Bernstein,

"One journalist is worth twenty agents."

CFR/Trilateralist Katharine Graham, in a 1988 speech given to senior CIA employees at

Agency headquarters said,

"We live in a dirty and dangerous world.

There are some things the general public does not need to know and shouldn't.

I believe democracy flourishes when the government can take legitimate steps

to keep its secrets and when the press can decide whether to print what it knows."

Maybe that's another reason why folks get the impression that a

suspicious agenda lurks behind the headlines.

One of the primary reasons John F. Kennedy was assassinated had to do with the fact he dared to interfere in the framework of power. Kennedy was intent on exercising his ELECTED powers and

There were four things that filled the CIA with rage and sealed his fate; JFK fired Allen Dulles, was in the process of founding a panel

to investigate the CIA's numerous crimes, put a damper on the breadth and scope of the CIA, and limited their ability to act under National Security Memoranda 55.

There is such an overwhelming amount of information pertaining to the CIA that it is impossible to

that the media is not only influenced by

Many Americans think of their supposedly free press as a

watchdog on government, mainly because the press itself

shamelessly promotes that myth.

One of the first tenets for the control of a population is to control

all sources of information the population receives and mostly

because of the pervasive CIA and Operation Mockingbird, the

mainstream American Press is a controlled multi-national

corporate/government megaphone.

They are up to their eyeballs in dirty deeds and there will never be an end to the corruption that prevails unless the CIA is abolished. Otherwise, the CIA will just keep on using their tricks of propaganda, stuffed ballot boxes, purchased elections, extortion, blackmail, drug trafficking, sexual intrigue, kidnapping, beating, torture, intimidation, economic sabotage, false stories about opponents in the local media, infiltration and disruption of opposing political parties, demolition and evacuation procedures, death squads, and politically motivated assassinations.

The CIA is the epitome of organized crime run amuck!

The ceramic plates in vests now worn by the majority of troops in Iraq cover only some of the chest and back. In at least 74 of the 93 fatal wounds that were analyzed in the Pentagon study of marines from March 2003 through June 2005, bullets and shrapnel struck the marines' shoulders, sides or areas of the torso where the plates do not reach.

Thirty-one of the deadly wounds struck the chest or back so close to the plates that simply enlarging the existing shields "would have had the potential to alter the fatal outcome," according to the study, which was obtained by The New York Times.

For the first time, the study by the military's medical examiner shows the cost in lives from inadequate armor, even as the Pentagon continues to publicly defend its protection of the troops.

Officials have said they are shipping the best armour to Iraq as quickly as possible. At the same time, they have maintained that it is impossible to shield forces from the increasingly powerful improvised explosive devices used by insurgents in Iraq. Yet the Pentagon's own study reveals the equally lethal threat of bullets.

The vulnerability of the military's body armor has been known since the start of the war, and is part of a series of problems that have surrounded the protection of American troops. Still, the Marine Corps did not begin buying additional plates to cover the sides of their troops until September, when it ordered 28,800 sets, Marine officials acknowledge.

The Army, which has the largest force in Iraq, is still deciding what to purchase, according to Army procurement officials. They said the Army was deciding among various sizes of plates to give its 130,000 soldiers, adding that they hoped to issue contracts this month.

Additional forensic studies by the Armed Forces Medical Examiner's unit that were obtained by The Times indicate that about 340 American troops have died solely from torso wounds.

Military officials said they had originally decided against using the extra plates because they were concerned they added too much weight to the vests or constricted the movement of soldiers. Marine Corps officials said the findings of the Pentagon study caused field commanders to override those concerns in the interest of greater protection.

"As the information became more prevalent and aware to everybody that in fact these were casualty sites that they needed to be worried about, then people were much more willing to accept that weight on their body," said Maj. Wendell Leimbach, a body armor specialist with Marine Corps Systems Command, the corps procurement unit.

The Pentagon has been collecting the data on wounds since the beginning of the war in March 2003 in part to determine the effectiveness of body armor. The military's medical examiner, Dr. Craig T. Mallak, told a military panel in 2003 that the information "screams to be published." But it would take nearly two years.

The Marine Corps said it asked for the data in August 2004; but it needed to pay the medical examiner $107,000 to have the data analyzed. Marine officials said financing and other delays had resulted in the study's not starting until December 2004. It finally began receiving the information by June 2005. The shortfalls in bulletproof vests are just one of the armor problems the Pentagon continues to struggle with as the war in Iraq approaches the three-year mark, The Times has found in a continuing examination of the military procurement system.

The production of a new armored truck called the Cougar, which military officials said had so far withstood every insurgent attack, has fallen three months behind schedule. The small company making the truck has been beset by a host of production and legal problems.

Meanwhile, the Pentagon is still relying on another small factory in Ohio to armor all of the military's principal transport trucks, the Humvee, and it remains backlogged with orders.
The factory, owned by Armor Holdings, increased production in December after reports in
The Times about delays drew criticism from Congress. But the Marine Corps said it was
still waiting for about 2,000 of these vehicles to replace other Humvees in Iraq that are
more lightly armored, and did not expect final delivery until June.

This Is How the New York Times Supports Our Troops?

Once again an article in the New York Times has put our troops at risk and potentially damaged their morale. In an article published on January 6, 2005, called Extra Armor Could Have Saved Many Lives, Study Shows reporter Michael Moss reveals a secret Pentagon study shows that "at least 80 percent of the marines who have been killed
in Iraq from wounds to their upper body could have survived if they had extra body armor." If the study was secret, why is the New York Times publishing the results?
The real story here is that there are traitors in our government leaking top secret documents to the press.

The article goes into great detail about the inadequacy of the armor available to soldiers and what parts of their bodies are vulnerable. Now any terrorist with a subscription to the New York Times will know where to shoot. And how do you think soldiers who read this article are going to feel? At a time when the conduct of the
war is coming under increasing criticism, our brave soldiers don't need their morale further damaged by reporters
with 20/20 hindsight. Is the phrase "Support Our Troops" just empty words to liberals in the media?

The article seems to imply that because it took a year for the Pentagon to pay for the data to be analyzed because
of funding problems that somehow the government is to blame for the armor not being up to par. The article also
says there is a backlog in production of humvees with special armor, which are also expensive to make. Of course,
no one could have predicted that the war would last more than a few weeks so the idea that the Pentagon should
pay for a lot of expensive armor and humvees that might never be needed is absurd. Instead of whining, many
soldiers and their families have simply paid for the armor themselves instead of waiting for a government handout.
Wal-Mart employees pay for their uniforms so what could be more American than soldiers paying for theirs? I don't suppose liberals would give up some of their precious social programs to pay for them. I suppose liberals think we
should rescind the tax cuts to pay for armor but it makes no sense to cripple our economy and destroy our way of
life when that is what our soldiers are dying for in the first place. All this quibbling and second-guessing is damaging
our ability to fight the war in Iraq. If liberals really want to support our troops they should shut up and get behind
our President.

Israel has not confirmed that it has nuclear weapons and officially maintains that it will not be the first country to introduce nuclear weapons into the Middle East. Yet the existence of Israeli nuclear weapons is a "public secret" by now due to the declassification of large numbers of formerly highly classified US government documents which show that the United States by 1975 was convinced that Israel had nuclear weapons.

History

Israel began actively investigating the nuclear option from its earliest days. In 1949, HEMED GIMMEL a special unit of the IDF's Science Corps, began a two-year geological survey of the Negev desert with an eye toward the discovery of uranium reserves. Although no significant sources of uranium were found, recoverable amounts were located in phosphate deposits.

The program took another step forward with the creation of the Israel Atomic Energy Commission (IAEC) in 1952. Its chairman, Ernst David Bergmann, had long advocated an Israeli bomb as the best way to ensure "that we shall never again be led as lambs to the slaughter." Bergmann was also head of the Ministry of Defense's Research and Infrastructure Division (known by its Hebrew acronym, EMET), which had taken over the HEMED research centers (HEMED GIMMEL among them, now renamed Machon 4) as part of a reorganization. Under Bergmann, the line between the IAEC and EMET blurred to the point that Machon 4 functioned essentially as the chief laboratory for the IAEC. By 1953, Machon 4 had not only perfected a process for extracting the uranium found in the Negev, but had also developed a new method of producing heavy water, providing Israel with an indigenous capability to produce some of the most important nuclear materials.

For reactor design and construction, Israel sought the assistance of France. Nuclear cooperation between the two nations dates back as far as early 1950's, when construction began on France's 40MWt heavy water reactor and a chemical reprocessing plant at Marcoule. France was a natural partner for Israel and both governments saw an independent nuclear option as a means by which they could maintain a degree of autonomy in the bipolar environment of the cold war.

In the fall of 1956, France agreed to provide Israel with an 18 MWt research reactor. However, the onset of the Suez Crisis a few weeks later changed the situation dramatically. Following Egypt's closure of the Suez Canal in July, France and Britain had agreed with Israel that the latter should provoke a war with Egypt to provide the European nations with the pretext to send in their troops as peacekeepers to occupy and reopen the canal zone. In the wake of the Suez Crisis, the Soviet Union made a thinly veiled threat against the three nations. This episode not only enhanced the Israeli view that an independent nuclear capability was needed to prevent reliance on potentially unreliable allies, but also led to a sense of debt among French leaders that they had failed to fulfill commitments made to a partner. French premier Guy Mollet is even quoted as saying privately that France "owed" the bomb to Israel.

On 3 October 1957, France and Israel signed a revised agreement calling for France to build a 24 MWt reactor (although the cooling systems and waste facilities were designed to handle three times that power) and, in protocols that were not committed to paper, a chemical reprocessing plant. This complex was constructed in secret, and outside the IAEA inspection regime, by French and Israeli technicians at Dimona, in the Negev desert under the leadership of Col. Manes Pratt of the IDF Ordinance Corps.

Both the scale of the project and the secrecy involved made the construction of Dimona a massive undertaking. A new intelligence agency, the Office of Science Liasons,(LEKEM) was created to provide security and intelligence for the project. At the height construction, some 1,500 Israelis some French workers were employed building Dimona. To maintain secrecy, French customs officials were told that the largest of the reactor components, such as the reactor tank, were part of a desalinization plant bound for Latin America. In addition, after buying heavy water from Norway on the condition that it not be transferred to a third country, the French Air Force secretly flew as much as four tons of the substance to Israel.

Trouble arose in May 1960, when France began to pressure Israel to make the project public and to submit to international inspections of the site, threatening to withhold the reactor fuel unless they did. President de Gaulle was concerned that the inevitable scandal following any revelations about French assistance with the project, especially the chemical reprocessing plant, would have negative repercussions for France's international position, already on shaky ground because of its war in Algeria.

At a subsequent meeting with Ben-Gurion, de Gaulle offered to sell Israel fighter aircraft in exchange for stopping work on the reprocessing plant, and came away from the meeting convinced that the matter was closed. It was not. Over the next few months, Israel worked out a compromise. France would supply the uranium and components already placed on order and would not insist on international inspections. In return, Israel would assure France that they had no intention of making atomic weapons, would not reprocess any plutonium, and would reveal the existence of the reactor, which would be completed without French assistance. In reality, not much changed - French contractors finished work on the reactor and reprocessing plant, uranium fuel was delivered and the reactor went critical in 1964.

DIA Estimate For Israeli Nuclear Weapons

Excerpt from 160-page secret DIA report, first disclosed and reproduced in Rowan Scarborough, Rumsfeld's War (Regnery, 2004), pp. 194-223.

The United States first became aware of Dimona's existence after U-2 overflights in 1958 captured the facility's construction, but it was not identified as a nuclear site until two years later. The complex was variously explained as a textile plant, an agricultural station, and a metallurgical research facility, until David Ben-Gurion stated in December 1960 that Dimona complex was a nuclear research center built for "peaceful purposes."

There followed two decades in which the United States, through a combination of benign neglect, erroneous analysis, and successful Israeli deception, failed to discern first the details of Israel's nuclear program. As early as 8 December 1960, the CIA issued a report outlining Dimona's implications for nuclear proliferation, and the CIA station in Tel Aviv had determined by the mid-1960s that the Israeli nuclear weapons program was an established and irreversible fact.

United States inspectors visited Dimona seven times during the 1960s, but they were unable to obtain an accurate picture of the activities carried out there, largely due to tight Israeli control over the timing and agenda of the visits. The Israelis went so far as to install false control room panels and to brick over elevators and hallways that accessed certain areas of the facility. The inspectors were able to report that there was no clear scientific research or civilian nuclear power program justifying such a large reactor - circumstantial evidence of the Israeli bomb program - but found no evidence of "weapons related activities" such as the existence of a plutonium reprocessing plant.

Although the United States government did not encourage or approve of the Israeli nuclear program, it also did nothing to stop it. Walworth Barbour, US ambassador to Israel from 1961-73, the bomb program's crucial years, primarily saw his job as being to insulate the President from facts which might compel him to act on the nuclear issue, alledgedly saying at one point that "The President did not send me there to give him problems. He does not want to be told any bad news." After the 1967 war, Barbour even put a stop to military attachés' intelligence collection efforts around Dimona. Even when Barbour did authorize forwarding information, as he did in 1966 when embassy staff learned that Israel was beginning to put nuclear warheads in missiles, the message seemed to disappear into the bureaucracy and was never acted upon.

Nuclear Weapons Production

In early 1968, the CIA issued a report concluding that Israel had successfully started production of nuclear weapons. This estimate, however, was based on an informal conversation between Carl Duckett, head of the CIA's Office of Science and Technology, and Edward Teller, father of the hydrogen bomb. Teller said that, based on conversations with friends in the Israeli scientific and defense establishment, he had concluded that Israel was capable of building the bomb, and that the CIA should not wait for an Israeli test to make a final assessment because that test would never be carried out.

CIA estimates of the Israeli arsenal's size did not improve with time. In 1974, Duckett estimated that Israel had between ten and twenty nuclear weapons. The upper bound was derived from CIA speculation regarding the number of possible Israeli targets, and not from any specific intelligence. Because this target list was presumed to be relatively static, this remained the official American estimate until the early 1980s.

The actual size and composition of Israel's nuclear stockpile is uncertain and the subject of many - often conflicting - estimates and reports. It is widely reported that Israel had two bombs in 1967, and that Prime Minister Eshkol ordered them armed in Israel's first nuclear alert during the Six-Day War. It is also reported that, fearing defeat in the October 1973 Yom Kippur War, the Israelis assembled 13 twenty-kiloton atomic bombs.
Israel could potentially have produced a few dozen nuclear warheads in the period 1970-1980, and is thought to have produced sufficient fissile material to build 100 to 200 warheads by the mid-1990s. In 1986 descriptions and photographs of Israeli nuclear warheads were published in the London Sunday Times of a purported underground bomb factory at the Dimona nuclear reactor. The photographs were taken by Mordechai Vanunu, a dismissed Israeli nuclear technician. His information led some experts to conclude that Israel had a stockpile of 100 to 200 nuclear devices at that time.

By the late 1990s the U.S. Intelligence Community estimated that Israel possessed between 75-130 weapons, based on production estimates. The stockpile would certainly include warheads for mobile Jericho-1 and Jericho-2 missiles, as well as bombs for Israeli aircraft, and may include other tactical nuclear weapons of various types. Some published estimates even claimed that Israel might have as many as 400 nuclear weapons by the late 1990s. We believe these numbers are exaggerated, and that Israel's nuclear weapons inventory may include less than 100 nuclear weapons. Stockpiled plutonium could be used to build additional weapons if so decided.

Estimates for Israel's nuclear weapons stockpile range from 70 to 400 warheads. The actual number is probably closer to the lower estimate. Additional weapons could probably be built from inventories of fissile materials.

The Dimona nuclear reactor is the source of plutonium for Israeli nuclear weapons. The number of nuclear weapons that could have been produced by Israel has generally been estimated on the basis of assumptions about the power level of this reactor, combined with estimates for the number of delivery vehicles (aircraft, missiles) assigned a nuclear mission.

Information made public in 1986 by Mordechai Vanunu indicated that at that time, weapons grade plutonium was being produced at a rate of about 40 kilograms annually. If this figure corresponded with the steady-state capacity of the entire Dimona facility, analysts suggested that the reactor might have a power level of at least 150 megawatts, about twice the power level at which is was believed to be operating around 1970. To accommodate this higher power level, analysts had suggested that Israel had constructed an enlarged cooling system. An alternative interpretation of the information supplied by Vanunu was that the reactor's power level had remained at about 75 megawatts, and that the production rate of plutonium in the early 1980s reflected a backlog of previously generated material.

The constraints on the size of Israel's stockpile include several potential variables, several of which are generic to any nuclear weapons program. The Dimona reactor may have operated an average of between 200 and 300 days annually, and produced approximately 0.9 to 1.0 grams of plutonium for each thermal megawatt day. Israel may have use between 4 and 5 kilograms of plutonium per weapon [5 kilograms is a conservative estimate, and Vanunu reported that Israeli weapons used 4 kg].

The key variable that is specific to Israel is the power level of the reactor, which is reported to be at least 75 MWt and possibly as high as 200 MWt. New high-resolution satellite imagery provides important insight this matter. The imagery of the Dimona nuclear reactor was acquired by the Public Eye Project of the Federation of American Scientists from Space Imaging Corporation's IKONOS satellite. The cooling towers associated with the Dimona reactor are clearly visible and identifiable in satellite imagery. Comparison of recently acquired commercial IKONOS imagery with declassified American CORONA reconnaissance satellite imagery indicates that no new cooling towers were constructed in the years between 1971 and 2000. This strongly suggests that the reactor's power level has not been increased significantly during this period. This would suggest an annual production rate of plutonium of about 20 kilograms.

Based on plausible upper and lower bounds of the operating practices at the reactor, Israel could have thus produced enough plutonium for at least 100 nuclear weapons, but probably not significantly more than 200 weapons.

Some type of non-nuclear test, perhaps a zero yield or implosion test, occurred on 2 November 1966 [possibly at Al-Naqab in the Negev]. There is no evidence that Israel has ever carried out a nuclear test, although many observers speculated that a suspected nuclear explosion in the southern Indian Ocean in 1979 was a joint South African-Israeli test.
