In a 4-1 decision, the justices upheld a 2001 ruling by a state Supreme Court judge who said the state's education funding system shortchanges the mostly minority population in city schools, who have the most need and the highest costs but receive the lowest per-student funding in the state. That decision was overturned by a state appeals court last year. The court has now given legislatorsMone year to revamp the way education money is divided.
“This is a victory for all New Yorkers,” said City Councilman Robert Jackson, who started the fight in 1991 as a parent leader in Washington Heights. “No matter where you are no matter whether you are in public school or private school. It sets the minimum standards for everyone.” "It recognizes the high costs that are associated with doing business in the city and says those children are entitled to an education that is comparable to other children around the state,” said Assembly Speaker Sheldon Silver.
“We have to figure out how to get the necessary resources to make sure that that happens."
Governor George Pataki said lawmakers have been working for a long time to ensure the system is fair.
“This lawsuit began long before I was the governor, when New York City was shortchanged and wasn’t getting an adequate percentage of resources,” said Pataki.
“We worked very hard to change that, and we'll continue to work hard to change it."
The governor has maintained the issue should be left to the state to resolve, not the courts. But under the ruling, the court ordered the state legislature to: determine the actual cost of a high school education in New York City; provide the resources to provide that education and hold the state accountable; create a system to ensure the funds are used properly, or face court intervention.
The Campaign for Fiscal Equity sued the state in 2001, seeking a complete overhaul of its education budget.
The suit, which was backed by the city, claimed one-third of the city's elementary students are functionally illiterate, and 40 percent of ninth graders never graduate.

The Pre-trembling of a house that falls
In my most recent paintings I have been tracing projections from photographs that I take of the infrastructure of New York City. They are pictures of scaffolds, water towers, high rise construction - pieces of a simultaneously ascending and crumbling city which I then re-form as part of a fractured landscape. What is left ranges from a scattering of shards to suggestions of windows, detached from supports, untethered beams, and brush strokes or passages of color that create space or reinforce the chaos of collapse. The projections have allowed the paintings a more specific and personal narrative, as pieces of my immediate environment are incorporated. It becomes a heightened and altered representation of the literal space in which I exist, amplifying the beauty, loss and suspense of a changing place. This series of paintings takes its title from a line in a Galway Kinnell poem "the pre- trembling of a house that falls."

I ask myself, why am I doing this? I’m doing fine without having a workshop and revealing all my secrets. I sure don’t need the money. Friends have said to me, "Aren’t you worried people will try to paint just like you and copy your work?" That doesn’t matter to me. One thing I have learned over the years is that there will always be someone less skilled than me and always someone better. I can only compete with myself and I see these workshops and teaching opportunities as another step in my growth as an artist. There is something about teaching what I know and expressing myself to students that I find invigorating.
In my own development I have been through four years of art school and have endured countless so-called art professors. I have been disappointed time and time again by their lack of practical teaching. I did come across a couple of teachers who set me on the path to "enlightenment". One particular thought that made a big difference in my growth was the idea that, "One good art book is worth at least two years of study in any art school." I believe this to be true and hope that my workbook will have such an effect on my students.
When I was a new art student at the university, after only a few days the professor pulled me aside and said, "You remind me of Michael Coleman. You don’t listen to a thing I say!" I have since looked at that remark as a compliment. The fact was that I did listen to every word he said. I just chose to either accept or reject it. I don’t like nor dislike western or wildlife art. What has impressed me with Michael is his determination to do it his way and on his own terms. He paints to please himself and is not swayed by what others define as acceptable. I expect my students to be critical of all I teach. Take what you find helpful and throw out the rest! This is your artistic journey, so don’t feel you have to be pinned down to any set rules. I will show you what works for me. Be your own artist.
Over time I have developed a method of teaching which I believe can bring a student from a complete novice to a competent professional level as an artist. I know there are people who believe you are either born with the "gift" or you are not. I don’t believe that for a second. Some may have an inclination to do this, but one’s desire and passion is what will inevitably strengthen your talent. Knowledge is power but the passion for your art will lead you to greatness. One last word--- I will endeavor to teach you everything I know except for one thing---"The Grand Master Secret." This is the most important principle I can teach, but I am cautious to whom I reveal it. I have had only a handful of students who have solved the code in the back of the workbook. I truly believe it is the key to knowledge. I hope you grab hold of what is within your reach! Your artistic development is my passion for teaching.

Miami Beach is where neon goes to die. Satire is tragedy plus time. You give it enough time, the public, the reviewers will allow you to satirize it. Which is rather ridiculous, when you think about it. The "what should be" never did exist, but people keep trying to live up to it. There is no "what should be," there is only "what is". The only honest art form is laughter, comedy. You can't fake it... try to fake three laughs in an hour - ha ha ha - ha ha ha - they'll take you away, man. You can't. The only truly anonymous donor is the guy who knocks up your daughter. The role of a comedian is to make the audience laugh, at a minimum of once every fifteen seconds. There are never enough "I Love You"'s.

Saturday, 28 November 2009 21:25 The unnamed official told news agencies on Saturday that the United Arab Emirates' wealthy capital would "pick and choose" how to assist its debt-laden neighbour.
"We will look at Dubai's commitments and approach them on a case-by-case basis," the official told the Reuters news agency by telephone, adding: "It does not mean that Abu Dhabi will underwrite all of their debts."
Dubai's crisis exploded on Wednesday when the emirate, known for opulent lifestyles and the world's tallest building, said it would delay payment on debt issued by Dubai World, triggering panic among investors and driving global markets down.
Selective assistance
Abu Dhabi's selective assistance for companies in "Dubai Inc", a network of quasi-sovereign industries, instead of blanket assistance, is likely to disappoint many investors who assumed the city would provide a safety net for its neighbour.
The official, who declined to be identified because he is not authorised to speak to the media, said: "Some of Dubai's entities are commercial, semi-government ones. Abu Dhabi will pick and choose when and where to assist."
At stake is the $59bn in debt held by Dubai World, the holding company, and Nakheel, its property arm, known for building palm-shaped islands for wealthy celebrities.
On Friday, stocks from Tokyo to Mumbai reacted badly to news of lenders' exposure in the firms that built artificial island housing developments in the Gulf emirate.
Banks in Asia and Europe were quick to distance themselves from Dubai, and shares on the Hang Seng Index in Hong Kong plunged 3.45 per cent after the morning session, down 765.28 points to 21,445.13 as a result of the panic.
European stocks fell to lows not seen since May and bonds jumped after the restructuring was announced.
Dubai, part of the oil-exporting UAE, said on Wednesday it would ask Dubai World creditors and Nakheel to agree to a standstill on billions of dollars of debt as a first step towards restructuring.
'Considerable challenges'
Alia Moubayed, a senior economist at Barclays Capital in London and author of the Dubai Debt Problem report, said the "challenges Dubai is facing are considerable".
"The sources of financing, however, at this stage are ... the extent of the Abu Dhabi support that's likely to come through," she told Al Jazeera.
Moubayed said resolving the cirisis would also depend on the "the ability of the Dubai government to come up with a clear plan in terms of what it wants to do to restructure its institutions and the debts related to that".
"Dubai has been successful in rolling over a significant amount of debt - around $6bn to $10bn over the last few months and has been able to raise another $2bn," she said.
"The
question of course - and this is where the vulnerability lies - is: How
will it be able to refinance another $25bn to $30bn, or even more that's maturing in the next 18 months to two years?"
But Brian Caplen, editor of The Banker magazine, said that Dubai's debt default was far smaller than the losses seen in the wake of the US sub-prime mortgage crisis in 2007.
"They say that European banks hold about $40bn worth of exposure to Dubai - about half the total debts of the emirate. But I think you have to put that in context," he said.
"Don't forget the exposure to toxic assests during [the sub-prime] mortgage crisis was $1,000bn. So, this is actually quite small in the context of the world crisis that we have seen over the last year or so."
India's central bank governor said an assessment of the impact of Dubai's debt problems was needed before deciding on a response.
"We should not react to instant news like this. One lesson of the crisis is that we must study the developments, and I think we must measure the extent of the problem there and how it impacts India," Duvvuri Subbarao said in Hyderabad, India.
"I have requested my officials to study this and, if necessary, we will certainly communicate in the public about what the implications likely are."
Veritable default
The cost of insuring Dubai's debt surged on Thursday following the government's announcement.
Dubai's five-year credit default swaps - the insurance against its credit risk - rose to almost 470 basis points, a rise of 30 base points on the previous session's close, CMA Datavision, a London-based market analysis group, said.
"Dubai isn't doing risk appetite any favours at all and the markets remain in a vulnerable state of mind," Russell Jones, the head of fixed-income and currency research in London at RBC Capital Markets, told the Bloomberg website.
"We're still in an environment where we're vulnerable to financial shocks of any sort and this is one of those," he said.
Caplen, of The Banker, said that while Dubai has some tough challenges in the short term, it can recover with sufficient planning.
"It is going to be very tough for Dubai in the next six months to a year, that's for sure. What the markets have been reacting to is the shock and the mystery; they hate being put into this position of not knowing," he said.
"But I think that when the dust has settled it will be possible for Dubai to put together a credible restructing plan and, slowly, it will be able to go back to its strategy. Which I think is the right one - to diversify away from oil towards tourism and a financial and trading centre. Those are the strengths."

No matter which Moroccan city you head to, you are bound to be met by magical beauty. While Morocco is part of the African continent,
it is not like the rest of Africa, nor is it typical of the
Mediterranean that lies to its north. Morocco remains a transit point between Africa and Europe.
Morocco’s
connection to Europe lies in the Straits of Gibraltar. The Moroccan
city of Tangiers looks over these straits and is the closest city
to Europe on the whole continent of Africa. Until 1956, this city had a
special international status and was managed by representatives from various nations present in the city. At that time, the language spoken in Tangiers was Spanish. Over the years, some of the strength of Spanish has waned, but it is still a fact that the well-educated of Tangiers speak not only Arabic and French, but also Spanish. So there really are three languages spoken in Tangiers!
As it spread successfully through North Africa, Islam was stopped from heading north only by the waters of the Atlantic Ocean. One Muslim commander, Uqba ibn Nafi, rode his horse up to chest-high waters and said, “God, had you not placed this sea before me, I would make sure your name was known on the other sides of these waters.” It was Uqba ibn Nafi who arrived in Morocco in
686, bringing Islam with him. And later, it was one of Musa ibn
Nusayr’s commanders, Tariq ibn Ziyad, who came to Morocco and crossed the Straits of Gibraltar, entering Spanish lands and setting the foundation for the Andalusian Islamic state, which would then last for another eight centuries.
Charming Tetouan
One city near Tangiers which is not well known, but which deserves a visit, is the small city of Tétouan. Tétouan lies near Tangiers and gives visitors the opportunity to see classical Moroccan homes with spacious courtyards. We toured one of these historic homes and saw rooms which surrounded a courtyard with a constantly running fountain in the middle. Though these sorts
of fountains with running water are found in nearly all the old homes
in this old city, no one quite knows what the source of the water is. The source of the water system for the city was never a known bit of information, as people wanted to prevent city
enemies from trying to poison the city’s water. And so the real truth
of the matter went to the grave with the architects of these fountains and homes, and still, no one in Tétouan knows. And yet, for centuries now, the water has flowed uninterrupted from the beautiful old fountains of the city.

Another detail that strikes the eye in the old homes of Tétouan is the gorgeous tiling on the walls. Most of the homes here are built
so that the rooms on the first floor are meant for hosting guests,
while the second floor is where the bedrooms are. The inner
courtyards are meant for relaxation, while the light that flows through
the second floor opening for the courtyard is used to illuminate the home. It is important to note that Tétouan is a city that people still reside in.
It
is also a city that boasts a wide variety of handicrafts: plasterwork,
tiling, handiwork and fabrics. You will see many examples of
beautiful plasterwork on the walls and ceilings of homes in Morocco. It
is said that truly talented plasterers would make only about
20 centimeters of headway per day on their plasterwork if they really
were trying to turn out a memorable masterpiece. Of course, you really only appreciate how difficult this job must have been when you see the work up close.
The shore of the Atlantic Ocean, Tangiers
Another painstaking handicraft is the tiling you will see in Morocco. The tiles here have been baked, painted and then arranged into stunning designs.
Another
interesting aspect of a city such as Tétouan, which despite its
touristic attractions has not lost its traditional way of life, is
the sheer variety in architectural types; you will see not only
Islamic, but also French, Spanish and African traces in the structures here.
Since Morocco gained its independence, no more colonial powers rule
here, though there are some small spots in the country under
Spanish rule. One of these is the small city of Ceuta, which lies on
the Mediterranean and where you will notice that Spanish is being spoken. Another such city is the Spanish-run city of Melilla.

According to the guide, there are some 1.3 million Muslims in Spain.
Moroccans, Algerians, Pakistanis and Senegalese make up the majority of Muslims in the southern European country.
Past estimates usually put the number at about at 1.5 million out of a total population of 40 million.
The guide, released by the Arab House Institution of the Immigration Ministry, shows that there are 300,000 Muslims in the north-eastern province of Catalonia, making up the bulk of Muslim population in Spain.
The southern province of Andalusia is home to 120,000 Muslims, followed by the capital Madrid with 80,000.
The cover of the guide features an immigrant working woman, an Islamic architecture and a researcher conducting a scientific research.
Mosques
The official guide shows that there are nearly 400 mosques and prayer rooms in Spain.
It lists only 13 big mosques and Islamic centers across the southern European country.
"More grand mosques should be built to cater for Spanish Muslim worshippers," MP Mohamed El-Shayeb told http://www.IslamOnline.net commenting on the guide.
Building stately mosques has become a mission impossible for many Spanish Muslims.
In the southern city of Seville, Muslims have been trying for years to build a stately mosque but in vain. Efforts by Catalonia Muslims to build a grand mosque have also hit a stalemate over opposition from locals. Shayeb also called for reforming the Islamic Commission of Spain to better represent Muslims. "It's important for Muslims to feel that they are part and parcel of Spanish society."
Islam is the second religion in Spain after Christianity and has been recognized through the 1967 law of religious freedom.

Psychiatrist Selçuk Candansayar: Constitution harms our mental health Psychiatrist Professor Selçuk Candansayar from Gazi University says the mental health of society is harmed by the current Constitution and that in order to protect it, Turkey needs a new constitution.
Professor Selçuk Candansayar, chairman of the Individual and Social Mental Health Association and a columnist with the Birgün
daily, is a psychiatrist working to prevent violence against women.
Candansayar thinks that as modernity increases, so does violence against women, and speaking on social changes in Turkey, says ‘being an individual has nothing to do with being selfish, as is often misunderstood in Turkey’
Mental health and the Constitution
“In order to protect our mental health, we need a new constitution -- one that defines the rights, freedoms and responsibilities of
the citizens of this country. The existing Constitution harms our
mental health. In any case, the Constitution’s aim was to do just that. The Sept. 12 [1980] coup harmed many things, but mostly our souls,” he says.
According
to him, asking for empathy between rival political groups is not useful
but is also proof of the bankruptcy of the state mechanisms, including the Constitution, which is supposed to regulate the political realm.
“Turkey does not need empathy but a new constitution. Empathy is possible between two people, but not necessary between two rival political groups. Why should they have empathy for each other? You can neither solve social problems through empathy nor can you expect mental health workers to solve these problems. Such an attitude does not befit a democracy. Democracy does not
mean rival groups having feelings of empathy for each other. Instead,
it involves parties continuing their fight within a state of law and by following the rules of democracy. I think empathy has often been misused,” he underlines.
When asked about the psychological dimension of the democratization process launched by the government to solve Turkey’s Kurdish question, Candansayar says it all depends on the aim of the process. “If
it is only to reshape the Middle East and pursue new energy routes and
reassessments of power, this is one thing; but, if it really aims
to introduce more democratization, then psychiatry has a lot to do with
this, though we should keep in mind that social clashes cannot be solved by psychiatrists,” he says.
Candansayar adds that the Kurdistan Workers’ Party (PKK) will come down from the mountains and that it had always thought it was
not given the right to exist, while those who lived under the threat of
PKK violence always thought they would be exterminated by the PKK. Both groups have been told to live together now, and it is not easy to do that.
“If
such a situation exists, blame should be put on those who governed this
country during the last 25 years as well as on the PKK. If you
used to tell people they are a threat to each others’ existence but in
one day you change your discourse, it is not easy for the people
to adjust themselves. If the decision-makers are sincere about
democratization, if they really mean it, they have to consult psychiatrists.
Even very small and simple arrangements can be helpful to prevent
social clashes. This is why the health dimension of the process should be strengthened and the number of mental health sector workers should be increased. Furthermore, training programs for various segments of society have to immediately be implemented,” he explains.
Candansayar
is of the view that for the last 25 years, the people have only been
hearing from opinion and decision-makers who say the only way to solve the problems is through violence.
“One
side is saying it will continue its armed struggle until it enters into
a power-sharing agreement, while the other side talks about exterminating
every single person in the first group. It is no surprise, then, that a
society which listens to this discourse so frequently resorts to
violence as a way to solve problems. What is tragic is engaging in
violence and simultaneously and frequently using words of empathy. This is hypocrisy.”
‘Transition period brings many mental problems’ According
to Candansayar, the mental health of Turkish society is very much
affected by the period of transition through which it is passing.
He underlines that the process is overseeing a change from a
collectivist personality to an individualistic personality.
“In
collective communities, members only see themselves as extensions of
the community. Being an individual means drawing a border between
one’s self and the external world. In order to protect this border, one
must develop an ethic based on responsibilities. But for
collective personalities, the main source of ethics is outside each
individual member and can be religion or tradition. This does not
mean that individualistic personalities do not pay attention to these
sources, however. Furthermore, being an individual has nothing to do with being selfish, as is often misunderstood in Turkey.”
Candansayar
underlines that the human soul, comprising multiple layers, faces many
difficulties during this transition period from being collective to individualistic.
“The
transition is not always consistent and can result in identity and
gender crises as well as lifestyle problems. By lifestyle problems, I
mean the kind of job a person has, the kind of marriage they have and
the kind of behavior patterns they exhibit when it comes to other
people and the opposite sex. These details play a crucial role. In
rural societies, people often get married to someone from nearby. This
pattern can indeed be replicated in major cities because we’ve often
seen large parts of or entire villages moving to the same neighborhood
of a city and constructing a shantytown. In due time they move out of
these dwellings, but when they do so, life begins to change.
For example, fights between brides and their mothers-in-law are less
frequent because their houses are separate or they’ve moved away
from one another. All these transformations took place in Turkey very
quickly. People moved to the cities between 1960 and 1980 -- meaning within 20 years they moved from the village to live in the city.”
He also says it is impossible for people to adapt to this transformation and that this is why it is possible to witness a young university-educated couple fight over the bride’s dowry.
Candansayar underlines that this transformation captures the human soul and if coping strategies are not developed, depression settles in.
“We’ve recently witnessed many cases of depression. Another problem we see is post-traumatic stress disorder because this social change is in fact a trauma. A third common problem is anxiety because the future is extremely uncertain,” he says.
When it comes to coping mechanisms for these problems, he says protective and preventive services have not been developed and cites the fight against drug addiction as an example.
“If
you don’t want youngsters to use drugs, first let them assemble freely
and ensure their contribution to civil society. Open youth centers
in every neighborhood in which the youth can do sports, study and learn
a hobby. This will serve as a preventive measure. If the aim is to
prevent them from using drugs, it is not important if they are learning
chess or studying the Quran in these centers,” Candansayar says.
In
his view, municipalities have to enlist the assistance of psychological
experts to find out where to construct parks and youth centers.
“But
in Turkey this is not happening, and while therapy services are
improving, preventative services are not given any attention at all,” he stresses.
Candansayar points out that during the transition period, disadvantaged groups such as children, the elderly, the disabled and women became even more vulnerable. As an example, he cites an increase in violence against women.
According
to him, a firm policy is needed in the fight against violence towards
women. As a starting step, the understanding that violence against women will not be tolerated should be instilled in the public.
Second, Candansayar says violence against women should not be seen as a matter to be addressed by security forces but one with which the health system should be concerned.
“Those
who oppress women usually only let them go to a hospital or to a
doctor. If these women turn to a police station, this usually results
in negative consequences for the women. If healthcare providers are
trained in this matter, this will be of immense help to the women.
A system has to be established in which healthcare professionals can
detect women who are victims of violence. The next step should be
for hospitals to put in touch women who turn to them with security
forces and other social service institutions, such as shelters, to help them. We have in the past implemented such a program at Gazi University’s medical emergency department and trained personnel on how to talk with a woman who claims she fell down the stairs, for example. Within one year we were able to help around 360 women who were victims of violence.”
Turkish psychiatrists successful Candansayar underlines that one of the basic problems Turkish psychiatrists face is a lack of laws regulating their field of work.
He says the only authority able to restrict personal freedoms apart from the justice system is a psychiatrist, but no law as of yet regulates this authority.
“Psychiatrists
can make the decision to limit someone’s freedom as a requirement of
medical ethics, but this nonetheless is illegal to do. The lack of
regulations also opens this field to abuse. Health is a human right and
must therefore be regulated by law,” he says.
According
to Candansayar, the second problem that results from a lack of laws
regulating mental health institutions and professionals leads
to an ambiguity in authority of professions connected to the field of
psychology: psychiatrists, psychologists, psychological counselors and psychiatric nurses.
“Every
profession considers itself a psychiatrist, but this leads to harming
the patient. Many physical problems start as psychiatric problems, so if a person providing services is not a medical doctor, he or she might not notice physical problems.”
Candansayar
underlines that the Psychiatric Association of Turkey, which counts 99
percent of all Turkish psychiatrists as members, frequently
issues statements and gives ideas on what to do vis-à-vis specific
problems. The association says it is ready to do its best if asked for help, but notes that decision-makers pay no attention to it.
“Despite
all these problems, three international scientific magazines on
psychiatry originate from Turkey. Some Turkish psychiatrists even have to see 80 patients a day, but they do not give up on research and writing articles which are read and respected internationally. Considering these conditions, we can say that they are very successful.”

The
Scottish artists have perfected a system of laser scanning giant
monuments, ensuring the digital preservation of even their finest nooks
and crannies. They have already completely digitized Scottish landmarks
like Rosslyn Church and Stirling Castle. The team is also working in conjunction with CyArk, a non-profit dedicated to laser scanning 500 UNESCO world heritage sites.
The
artists use a specialized laser scanner that records 50,000 points per
second. They simply sweep the laser across the monument they're looking to digitize, and a receiver records the minute changes in range as points in 3-D space.
An
inventor, and co-founder of CyArk, created the process in the wake of
the Taliban's destruction of the giant Buddha statues in Bamiyan,
Afghanistan. Armed with precise measurements of monuments taken with
the laser device, engineers could reconstruct an exact replica of any site that suffers destruction similar to the Buddhas.
Of course, these scans do more than just provide a blueprint for future restoration. When combined with high-def 3-D graphics, the
library of images created with laser scanning could one create a basis
for virtual tours of the world's most impressive monuments.
Additionally,
the scanning of regular buildings with this technology would allow the
construction of incredibly detailed virtual cities. Placed on the Internet, users could roam these virtual cities or model the effects of new construction projects.

is incredible. The Oklahoma House of Representatives Education
Committee has just approved a bill that would essentially force
teachers to reward students with a passing grade for giving incorrect answers to science questions. All the kid has to say is, "Science is wrong. My Bible teaches otherwise."
and BANG, he gets an "A." The bill is expected to pass the
full House - where legislation that imposes religion on unwary
citizens is always looked upon kindly - and then travel to
the Senate. Authors of the new law describe it as
promoting freedom of religion in the public schools. But of
course it does the exact opposite.

2211 is identical to bills widely introduced into state legislatures
across the nation, where they have met various fates. Texas's
Legislature passed it, and Texas is experiencing serious problems as a
result. Liberty Legal Institute of Plano, Texas, a group of
fundamentalist Christian lawyers, drafted the bill and promoted to
legislatures, including Oklahoma's. It was not written by its
Oklahoma legislative "authors." The bill requires public schools
to guarantee students the right to express their religious viewpoints
in a public forum, in class, in homework and in other ways without
being penalized. If a student's religious beliefs were in
conflict with scientific theory, and the student chose to express those
beliefs rather than explain the theory in response to an exam question,
the student's incorrect response would be deemed satisfactory,
according to this bill. The school would be required to reward
the student with a good grade, or be considered in violation of the
law. Even simple, factual information such as the age of the earth
(4.65 billion years) would be subject to the student's belief, and if
the student answered 6,000 years based on his or her religious belief,
the school would have to credit it as correct.
When
Oklahoma kids leave school and go out into the REAL world, they'll
discover just how unprepared they are - and I suspect many of them will
resent the religious and political leaders who sacrificed their
education in order to promote a belief system based on fairy stories.

CHICAGO RECEIVING TEN SUPER PORTABLE GENERATORS

Chicago
is set to receive ten super portable electric generators. Shipped from
Canada, they are mounted on huge, low-boy flat-bed trucks, hurry-up
scheduled to be received just before the end of December, 1999. They
were ordered by Commonwealth Edison, the electric utility supplying
power to Chicago and a large part of Illinois.
In
public statements, Edison had previously announced they expect no
computer glitch problems. Some offer, however, a possible
less-than-sinister explanation. Edison has had serious power outages
throughout 1999. This escalated to the point that in August, 1999, a
large part of downtown Chicago was darkened for the better part of a
day. Firemen had to carry down elderly office workers and some in
wheelchairs from office towers forty stories high and more. Building
owners apparently had no back-up generators, figuring, perhaps, that
downtown power failure was unthinkable.
At the
time, Chicago Mayor Richard M. Daley held a press conference. Highly
agitated, what a downtown power failure means for Chicago as a business
center, the Mayor condemned Edison management and engineers as being
incompetent. (Many were shortly thereafter fired.) He said that Edison,
which has a franchise agreement with the City, has to call in competent
outside engineers to study the problem. The Mayor demanded quick
replacement of the electric transmission facilities supplying the
downtown. He pointed out that most of the equipment is 90 years old.
[Cynics say equipment that has lasted that long must have been well
built. And, besides which, it surely was designed to be operated
WITHOUT COMPUTERS. The electric cables supplying much of downtown are
more than 70 years old and may have deteriorated.}
The
major owner of Commonwealth Edison has been the Vatican through a Dutch
front, Robeco. As an absentee owner, many thousands of miles away,
perhaps the Pope is not concerned whether Chicago, a major Catholic
population center, does or does not have proper electric. [The Pope
also owns the waterworks in Rome which has had numerous problems.] Just
so a good dividend is paid on the electric company stock.
The
Mayor, a devout Catholic, may be planning to compel the Pontiff to dump
ownership of Edison onto a more local owner, such as municipal
ownership. In 1987, Daley's predecessor, the city's first black Mayor,
Harold Washington, was re-elected on a platform of bringing cheap
electricity to the Windy City. Mayor Washington was planning not to
re-new the city franchise with Edison then set to expire in 1989.
Harold said he would take over Edison's fossil fuel generators located
within the city, long since fully amortized, that is, paid for, and
supply juice for as little as ten dollars per month for the average
apartment.
Harold Washington said he found it
unnecessary to use Edison's expensive to operate nuclear electric
facilities, all located some distance from town. Before he could carry
out his plan, Mayor Washington was murdered with a poison cup of
coffee, the day before Thanksgiving, 1987. [Traditional Italian style
from the Middle Ages?] I angered the monopoly press with my public
statements, circulated through a recorded phone message on a sizeable
number of phone lines, giving specific details how the Mayor was
murdered. My phone lines at one point were taking in more than 500
calls per hour. The phone company demanded I withdraw the message,
claiming there was a huge back-up of as much as 30,000 calls waiting,
and was going to cause phone circuit failure to the entire Southeast
portion of Chicago where I reside. I refused, figuring if that happened
it might force the media monsters to begin telling the truth about the
murder.
The Vatican has owned several of the
major nuclear electric facilities in the U.S., Commonwealth Edison,
Florida Power, and a facility near the nation's capitol. This ownership
is illegal, since the Atomic Energy Act forbids foreign powers to own
nuclear facilities inside the U.S. An associate of mine had her power
arbitrarily cut off by Edison as a reprisal, after she petitioned the
Atomic Energy Commission to deny Edison a new license for an additional
nuclear electric facility, since Edison was owned by the Vatican, a
foreign power. The Vatican ownership became an issue in Court, and she
won a sizeable settlement from Edison. Eight major buildings downtown
Chicago reportedly are not concerned about any power black-out. Why?
Well, they reportedly have "atomic pigs" secretly installed in a
sub-basement. The compact, nuclear submarine-type mechanism is called
"atomic pig" because it is mounted on legs in a room 20 by 20 by 20
feet. Occupants of the office buildings have NOT been informed, on the
theory that they might be unnecessarily alarmed. Only a handful of
nuclear engineers in the U.S. who installed these mechanisms, are aware
of the construction details. The entrances to these sub-basement rooms
are some of the best kept secrets in the nation.

have been talking about these "atomic pigs" since 1975 when I was given
all the details by a former top technical advisor of the Pope who
wanted the data publicized since these buildings were in a way
competing with the Pope's electric company in Chicago. Also, I have
pledged absolute secrecy of the identities of the nuclear engineers who
confided details to me. Until recently, no one seemed interested in my
comments on this.]
Cynics claim the Pope is
inclined to put a curse on such buildings which dare stand in defiance
of his company's electric services. Will he ex-communicate the owners
if he finds they are members of his Church? Stay tuned.

year-old Juno MacGuff is the type of girl that beats to her own

learns that she's pregnant from a one-time sexual encounter with her
best friend, Paulie Bleeker. Juno and Paulie like each other, but
don't consider themselves to be exclusive boyfriend/girlfriend let
alone be ready to be a family complete with child. Although she would
rather not be pregnant, Juno is fairly pragmatic about her situation.
Although there, Paulie really leaves all the decisions about the
baby to Juno. Initially she decides that she will have an abortion, but
that's something that she ultimately cannot go through with. So
she decides to have the baby and give it up for adoption. But first she
has to tell her father, Mac, and stepmother, Bren, that she is pregnant.
Although they would have preferred if Juno was on hard drugs or
expelled from school, Mac and Bren too are pragmatic about Juno's
situation. The next step is to find prospective parents for the yet
unborn child. In the Pennysaver ad section, Juno finds Mark and Vanessa
Loring, a yuppie couple living in the suburbs. Juno likes the Lorings,
and in some respects has found who looks to be a kindred spirit in
Mark, with whom she shares a love of grunge music and horror films.
Vanessa is a little more uptight and is the one in the relationship
seemingly most eager to have a baby. On her own choosing, Juno enters
into a closed rather than open adoption contract with the Lorings
- meaning she will have no contact with the baby after she gives it up.
During the second and third trimesters of Juno's pregnancy
which she treats with care but detachment, Juno's relationships with
her family, with Paulie, and with the Lorings develop, the latter whose on the surface perfect life masks some hidden problems.

So far 585,567 views which makes it one of the most viewed News videos on YouTube Canada of all time. Currently, this video is the most discussed new video on YouTube Canada of all time. Police officers in Orange County, New York are having their guns fitted with pistol cameras, which show the view of the barrel and target. When an officer removes the gun from its holster, it starts recording. The resulting video will help justify lawful shootings, as well as aid in disciplining officers responsible for wrongful shots.

Having known numerous cops and lawyers , and some judges and their interns over the years, I see a lot of trouble convincing more than a small plurality of legislators and , even voters, to allow this.
All the Right Wing will collect to back police officers even to the pint where it is obvious they are using defeat of such laws to allow them to continue to commit criminal behavior.
Most cops would have been criminals but they didn't catch them in time. As a result, we have the same people acting as police who the police arrest and incarcerate. I am not sanguine about the possibility that any police ever will caught doing anything they have to fear for.

Wasp is a hand-launched, recoverable flying-wing UAV, which uses synthetic materials that act both as a battery and as main wing structure. It is waterproof, weighs only one pound and is recovered automatically by a horizontal landing on land or water. The UAV can fly for up to an hour, and is equipped with a GPS-based navigation system for fully autonomous missions. However, it can also be manually flown via the same remote control equipment, which is also used by other AeroVironment mini-UAVs, e.g. the FQM-151 Pointer, RQ-11 Raven, Puma and RQ-14 Swift. The Wasp's payload consists of forward and side-looking miniature EO (Electro-Optical) video cameras. Unfortunately, living in cities may prove to be incompatible with the super-empowerment of individuals and small groups offered by new technologies like smart machines, networks and genetic manipulation. Some comments worth thinking about:
Thanks to global interdependence, state-against-state warfare is far less likely than it used to be, and viable only against disconnected or powerless states. But the underlying processes of globalization have made us exceedingly vulnerable to nonstate enemies.
The mechanisms of power and control that states once exerted will continue to weaken as global interconnectivity increases. Small groups of terrorists can already attack deep within any state, riding on the highways of interconnectivity, unconcerned about our porous borders and our nation-state militaries.
These terrorists likeliest point of origin, and their likeliest destination, is the city. The first, and most general, standing order of any modern insurgency is simple... break networks...
the only caveat being: avoid breaking communications networks. These networks are small group enablers/catalysts, and enable the spread of social contagion virally.
All insurgent groups, regardless of their motivation, are allies by default. Every group that joins the insurgency, makes it stronger, even if it is ideologically antagonistic.
Most bio-terror experts seem to believe that a single clever microbiologist could probably already mod a virus to wipe out much of the population of a city and the technology for doing mods of this kind improves with each passing day.

This is a floating city designed to accommodate
100,000 persons.
7 kilometers long and 4 kilometers wide with the capacity to be mobile ,
grow its own food,produce its own electricity and,owing to it existing
beyond the 12 mile (20km) governmental jurisdiction boundaries, create
its own government, income system and tax base.
In essence, this mobile city becomes its own independent country .
The structural for the project is electrolytic concrete made from
seawater mineral salts that adhere to steel rebar submerged underwater
with a small amount of electrical current applied to the bar. Over a short
time the mineral salts form the seawater accretes onto the steel to form
a concrete material. The process is extremely inexpensive and produces
reinforced concrete suitable for creating structures. The structure is built
underwater and is then floated to the surface when completed.
By pumping air into chambers and sea water into others as ballast much
like a submarine. The hollow body elements can act as filters blocking
out sea life fish etc. and prepair Sea water for aditional treetment of
desalinasation and hidrogen fule cell production utalising CP
Conductive Polymer technology (un-proven at this time ). ED
The city utilizes several different types of electrical power generation.
Five Ocean Thermal Energy Convertion units are positioned at strategic
zones of the city to supply electricity. Banks of free-standing windmills and
PV, photovoltaic solar cells produce additional electricity.

We seem to be on the same wavelength.
A review of my files has turned up a couple of reasonable
technnologies that have the capability of creating very large, floating
foundations which, in aggregate, have the capabilities of:
a: being infinitely expandable
b. remaining stable, even in high seas (immune to wave motion)
c. responding to short and long-term changes in water depth
(due to tides, ice deposition from the East and or/West Antactica
depositions of ice or other major sources of such changes.)
These foundations can be used as bases upon which a series of
individual buildings can be constructed within an extended time
frame
The technologies referenced provide four useful functions:
1. A means for establishing a peripheral barrier that can serve
effectively as a 360 degree breakwater that can function during,
before or after water level changes.
2. A means for establishing a stable platform from which appropriate buoys
and weights can be launched for the activation of mechanisms for generating
electrical power from wave action.
3. A means for fabricating large, rigid platforms that can be used as individual
building foundations.
4. A means for supporting those platforms so that they will remain planar..i.e.
will not impart any twisting moments to structures erected upon them

I
have noticed over the last year or so, many earthquakes like to happen
at 10.0 km. Whether under water or on land. It is like the earth's
crust has this blanket on top that operates independent of the lower
layers. Some of our nastiest quakes occur at this depth, the earth's
blanket being shaken and tugged like Mother Nature is straightening out
the bed.

The
geology where this happened is interesting because it isn't all that
prone to earthquakes. Just last week, I noted there was a much gentler
earthquake right in New Orleans just when tornadoes were hitting that
poor city! The New Madrid Fault has been shaking a bit, lately. As if
it were trembling, waiting for something. Indeed, many things will happen now. About 100 years ago, there was a rash of activity in the Caribbean. One volcano belched poison fumes On
8th May 1902, Mt Pelée, in Martinique erupted. A glowing avalanche
(pyroclastic flow) from the eruption destroyed the town of St Pierre
and its 28,000 inhabitants. Only one person, a prisoner, survived.

In
1902, the Soufriere volcano in St Vincent erupted. The eruption began
on 6th May, 1902 and continued until 30th March, 1903. 1,565 people
were killed and extensive damage was done to agriculture in the areas
around the volcano. The Soufriere volcano erupted again in 1979.Between
2001,Kick'em Jenny also showed signs of activity which placed the
suronding islands on yellow alert. The poor prisoner was rescued. He made his living thereafter, appearing at theaters and carnivals.

I
was once cleaning out a theater's back rooms, back when I used to go on
stage, and I found a huge banner which was tattered and very old. "The
ONLY surivor of Mt. Pele! See him reenact historic event!" I used to
dance the works of the trio of famous American modern dancers, the
three women who created modern dance, Isadora Duncan, Loie Fuller and
Ruth St. Denis. St. Denis did this wonderful dance with 100 yds of
silk, called "Mt. Pele Erupts" which I drew above based on a very old
photo of this dance.

Since
the volcanoes haven't killed thousands in recent memory, we tend to
forget this daisy chain along the Caribbean/Atlantic subjunction zone.
|
|
In
the last three days, the earthquakes have been not only greater in
intensity but the ones along Central America have been very active,
too. This leads into the San Andreas rift zone quakes. This rift has
been onimously quiet the last year, a bad sign.
|
Obviously,
the Pacific Plate is shoving against Central America which is, in turn,
pinching the Caribbean Plate since the Atlanic, moving slower but just
as relentlessly, has been having quite a few 5+ earthquake events this
last six months. One can almost feel the earth bulging.
|
The
Super Volcano is in the news today, too. This is the mega monster that
heaves and sighs barely under the surface of the earth in Yellowstone.
It has been slithering around just under the surface a lot lately. From National Geographic: Molten rock flowing beneath Yellowstone has been causing the national park to rise and fall, scientists say.
|
Periodic uplifting and settling has occurred here over the last 15,000 years.
|
A
new model helps explain the latest episode of rapid surface rise and
increased geyser activity—from 1997 to 2003—in the volcanically active
region in the western United States. A number of gysers
have either returned into action or new ones have appeared. The fact
that the lava just under the surface has sighed back down except the
caldera walls are still heaving upwards, only means it is alive, not
safe at all. We can only guess at what is going on downstairs. The
latest images show the caldera's many rings quite clearly and one can
sense how the entire region breathes up and down with the lava's
movement, it is stunningly huge. Perhaps one can say, it is directly
affected by the California rift zone's own activities?

Geology
is not only a very exciting field, there is so little we know and of
course, understanding how the entire eco-interplanetary/interstellar
systems coexist and interact is life and death for us humans! Which
takes me back to all the cut backs in science that the GOP is
increasingly imposing upon us. This is beyond stupid, it can be fatal!

fly apart faster and faster until it all burns up and dissappears into
nothingness or rips apart suddenly because it is flying away faster and
faster thanks to mysterious "dark matter." This is just plain silly.

show is a $3 million production by NASA and the American Museum of
Natural History, where Mr. Emmart is the director of astrovisualization
at the Rose Center for Earth and Space. Narrated by Robert Redford, the
show provides a bold and colorful look at the universe — with colliding
stars, planets and even galaxies — based on theories and data collected
from 30 scientists around the world.

"There
can't be anything wrong, factually or visually, with anything about
this presentation," said Michael Shara, curator of astrophysics at the
museum. "It has to be consistent with what is being written in the
science journals." This show includes the future
Andromeda/Milky Way (that's us!) merger. Again and again, I wonder how
astronomers can swallow the BS about the universe expanding faster and
faster. This is pure lunacy. Funny, how the word for crazy uses the
image of the moon. While most of the presentation focuses
on the past, the show includes a preview of what scientists predict
will happen in two billion years: a collision between Earth's galaxy,
the Milky Way, and its nearest neighbor, Andromeda, that will create
one vast new galaxy.

"The two galaxies," Mr. Braun said, "are drifting toward each other right now."
According to my diagram, this is impossible. If everything is flying
apart, it can't be crashing together. There is no way we can cross
paths. Mapping the universe has shown clearly "strings" of matter.
Instead of a uniform field, the pesky stellar stuff likes to lump
itself along long lines leading to big globular clusters. The question
is, are these globular clusters sliding into each other, too?

Any
logical system should take a line of reasoning and run it to the
logical conclusion and if data doesn't match then the line of reasoning
is flawed.
|
|
Astronomy
is in crisis mode right now. To maintain older theories, reality has to
be tormented increasingly to the point of creating stuff out of whole
cloth which is fun and stupid. If there is an easy explanation for
something then most likely, that is the explanation!
|
So, if galaxies are falling INTO each other's gravity wells
and all smaller galaxies are falling into bigger galactic gravity wells
then this means the universe isn't shooting outwards at all, it is
FALLING INWARDS. The curve of space-time gives us the illusion of
falling outwards just like when one is in freefall going into a planet,
one thinks one is weightless even though one is very definitely falling
relentlessly. Space if full of such contrary-wise perceptions which is
why Einstein's understanding of relativity was such a brilliant
revelation.

I am no astronomer,
I was born at an observatory and grew up in them, quite literally, my
bedroom was in an observatory for a while, even. Not having to ever
have to take an exam, I never had to cough up and drill into my head,
standard theoretic stuff so I have nothing to loose to examine the
facts coming in and the facts are, ALL GALAXIES ARE IN FREE FALL!

And what is attracting all of them, the ultimate planet, so to speak, the thing causing this?
|
Gravity. Simple
gravity. The energy of the Big Bang has been expended and now
consolidation is going on as all the Big Bang stellar debrie is being
suctioned up by giant black holes. Look at our galaxy, looks like an
Electrolux vacuum cleaner, the dirty debrie circling down into the
center. Smaller galaxies being ripped apart as they slither down like
string or ribbon being devoured by the vacuum cleaner.

DARPA
is asking for scientists to develop nano tech devices that can be
inserted in pupas so the insect's nervous system will grow around these
devices turning insects into human-manipulated cyborgs. This technology
will end up enslaving humans too.

Facing
problems in its efforts to train insects or build robots that can mimic
their flying abilities, the U.S. military now wants to develop "insect
cyborgs" that can go where its soldiers cannot.

The
Pentagon is seeking applications from researchers to help them develop
technology that can be implanted into living insects to control their
movement and transmit video or other sensory data back to their
handlers.
In an announcement posted on government Web sites last
week, the Defense Advanced Research Projects Agency, or DARPA, says it
is seeking "innovative proposals to develop technology to create insect
cyborgs," by implanting tiny devices into insect bodies while the
animals are in their pupal stage.
Already, we train
dogs and dolphins to do dangerous work for us. During Gulf War II, the
Return of the Klutz, we used dolphins who nearly all immediately swam
away instead of looking for bombs. This frustrates the military which
wants mindless slaves who can still think but not have free will.
Nothing pisses off rulers more than free will. Except for maybe, free speech.
Right
now, in order to con humans into fighting and dying for the rulers,
they use propaganda. This is why an astonishing 82% of the soldiers in
Iraq believe that Saddam orchestrated 9/11! The blanket of propaganda
that covers the brains of these poor people is stifling enough to cut
off all oxygen rendering them into nearly helpless slaves. Except even
if they believe the false and deliberate lies the Pentagon force feeds
them, they still think we lost the war in Iraq and they still want to
come home.
To overcome this, the Pentagon wants to have total
control. This way, they will mindlessly march forwards and die.
Parasites are great at manipulating the minds and wills of their
victims. They will allow the victim to go about its business until the
parasite needs to have them self destruct in order to propogate the
parasite. Sometimes the parasite even grows appendages that mimic the
victim's shape while eating out the victim from the inside.
Sexual
diseases spread this way, too. They stimulate the sexual pleasure
sectors causing the victim to desire more frequent sex, merely
producing itchiness will cause the victim to spread the disease further
which is why humans are plagued by many different sexual diseases.
The
Pentagon secretly dreams of human cyborgs. Perhaps to do implantations
at birth or in utero or even to grow humans outside the female's body.
The lust to do this is very intense. Then one can think of the poor
cyborg as "nonhuman" like, 3/5ths human. They will look normal and
might even be given the right to "vote" which would be meaningless
since they will be manipulated from afar. They will be programmed to
torture or kill citizens without qualm. They will hail only whoever
runs the programming. Perhaps, only cyborgs will be allowed to run the
system, too. Indeed, the chances of them taking over is very high,
actually.
One paradox of absolute control is the controlling
device always takes over, in the end. Especially if it is
self-propogating. Many science fiction stories and TV shows are about
this, the most well-known are the cyborgs in the Star Trek universe. Before that, Japanese animators did stories about mindless hive aliens controlled by the Queen, of course.
Nano
technology holds many promises but many more dangers. I tend to feel
that the danger side hugely outweighs the positive side simply because
humans are devils and worship destructive gods that demand the death of
all living things or at least, the annihilation of will. Since I view
the animal world as one which I have to cleverly interact within,
persuading animals and plants to cooperate with my various schemes
because they benefit both of us, for example, requires cleverness and
some plotting on my part but then I get to enjoy the wide variety of
personality and the duel of wills makes me a better person since brute
force or inattention is exploited or resisted by everything the plant
or animal can muster.
To have something bad happen while using
Sparky, the horse, for example, and to have him come running back to
see if I am OK, nuzzling me, is marvelous. My dogs will fight fiercely
for me and even better, will come and stand next to me when called.
They can talk to me, for example. Ditto the cats.
Everyone
cooperates because they enjoy cooperation. Not because I control them.
This makes the household a joint enterprise which is spearheaded by the
human. The psychological pleasure this brings can't be estimated. It is
extremely high.
Humans manipulating slaves rot from the inside
out. It always makes them hearless and psychotic. They end up
destroying everything because they are bored and irritated. This is why
allowing humans to run things is a dangerous proposition. Asking us to
cooperate is good. Cyborgs are uniformly bad. They will end up ruling
us because they can be ruled.

I was much involved with another intentional community program back
in the early sixties.
I was living in ( XYZXYZ.) XYZXYZ appeared on BBC one evening and
proposed a "survival" community that might be organized somewhere in
the South Seas.
But that was long ago and far away. As I get ever closer to my 9th
decade (which begins within the next two years)...new adventures are still
intriguing..but I find that time is an increasingly precious commodity..so I
entertain them very selectively.
This summer my wife and I will be touring in XYZXYZ,XYZXYZ XYZXYZ,.
After our return at the end of August we'll be visiting friends and relatives in
XYZXYZ and XYZXYZ until the beginning of September I
So.., although I'm planning to tour with my Lap Top in hand, but I'm
not counting on large quantities of creative output for the summer.

letters in response to their proposal to allow the reuse of radioactive metal for consumer products.

Only one or two of those comments were

from companies. The majority of the letters told EPA that consumers do not want any radioactivity

in their products. This is an amazing show of our cohesiveness on this issue--
|
|
considering we only had 3 very busy holiday months to organize. Way to go!
|
|
EPA is in the process of analyzing the letters and will determine if they will go
|
|
forward with a formal rulemaking process within two months.
|
|
EPA has admitted that the number of negative comments will influence this decision.
Furthermore EPA is still taking comments despite the formal closure of the
|
|
comment period on January 31 1998.
|
|
Therefore we should not let up on our pressure to prevent the release
of this
|
|
harmful metal into the public realm.
